General objective
The Data & Analytics Manager will work within the Projects & IT Office, and s/he will be hierarchically and functionally accountable to the Head of Architecture & Data. His/her overall objectives are:
• Collaborate with the Head of Architecture & Data to manage, prioritize, and align the strategic and tactical demands related to data, analytics, and business intelligence (BI) with the MSF OCBA priorities and IT / digital strategic plans. Ensure these efforts are executed with transparency, accountability, and in full compliance with organizational standards and relevant regulatory frameworks.
• Drive and extend the strategic use of data and BI across OCBA by optimizing existing technological assets, including analytics platforms and BI solutions, including the usage of ML/AI-based techniques. The objective is to transform data into actionable insights that enhance decision-making, align with humanitarian principles and values, and support strategic planning.
• Design, implement, and manage the maintenance and support of the organization’s data, analytics, and BI ecosystem, including data warehousing, data lakes, advanced analytics, and BI solutions. Ensure that these systems align with the organization’s functional and technical requirements, while also maintaining high standards of data governance, quality, security, and BI performance.
Main functions, responsibilities and tasks
Policies & Procedures Definition
• Collaborate with the Head of Architecture & Data to define a framework for the OCBA data, analytics and business intelligence solutions of OCBA, following international best practices and standards like ISO and DAMA, while aligned with organizational priorities and MSF International interoperability needs.
• Lead the development and implementation of policies and procedures, for the data, analytics and BI systems in OCBA, according to the developed frameworks and organizational objectives.
Processes & Tools (Efficiency and Transversality)
• Monitor and enhance cross-functional processes in data management, analytics, and business intelligence (BI) to identify and implement the most efficient solutions.
• Identify, design and implement improvements to the processes and / or systems across Departments, focusing on integration, transversality and helping the organization to increase efficiency.
• Collaborate with the Architecture, Infrastructure and Field ICT teams in the technical definition and the selection of the solutions that best suit OCBA needs.
• Design and optimize data models, databases and information flow processes for data & analytics, while adhering to the robustness, availability and security requirements established by the Information Security team.
• Lead the integration and expansion of machine learning (ML) / artificial intelligence (AI) techniques within data & analytics processes, fostering the adoption of advanced analytics methodologies to extract deeper insights, improve predictive capabilities, and support data-driven decision-making across the organization.
Plan & Budget
• Jointly with the Head of Architecture & Data, plan, manage and follow up the annual Data & Analytics budget to decide, ensuring efficient allocation and distribution of resources across various projects and services based on organizational priorities.
• Work with the Head of Architecture & Data to understand stakeholder and organizational priorities to define annual objectives for data & analytics, in alignment with overall digital / IT strategic plans.
Demand Management
• Act as a tactical communication link between the Departments to enhance productivity of the data & analytics systems including BI. Ensure a clear understanding of needs, key challenges and processes in order to facilitate their optimization and proactively address risks and opportunities for improvement.
• Collaborate with the Head of Architecture & Data to prioritize and manage strategic demand related to data and analytics initiatives, ensuring alignment with MSF OCBA priorities and IT / digital strategies, and facilitating the integration of strategic objectives into actionable plans and projects.
• Ensure a successful prioritization of tactical demand for BI / data & analytics solutions, including requests, changes, and issues.
Project & Service Management
• Manage data and analytics projects as needed, effectively using methodologies such as PMBOK, PRINCE2, or AGILE, ensuring delivery within quality, time, and cost constraints.
• Ensure execution of day-to-day project tasks, including risk management, team management, progress monitoring, issue and change control and reporting.
• Manage the development and maintenance of data, analytics & BI systems, ensuring performance through validation and continuous improvement. ensuring the proper performance executing system validation tests and procedures of the systems belonging Business Intelligence Management.
• Ensure that technical support is provided efficiently to users, aligning with established procedures and operational needs.
• Ensure that application lifecycle management procedures are applied consistently in data, analytics & BI solutions, and analyze risks before any intervention in production systems.
• Coordinate external service providers for data, analytics & BI systems, ensuring system reliability, adherence to KPIs and SLAs, and compliance with contracts.
Innovation, KM & Training
• Coordinate training for users on data & analytics solutions and procedures to ensure efficient use and adherence to established processes. Facilitate knowledge sharing within the organization by contributing to the dissemination of insights and best practices related to data management, analytics, and BI.
• Support the investigation and adoption of innovative technologies and solutions, collaborating with departments (both HQ and Field) to explore and implement advancements in data and analytics.
• Stay current with emerging technologies and trends through ongoing education, research, and professional development to ensure the organization leverages the latest advancements in data and analytics for its humanitarian mission objectives.
International / Networking
• Represent MSF OCBA in the international meetings and working groups of his/her functional area.
Selection criteria
• University Degree, preferably related to engineering (Computer Sciences, Telecommunications, Industrial Engineering, Computer Technician, or similar), or business. Master’s Degree in Business Intelligence and/or Big Data is an asset.
• 4-5 years of experience working in business intelligence / data & analytics solutions, including:
System development and maintenance, including support to end users, software testing, preparation of documentation and instructions.
Project management
Management of small to medium sized teams.
• Previous experience with MSF is an asset.
• Knowledge of the Microsoft Power Platform environment will be an asset.
• Knowledge and/or experience in ML / AI techniques and solutions will be an asset.
• Knowledge of information security practices, including permission management, and compliance with privacy
• regulations.
• Experience in facilitating knowledge exchange between teams.
• Experience working in project environments using agile frameworks.
• Languages: Fluent in Spanish and English. French desirable.
Conditions
• Position based in any MSF OCBA Hub (Barcelona, MSF-Spain office delegations, Amman, Bogota, Dakar or Nairobi). Final location will be subject to the employability of the preselected candidate (residency, work permit, etc.).
Full-time job
• Permanent position with minimum commitment of 3 years.
• Annually gross salary: HQ 4A level plus secondary benefits based on MSF-OCBA Reward Policy. Subjected to local conditions.
• Starting date: as soon as possible.
