Humanitarian Response Coordinator -Oxfam in Africa

JOB DESCRIPTION
Location: Flexible in Africa Region. Senegal, Ethiopia or Kenya preferred. Other location where Oxfam is present, and you have the existing right to work
Contract: 4 years fixed term
One Oxfam Grade: C1

Salary and benefits: Oxfam International is unable to guarantee the obtaining of a work permit for the role. Candidates must already have and be able to retain the legal right to work in the location where they are based. We are not able to support the relocation of a candidate to take up the position in an Oxfam location.

THE ROLE
Oxfam International’s Africa Platform is looking for Humanitarian Response Coordinator who ensure that all the Emergency Preparedness and Responses led by the Africa Platform are properly resourced in terms of capacity and funding needs and key leaders in the system are properly briefed about the needs to ensure proper humanitarian responses.
This position will also consistently support the countries and the cluster on their preparedness, anticipatory actions and responses according to crisis scale and complexity

WE’RE LOOKING FOR A PERSON WITH
Humanitarian Strategy
• Ensures a good level of analysis of the humanitarian situation in the region, ensuring awareness raising and clear communication on challenges faced and foreseen in the Sub-Sahara region.
• Co-Lead with the Head of Humanitarian and coordinate, the regional humanitarian response, linking country, regional, affiliate and Oxfam’s Global Humanitarian Team (GHT) where needed.
• When requested, represent Oxfam in key humanitarian forums in the Sub Sahara region of Africa with the Government, UN and other international agencies.

Emergency Preparedness
• Ensure Africa regional preparedness plan is available covering in and out of presence countries with readiness to response in 72 hours of onset of any crises.
• Ensure anticipatory actions, crises modifiers, partnerships/funding and supplier frameworks are part of preparedness system at regional.
• Lead the development, review and implementation of detailed preparedness and investment plans, in close liaison with country staff.
• Coordinate training sessions and workshops on contingency planning and emergency response.
• Work with countries to identify and build a portfolio of humanitarian/resilience partners from government, civil society and private sector

Humanitarian Response
• Effectively delivering Humanitarian responses across regional work to meet standards, promote Oxfam work through lobbying and influencing
• Lead coordination with number of stakeholders to ensure all ongoing and new humanitarian responses are fully funded.
• In major unforeseen Sub Sahara regional emergencies requiring scaled-up response, lead process of assessment, programme design and resourcing, preparation of concept papers and support to proposal writing
• In major emergencies, and in coordination with the country staff and the GHT, work with the country staff to ensure that Oxfam has the necessary capacity to meet the management, and all resources to ensure effective coordination of Oxfam’s response with UN agencies and IONGs

Experience, Knowledge & Competences
• Proven strong experience of managing large scale and complex humanitarian responses work in a range of emergencies and multiple countries – including field-level management of complex humanitarian response programmes and all phases of the project/programme cycle
• Proven experience of line managing diverse teams
• Commitment to the Humanitarian Imperative with demonstrated abilities in crisis management and the coordination of rapid humanitarian responses.
• Demonstrable skills in gender analysis in humanitarian response or preparedness programming,
• Demonstrable experience of strategy development in relation to humanitarian response work.
• Demonstrated facilitation and coaching skills.
• Demonstrated financial management skills.
• Willingness and ability to travel frequently
• Ability to strengthen and execute the vision with their own team of professionals, country teams and with other stakeholders
• Ability to handle complexity, unpack it, and dive deeper with positive enquiry skills to explore blockages.
• Fluent in English and French is essential
