Project Summary

MSI is partnering with EnCompass LLC in implementing the Monitoring, Evaluation, and Learning Platform for USAID in Senegal. The objective of the Platform is to support USAID/Senegal in its performance management and contribute to the establishment of a sustainable MEL culture in Senegal through holistic engagement and strengthening of local actors and institutions. The Platform will facilitate evidence-based decision-making to support adaptive Mission management, engage USAID partners in continuous improvement efforts, and strengthen the capacity of local partners and service providers. The Platform is conducting a final evaluation to assess the performance of the Young African Leaders Initiative project, known as YALI in Senegal after almost ten years of implementation. Specifically, the evaluation team will examine and assess the extent to which the Yali program is achieving its high-level objectives and what effects the program has had on immediate leadership attributes and knowledge, long-term leadership behaviors, and what effects support networks, including regional leadership centers and alumni association support, have had on these short- and long-term leadership outcomes. The Senegal Regional Leadership Center aims to provide participants with youth leadership training. In addition, the program includes a coaching approach, offers internships and community service, and encourages professional networks.

Position Summary

The Youth Entrepreneurship Specialist will serve as the expert for this final evaluation of the YALI program. The Specialist should have expertise in young adult development, particularly in leadership programs. The Specialist should also have an understanding of young professionals wishing to improve their professional capacities. The Specialist should have a solid understanding of how youth, gender, and leadership are impacted by the program. The Youth Entrepreneurship Specialist will support the evaluation in all phases of the evaluation. The work will be conducted in Dakar with possible additional travel, which is yet to be determined. The work is a short-term technical position, reporting to the Senior Monitoring and Evaluation Specialist, who is based in Dakar. The expected period of performance is from December 2024 to April 2025 and the estimated duration of the consultancy is 25 working days.

Responsibilities

Provide an analysis of how young professionals benefited from the leadership program.
To provide an analysis of the extent to which young professionals have been able to improve their access to employment.
Examine equitable participation of women in the program.
Submit a weekly progress report during field data collection.
Contribute to the development of the work plan, under the direction of the Team Leader and in coordination with other members of the evaluation team.
Participate in the presentation of the summary of the results of the documentary review.
Participate in the training of investigators.
Conduct interviews with the stakeholders identified in the work plan.
Produce detailed interview notes after each interview.
Contribute to the exploitation and analysis of data collected as part of the evaluation in order to produce the evaluation report.
Contribute to the development of the table of findings and conclusions of the evaluation.
Participate in presenting preliminary results of the evaluation to USAID.
Co-facilitate the co-creation workshop of recommendations with relevant stakeholders.
Contribute to the development of the evaluation report, incorporating comments if necessary.
Participate in the review process to obtain the final report.
Contribute to the development of the PowerPoint presentation of the final results to be presented to USAID.
Any other tasks or activities necessary for the successful completion of the assessment.
Qualifications

Master's degree in sociology, social sciences, business management or related field is required.
A minimum of five years of experience in private sector activities in Senegal is required.
Minimum 10 years of experience required.
Deep professional experience in youth, gender, or leadership analysis in Senegal.
Proven experience in participatory and iterative methods, including facilitating focus groups.
Previous experience in conducting studies, evaluations or research, with USAID is a plus.
Knowledge of the Senegalese socio-cultural context is an asset.
Familiarity with qualitative and/or quantitative data analysis is a plus.
Good analytical, writing and synthesis skills.
Advanced proficiency in French is required, proficiency in English would be an asset.
