Missions and general objectives of the position:
The role involves managing procurement, negotiations, contracts, and supplier relationships. This requires a good understanding of market trends, the organization's objectives, and suppliers' capabilities. The manager will lead and coordinate the contracts department with a focus on efficiency. He/she will ensure that effective procedures are in place to obtain the best prices, ensure secure delivery on site, and protect the company's assets.
Responsibilities in health and safety and environment and community (HSEC):
Be aware of and willing to adhere to BOYA safety first procedures. Be aware of BOYA environmental policy and adhere to same. Be aware of their role and personal responsibility in preventing the risk of accidents, adverse effect to health, or damage to the environment linked to their activities.
Main duties and responsibilities related to the position:
- Develop and implement policies, procedures, and best practices in procurement. Manage the organizational structure and workforce of the department to meet objectives.
- Oversee daily operations of the procurement department.
- Identify, select, and manage suppliers based on price, quality, support, capacity, and reliability.
- Establish and maintain strategic relationships with key suppliers.
- Develop performance indicators (KPIs) to regularly evaluate suppliers.
- Negotiate and manage purchase agreements and contracts with suppliers.
- Ensure legal and organizational compliance of contracts.
- Manage costs, quality, and performance of suppliers.
- Train the procurement team and enhance its knowledge base.
- Manage procurement-related documentation.
- Provide advice on inventory levels.
- Ensure the safety of materials transported on site.
- Ensure quick conversion of purchase requests into purchase orders.
- Analyze pending orders and take appropriate action.
- Ensure compliance with reporting deadlines and processing purchase requests.
- Manage bids and approved purchase requests. ;
- Process complaints if suppliers do not meet procurement requirements.
- Ensure compliance with government regulations and procurement policies.
- Utilize company tools and resources effectively.
- Manage special items and warranty services.
- Track advance payment orders.
- Control strategic inventories.
-Ensure compliance with audit requirements in procurement.
- Plan procure ment based on supplier location.
- Maintain good interdepartmental relationships.
- Identify opportunities for process improvement.
- Produce reports on procurement commitments, costs, and performance.
- Manage and motivate procurement staff.
- Ensure compliance with safety procedures and regulatory guidelines.
- Participate in health and safety meetings.
- Execute any other task assigned by the Project Manager.
Profile :
- Minimum Master or Bac+5 in Business, Supply Chain, Logistics or equivalent
- Relevant experience of at least ten (5) years in all functions of materials management and supply chain.
- Minimum 5 years’ experience preferably in mining industry
- High level of knowledge of local competencies French/ English skill essential :
- Working experience with pack office Microsoft, Sage
- Preference for west African experience and Senegal laws
- Experience of working effectively in a senior management team environment
- Demonstrates strong conceptual skills, and be capable of developing lateral practical solutions

Roster
-The position is based in Dakar, Senegal (to be confirmed)
-Possible travel on site in Kedougou and in Ivory Coast
-An hourly volume of 8 hours per day or as required.
-Roster of 5 days On – 2 days Off/ Week or as required.
