How can you make a difference?

Purpose of the job

Under the overall guidance and direction of the Regional Education Adviser and working as a member of the larger Emergency Section, and in collaboration with other sections, the Education Specialist is accountable for the development, design, planning, implementation and management of the Education programme within his/her area of responsibility, in collaboration with other programmers and sectors, governments and other key partners. The Education Specialist provides expert advice, advocacy, analysis and technical support to the WCA Regional Office (RO) and Country Offices (CO) at all stages of programming, on policies, programmes and operational strategies to facilitate the management and delivery of results for children during and despite humanitarian emergencies.

S/he is responsible for providing technical assistance and support to country offices and Education Clusters and Working groups in the region on emergency preparedness, response and post-conflict reconstruction in line with UNICEF Core Commitment for Children and the Regional Office Humanitarian Response accountability.

The Education Specialist contributes to the achievement of concrete and sustainable results according to plans, allocation, results based-management approaches and methodology (RBM), as well as UNICEF’s Strategic Plans, standards of performance and accountability framework.

Summary of Key function, accountabilities and related duties/tasks

Programme planning, development and management

Lead the development and implementation of the program under his/her responsibility at regional level including design, implementation and oversight of program interventions and results, in collaboration with relevant staff at country, regional and head quarter level,
Provide technical support and professional advice to WCARO and WCAR country offices as appropriate, in relation to UNICEF’s key priorities in order to support the development of conflict and risk sensitive national education strategies and plans,
Contribute to accurate, coherent and reliable collection, analysis and reporting of regional information concerning humanitarian emergencies affecting the access to quality and safe education with an emphasis on the disaggregation of data to monitor inequities, and disparities for monitoring, evaluation and advocacy purposes.
Technical assistance

Formulate regional program goals and objectives and supports development of country emergency preparedness/response strategies and implementation frameworks, through consultation with other sectoral programs, especially on regional interpretation of UNICEF global policies and program management and in accordance with the CCCs, the SP Key Result Area 4 and the regional accountability for humanitarian response,
Plan, organizes and conduct training and orientation interventions in emergency preparedness, conflict and risk sensitive education programming, contingency planning, rapid assessments, large-scale procurement and distribution of emergency supplies and equipment and application of minimum standards for education in emergencies, psychosocial support in the classroom, and conflict/disaster risk reduction in the classroom,
Undertake field visits to identify and respond to specific needs and requests from country offices, including providing surge support for preparedness and responses to emergencies, and innovative approaches to teaching and learning.
Programme oversight and quality assurance

Review and enhances response plans and appeals, and ensures that provision is made for fulfilling the right of all children, in particular girls and other excluded children, to a basic education of good quality, in line with the CCCs and region and country relevant standards for education in emergencies
Develop and implements an evidence-based sector specific monitoring and quality assurance system and information management tools to monitor performance of UNICEF-supported emergency education programs, their degree of coherence and compliance with the CCCs and minimum standards as applicable to the regional and country contexts,
In collaboration with the other regional office sections and HQ, contribute to program quality assurance and oversight through participation to Regional Office planning and review exercises and support to CO during planning moment (Strategic moment of reflection, Midterm review, mid-year review, etc.)
Knowledge management and intellectual leadership

Contribute to preparation of relevant program reports required for management, the Executive Board, donors, budget reviews, program analysis, annual reports, etc. Prepare concept papers and technical notes in the area of responsibility,
Generate and manage knowledge and information. Support monitoring and reporting processes and documents best practices, gaps and opportunities in the overall social and economic situation and potential benefits for education programmes,
Prepare concept paper and technical notes, undertake studies and evaluations on key issues in relevant education system design and delivery, as required,
Contribute to enhance monitoring of results at regional and country office levels and provide capacity development to country offices to enhance their results monitoring and knowledge management,
Encourage and facilitate knowledge sharing on Education in Emergencies through webinars and multi-country meetings, and by sharing evidence and knowledge from WCARO in global working groups, training programs and events.
Strategic representation, advocacy and partnerships

Liaise with the INEE and other relevant regional and sub-regional inter-agency partners to develop regional strategies, methodologies and identify new approaches for improving programme delivery and intersectoral and interagency collaboration in Education in Emergencies,
Ensure regional support to country offices in essential partnerships by providing vital facts and information, sharing successful examples from other countries, and providing timely and adequate technical support in leadership and implementation roles UNICEF plays in the countries. Represent UNICEF in relevant regional or global partnerships,
Within the framework of key partnerships and existing global and regional platforms, effectively communicate issues related to Education in Emergencies.
Communication, resources mobilization and donor reporting

Contribute, in collaboration with the other regional office sections and HQ to effective fundraising and resource mobilization for education program and/or leveraging of existing resources for UNICEF’s support to education, provide technical and advisory support to WCAR country offices for the development of quality funding proposals to support program implementation,
Collaborate with External Communication to ensure development of effective communication materials and strategies to support advocacy and resource mobilization efforts
Contribute to fundraising and resource mobilization efforts for education programmes and/or leveraging of existing resources for UNICEF’s support to education, provide technical and advisory support to WCAR country offices for the development of funding proposals,
Prepare regional office donor reports and review country office donor reports for quality completeness. Prepare multi-country donor proposals and reports where appropriate.
To qualify as an advocate for every child you will have :

Education: Advanced university degree in Education, Social Sciences or related technical field
Experience: A minimum of eight (8) years of professional experience at the national and international levels in quality education development, management, monitoring and evaluation, relevant experience on gender issues.
Language Requirements: Fluency in English and French (written and verbal) is required. Knowledge of Portuguese and / or Spanish is an added advantage.
