The Regional Office Supply team objective is to support Country Office Supply team and partners to reach their objectives. The WCA regional office has the largest value of procurement of goods, services and Procurement services of the region and therefore technical support and normative guidance’s is key. On a second part given the anticipated gradual transition of countries in WCAR out of donor support to fund essential supplies for children, as well as the increasing interest of Middle Income Countries in the region to achieve price efficiencies through UNICEF, PS provides an opportunity to facilitate a more optimal use of national budgets for children, as well as an entry point to provide targeted technical support to national supply chains and systems.

Purpose of the Job
Under the supervision of the Regional Chief Supply, the incumbent will provide guidance, oversight and direction all country offices within WCAR on Procurement of goods and services, Procurement Services for partners, including work related to national budgeting for essential supplies for children, supply financing solutions as well as engagement with the private sector. Directly related to this support, the position will serve as focal point to identify opportunities on adjacent areas such as market access and national supply chain strengthening.

How can you make a difference?
Normative and technical support to UNICEF country office
• Provide technical advice, support and strategic guidance on procurement and contracting to country offices in the West and Central Africa region;
• Conduct Peer Reviews to Country Offices for Supply/Procurement in anticipation and as follow up on internal and external audits to support full compliance; ensure regular remote follow up on the closing of supply–related audit recommendations;
• Provide technical support and guidance to UNICEF country programs to enhance their capacity and knowledge in supply and procurement related strategies such as category management, market shaping, establishment of LTAs, procurement of services, including for innovative approaches such as contracting for cash programming.

Improve procurement capacity in the region and on time availability of supplies and services in the region
• Develop market surveys strategy;
• Ensure regular and adequate market surveys to better inform COs of local and regional procurement opportunities and establish cross boarder goods and services LTAs;
• Assist Country Offices to establish the necessary partnership frameworks to provide procurement of goods and services, including necessary risk assessment and mitigation;
• Develop a framework that will assist countries in the region in taking more efficient and strategic procurement decisions in terms of service delivery (e.g. direct procurement vs PCA vs cash transfer);
• Together with COs and SD, ensure optimized supply forecasting and planning strategies.

Develop and implement strategic alliances to optimize procurement in the region
• Develop and implement a Private sector strategy to ensure a higher engagement between UNICEF and potential new partners;
• Ensure a better alignment between product innovation and public procurement rules and regulations to be explored;
• Strategic industry engagement: Given that suppliers and manufacturers are a key element to service delivery, we aim to develop production of key essential for children in the region closer to the beneficiary’s location.

To qualify as an advocate for every child you will have:

Education
An advanced university degree in Business Administration, Management, Economics, Supply Chain Management, Logistics, Procurement, Contract/Commercial Law, International Development, Health or related social science field, or relevant first-level university degree (Bachelor’s) in conjunction with a valid relevant professional certification is required.
*A first level university degree (Bachelor’s) in a relevant technical field (as identified above), in conjunction with ten (10) years of relevant work experience in supply, logistics, procurement, contracting, administration and/or other directly-related technical field, may be taken in lieu of a Master’s degree.

Experience
A minimum of eight (8) years of relevant experience, at the national and international levels, in supply, logistics, procurement, contracting, administration and/or other directly related technical fields is required. Understanding of development and humanitarian work. Emergency experience an advantage. Health supply chain management experience an advantage.

Language Requirements
• Fluency in French and English is required.
• Knowledge of another official UN language is an asset.

• Advanced communication and negotiation skills to establish and maintain trusted partnerships for achievement of objectives and to develop close and effective working relationships with diverse stakeholders
• Skill in the identification of new opportunities or requirements to meet challenges in the field and propose changes
• Strong understanding of supply chain processes, from programme needs assessment, through planning, procurement and contracting, logistics and delivery, monitoring and evaluation
• Strong overall knowledge and understanding of UNICEF programmes, public procurement principles, financial and legal aspects of supply chain issues, ethics and risk management of supply chain operations.
