Mission
The West & Central Africa Initiative is a pilot initiative of MSF Operational Centre Paris, Geneva, Barcelona and MSF WACA (Abidjan). The position is a helping to design an operational and support approach enabling future to not just meet the needs of our patients today but tomorrows also.
The Executive Officer (EO) will provide leadership for the development of MSF West & Central Africa Initiative. The EO will work in close collaboration of MSF WACA to ensure the long-term vision within the region.
The EO is responsible for the external and internal representation, the overall functioning of the regional entity, and leadership of the team ensuring adherence to MSF values and ethical standards.

Responsibilities
The Executive Officer (EO) will provide leadership for the development of MSF West & Central Africa Initiative. The EO will work in close collaboration of MSF WACA to ensure the long-term vision within the region.
The EO is responsible for the external and internal representation, the overall functioning of the regional entity, and leadership of the team ensuring adherence to MSF values and ethical standards.

STRATEGY / PLANNING (Overall):
• Ensure that the activities, priorities and development of Dakar office and regional initiatives remain within agreed frameworks
• Actively identifies added values within the region that could contribute meaningfully to improve impact of our operations
• Promotes the development of operational support capacities in the region relevant to the MSF operational portfolio in the region and beyond
• Lead and plan through the annual action plans and budget in close collaboration with the functional units using the office and their respective HQs
• Lead and accompany the development of a coherent mid/long term strategic vision for the regional initiatives along with the West & Central Africa Steering Committee
• Ensure regular reporting to the West & Central Africa Steering Committee or as agreed by the Steering Committee
• Development and management of the budget associated with West & Central Africa initiative

GENERAL MANAGEMENT
• Coordinate activities and establish responsibilities and procedures for attaining the objectives.
• Ensure the functioning of the Dakar Support Unit (DSU) ensuring smooth office and facilities management for all
• Effectively manage, lead and evaluate the staff in line with established organizational policies and effective contribution towards achieving objectives.
• Ensure adherence to MSF values and ethical standards; acting in cases of breach.
• Ensure high-level financial accountability and transparency.
• Ensure that the office meets its legal and fiscal obligations and define the best legal and administrative frame to support the development of its activities.

SUPPORT TO OPERATIONS
• Provide necessary support to the operational cells and units including but not limited to hosting, administration, domestic HR and general services.
• Two-way communication mechanism of needs and response between HRO and operational entities will be managed through the West & Central Africa Steering Committee.
• On request basis by operational cells the EO may represent MSF and the operational programs within the multiple platforms at Dakar level including UNOCHA regional form, donor meetings and thematic specific taskforces.

REPRESENTATION & COMMUNICATION
• Represent MSF International with Senegalese authorities related to all registration, immigration, foreign affairs and employment.
• Develop and maintain relationships with international organizations and the academic and medical communities to further MSFs work and reputation.
• Actively advocate for MSF positions and interests; promote MSF to broad and specific audiences through information and awareness raising events, widening the supporter base.
• Maintain and strengthen links with other MSF sections/branches in the region.

HR RECRUITMENT, MOBILITY, TRAINING
• Contributes, with the regional HR Unit based in both Abidjan and Dakar offices, to the development and implementation of a mid/long term strategy for this intersectional unit (see the related Regional HR Unit Strategy).
• Strengthen the network of contacts with relevant institutions of higher education, professional associations and other pertinent actors in the region
• Participates upon request to special events linked to the previous point

Exigences

Education
• Bachelor’s degree in a relevant field or combination of education and experience required
• Graduate studies preferred in relevant field or equivalent training and experience in organizational management.

Experience
• Extensive experience within the MSF movement in senior managerial and operational positions
• Proven financial management experience including budgeting and fiscal control and the ability to deal with a complex bureaucracy.

Desired Requirements
• Good understanding of the West & Central African context, culture and market.
• Work experience in West and Central Africa is an asset.

Languages
• Fluency in spoken and written French and English.

Personal qualities
• Talented communicator with excellent presentation, negotiation and networking skills
• Ability to motivate, to coach, to manage and develop high performance teams

Terms of Employment
• Open-ended contract, full-time position
• Based in Dakar, with occasional travel within the region & worldwide
• Ideal starting date: As soon as possible
• Contract duration: Initially for a period of 3 years with a possibility of extension
• Gross monthly salary: to be determined
