Overall Job Purpose
• Acts as the Subject Matter Expert (SME) and Single Point of Contact (SPOC) for all Leak Testing and Flange Management activities during shutdowns.
• Acts as Shutdown Completions and System Handover Lead
• Reports to the Shutdown Manager.
• Leads planning, execution, and close-out for leak testing and flange management, ensuring compliance, quality, and timely delivery.

Core Responsibilities
Compile the Shutdown (SD) Leak Test & Flange Management Package for commercial proposal submission, including:
• P&IDs; leak test boundaries/packages
• Anticipated locations of Rapid Integrity (Kamos) gaskets
• Excel Flange Break Register (FBR), uploaded to the third-party Integrus system
• Estimated N2 volumes; equipment and POB requirements
• Estimated Flange Management equipment and POB requirements
• Pre-engineering onshore support needs (Project Manager / Leak Test Engineer / FBR Manager)
• Delivery timelines and KPIs
• Review and verify contractor quotations for Leak Testing and Flange Management.
• Work with Supply Chain and Client to obtain approvals and issue POs.
• Develop plans, procedures, work packs, and handover documents with Operations.
• Generates SD completions and handover procedures.

Responsibilities
Pre-Shutdown
• Coordinate with the Shutdown Planner to integrate purge, leak testing, and return-to-service activities.
• Develop purge and leak test packs and procedures; upload to the Integrus system.
• Develop and manage the Flange Break Register; upload to the Integrus system.
• Ensure compliance with MOSEN Leak Test and Flange Management procedures.
• Provide project management and engineering support.
• Provide technical support for site weld testing (cutting, bevelling, weld testing).
• Ensure contractors provide sufficient equipment/tooling (nitrogen, hoses, leak test, flange management, machining) to meet shutdown needs.
• Ensure contractor staffing is competent, qualified, and experienced.
• Own the Flange Break Register (including small-bore tubing) using the 5-part flange tag management system; pre-populate flange tags before shutdown.
• Calculate nitrogen volumes (with contingencies) in conjunction with the contractor.
• Identify locations for Rapid Integrity (Kamos) gaskets to optimize leak test duration.
• Witness function tests of all equipment prior to offshore shipment.
• Establish and track in-country supply routes with the contractor; track deliveries.
• Review and sign as checker on all leak test packs.
• Develop Drain/Flush/Purge/Verify/Introduce (DFPVI) method statements and procedures with Operations.
• Generate Completions & System handover Procedure
• Generate Completions & System handover workpacks
• Coordinate and track preparation of Control of Work with the PTW Coordinator.
• Coordinate mobilization of contractor offshore personnel and required equipment.
• Review contractor and local technician certifications/training to confirm competency.

During Shutdown
• Be full-time offshore managing purge, flange management, and leak test activities, including progress reporting and troubleshooting.
• Accountable for the execution of the leak test and flange management program.
• Leads the completion and System Handover Process
• Ensure all equipment is located, installed, and commissioned as per plan.
• Support Operations in executing the DFPVI program.
• Manage flange breaks and maintain/update the FBR.
• Witness all leak tests.
• Ensure correct installation and testing of Rapid Integrity gaskets.
• Ensure timely and correct execution of flange face machining, cutting, beveling, and/or weld testing as required.
• Coordinate with Operations to align return-to-service scheduling.
• Assist with line walks prior to commissioning and system handover.
• Ensure timely and accurate handover of flange management tags, sign-off sheets, and leak test documentation to the Completions Lead.

Post-Shutdown
• Manage the return of leak test and flange management equipment to suppliers and complete “off-ticket” processes.
• All completions and system handover packs loaded into IMS
• Support lessons learned capture and dissemination.
• Verify invoices for personnel and equipment.

Qualifications & Experience
Educational Qualification
Minimum Degree in Mechanical/ Civil / Electrical/ and/ or Equivalent of Professional Certification

Skills
• Supervisory skills, manpower management and schedule planning, work distribution, able to read and understand and comment on technical drawings, and high level of computer literacy.
• Drafting and sketching ISO and modelling.
• Generating Schedule with Project Tools, such as Microsoft Projects

Certifications
• Bolt Torquing / tensioning
• Nitrogen Leak Testing
• Nitrogen Purging
• Hydrostatic testing.
• Trainings: Complies with the Training Matrix and Regulatory and Required by Modec Training Management Procedure, available in the Integrated Management System (IMS).

Relevant Experience
• Minimal 10-year industry (Oil & Gas Installations) experience
• Offshore installation Full Shutdown, Leak testing, Commissioning & Start Up
• Cross-Functional Team Management (Onshore / Offshore )
• leak testing / mechanical completions / System Handovers & return to service
• Creation of Leak test packs & Flange Break Register
• Inspection / function testing of contractor Leak Test & Flg Mgmt equipment
• Creation of Equipment and Personnel mobilization plans,
• Project Budgeting & Cost Controls
• Resource Planning & Optimization
• Equipment and Personnel Regulatory Compliance / Competency
• Proficiency in Microsoft Power Point, Excel, Word and Project Planning
