The Position
As part of the implementation of the 9th Cooperation Programme between the Government of Senegal and the United Nations Population Fund (UNFPA) for the 2024-2028 period, a strategic partnership is ongoing with the Ministry of Health and Public Hygiene (MSHP) through the Directorate of Maternal and Child Health (DSME). This partnership primarily focuses on providing an integrated package of quality services in reproductive health/family planning/maternal and neonatal health, nutrition, and adolescent/youth health, benefiting women, adolescents, and youth, including in humanitarian emergency situations.
To consolidate the achievements of this partnership and ensure ongoing performance in the implementation of the Programme, UNFPA is recruiting and assigning a National
Advocacy Analyst and Resource Mobilization Officer in achieving the goals aimed to increase investments and policy-level commitments in implementing and scaling up
midwifery models of care that enable midwives to provide high-quality care and to ensure essential, quality-assured maternal and newborn health (MNH) commodities are available at all levels.
As part of its strategic plan and the implementation of the 9th Cooperation Programme (CPD9) in Senegal, UNFPA recognizes that achieving programmatic outcomes and
transformative results requires advocacy and policy engagement and also proactive resource mobilization. The National Advocacy Analyst and Resource Mobilization Officer will therefore contribute to strengthening UNFPA Senegal’s capacity to implement UNFPA’S start with her Global Advocacy Strategy 2026-2027 & Support the Resource Mobilization of the 9th Country Program (CPD9 to secure sustainable financing for its programmes, aligned with CPD9 priorities and UNFPA’s broader mandate.
These terms of reference are outlined for the recruitment of the National Advocacy Analyst and Resource Mobilization Officer to significantly build a strong political
commitment towards the Midwifery Model of Care and to increase the access to reproductive health commodities at all levels. He (she) will also support the resources
mobilization from traditional and non-traditional donors for the UNFPA’s Senegal in line of CPD9.
You will report to the Deputy Resident representative.

Job Purpose
Positioned within the Program Unit, the National Advocacy Analyst and Resource Mobilization Officer reports directly to the Deputy Representative and works technically
and strategically with all programme units.
Overall supervision will be provided by the Deputy Representative. Technical supervision of his (her) activities related to the outcomes 1 & 2 of Senegal’s UNFPA’s Start with Her Global Advocacy Strategy 2026-2027 will be under the Head of the Reproductive Health Unit.
The National Advocacy Analyst and Resource Mobilization Officer is a key contributor to the effective execution of implementing UNFPA’s Start with Her Global Advocacy
Strategy 2026-2027.
He / She will make a substantial contribution to the formulation, implementation, technical and financial monitoring, reporting, and evaluation of domestic resource
mobilization and financing ».
You would be responsible for
The National Advocacy Analyst and Resource Mobilization Officer will coordinate and implement targeted, evidence-based advocacy activities using the SMART Advocacy
approach (Specific, Measurable, Attainable, Relevant, and Time-bound) to contribute to tangible policy and advocacy outcomes.

Strategic Planning and Implementation of the Advocacy Plan
• Formulate and implement integrated country advocacy plans (impact pathways) for midwifery and MNH commodities utilization, specifically aligned to UNFPA’s Start with Her Global Advocacy Strategy 2026-2027, EWENE Acceleration plans under the guidance and supervision of the UNFPA Senegal Country office.
• Target and track specific, measurable financial and policy goals (result framework) to increase investments and policy reform related to MNH.
• Actively engage key national stakeholders, including Ministries of Health, Finance, Planning, School of Midwifery, parliamentarians, and midwifery associations.
• Strengthen and expand national advocacy coalitions of influential midwives and policymakers to advocate for increased government investment and scale-up of midwifery models of care.
• Shape critical advocacy messages informed by cost-effectiveness analysis and political economy analysis to package evidence for advocacy and support regulatory change.
• Identify potential funding opportunities, including bilateral and multilateral donors, foundations, and innovative financing mechanisms, aligned with UNFPA’s CPD9 strategic outcomes.
• Support the development of resource mobilization strategies, including domestic resource mobilization and financing, and annual funding plans for the Country Office
• Engage with donors, partners, and government counterparts to advocate for increased domestic and external investment in MNH commodities utilization, midwifery Models quality of care, integrated with youth programs, and genderbased violence programs.

Strengthened Midwifery Models of Care (Outcome 1)
• Advocate for and support government-led development, adoption, and funding of a comprehensive national midwifery strategy or roadmap (such as the existing Nurse and Midwife Roadmap that is being updated and finalized).
• Drive evidence-based policy and regulatory change to catalyze domestic investment in midwifery, particularly focusing on addressing the critical midwife shortfall and effective deployment and retention.
• Coordinate the investment case analysis at the country level by managing a national consultant, engaging government, and partners, and facilitating the discussion on required investment and resource allocation recommendations.
• Advocate for the integration of Digital Training using the Safe Delivery+ programme into pre- and in-service training of midwives, including continuous professional education programmes, aligned to national guidelines and protocols.
• Spearhead efforts to integrate maternal and newborn health priorities into national digital health strategies and policies.
• Identify potential promising entry points for integrating the Safe Delivery+ programme (10 million Safer Births Initiative) within the national digital health worker training platforms.

Improved Access to Quality MNH Commodities (Outcome 2)
• Develop SMART strategies specifically for MNH commodities advocacy.
Support governments to update policy and regulatory environments, including national guidelines, to reflect the latest global WHO guidance.
• Reinforce the Advocacy for the inclusion of new MNH commodities in national essential medicines lists and procurement cycles in line with the WHO model essential medicines list and global guidance.
• Reinforce the Advocacy for sustainable MNH commodity financing and affordable MNH healthcare policies within universal health coverage, leveraging UNFPA compacts and match funding mechanisms and other innovative financing tools.
• Support the scaling-up of innovative interventions, including the quality of care.


Strengthen Partnership and Resource Mobilization focus on domestic resource mobilization and financing.
• Prepare high-quality concept notes, proposals, and funding requests, incorporating evidence and program impact data.
• Prepare resource mobilization briefs, funding status updates, and analytical reports to guide strategic decisions.
• Strengthen partnerships with national and international stakeholders to leverage co-financing and match-funding opportunities.
• Promote innovative financing mechanisms to expand access to essential services, including integrating maternal and newborn health priorities into government budgets.
• Ensure that resource mobilization, including domestic resource mobilization and financing, efforts are fully aligned with advocacy activities, maximizing policy and investment impact.
Collaborate on all other tasks necessary for the proper functioning of the UNFPA Program and perform any other duties as requested by management.


Qualifications and Experience
Education
• Holder of a University degree in public Health, Social Sciences, or related fields (at least a bachelor’s degree + 4 years).
• He/She must possess specialized knowledge in the field of advocacy, Resource Mobilization , policy, Mass Communication, Journalism, Media Studies, Public Relations, or relevant discipline.


Knowledge and Experience
• Solid understanding of advocacy work (policy research/analysis/design, diplomacy, strategy formulation, influencing strategy changes, representation at a prominent level, public communication)
• Solid understanding of resource mobilization (identifying funding opportunities, donor engagement, proposal development and submission, partnership building, innovative financing mechanisms, tracking funding pipelines, and aligning fundraising strategies with organizational priorities and policy goals)
• At least 2 years of experience in coordinating and implementing targeted, evidence-based advocacy campaigns, ideally utilizing structured approaches like SMART Advocacy
• Knowledge of the United Nations System and/or UNFPA’s mandate and strategies regarding SRMNIA-N
• Experience in advocating for sustainable maternal and newborn health (MNH) commodity financing and affordable MNH healthcare policies within the framework of universal health coverage will be an added advantage.
• Experience working with UN agencies, government, NGOs, or youth/civil society groups with demonstrated success in building and sustaining national advocacy coalitions.
• Strong drafting and writing skills with mindfulness.
• Initiative-taker, initiative-taking, with a passion for issues relevant to the UNFPA mandate.
• Computer literacy and proficiency in Microsoft Office and digital collaboration tools are mandatory.

Languages
Fluency in French is required. Working knowledge of English is requiring too. Where appropriate, fluency in local languages will be an advantage.
