Job Description (Roles and Responsibilities)
The British Embassy in Dakar is looking for a dynamic, organised and proactive individual to join our team; someone who is passionate about people, welfare and Dakar.
Applicants can apply for one of two versions of the job, or both:
• Part time (26 hours a week): Community Liaison Officer (CLO). Lead on welfare across the embassy with a special emphasis on helping UK-based staff and their families prepare for, settle into and take advantage of life in Dakar. This includes advice, information gathering, induction, organising events and gatherings and advocating for them with post management.
• Full time (36.5 hours a week): CLO and People Officer. Do the above and lead on human resources and recruitment in the embassy, dealing with issues as they arise corresponding with senior management, legal advisors and FCDO’s HR and recruitment hubs.
Whichever version of the job you apply for, expect to get stuck in and contribute ideas. Prepare to learn a lot, including about how diplomatic missions function. This is a unique chance to be engaged in an international environment and to drive the wellbeing of a close-knit and friendly 60-person embassy.
Roles and responsibilities:
There are two version of this job: a part time CLO job; and a full time job that includes the CLO responsibilities and being the embassy’s People Officer. We welcome applications for both. We will select the best candidate and use their preference to decide on the final version of the job.
Part-Time. CLO
• Embassy welfare: lead on wellbeing across the embassy working closely with senior management. This will also involve collaborating with the People Committee to understand how to make the embassy a better place to work and then implementing or organising activities/solutions to improve it.
• Support UK-based staff posted to Dakar and their families. This starts by being the main point of contact prior to their move, welcoming them once they arrive, helping them settle and integrate quickly into the embassy community and Senegal to ensure they make the most of their time here. This will involve proactively providing information on life in Dakar, organising events and gatherings, dealing with questions and offering support. The CLO will need to be good listener and offer support and advice where needed.
• Advocate for UK staff and families with post management, including as their representative on relevant committees such as the Crisis Committee, and as the chief link between the embassy and the Diplomatic Service Families Association in London. The CLO will also participate in the Housing Committee, and help advise the Estates Team on finding suitable housing for new arrivals.
• Gather information to include: cost of living; spouse/partner employment in Dakar; children’s education; childcare; career and training opportunities; single officer and foreign-born spouse/partner issues; recreational facilities; and social matters.
• Communicate effectively on community and social matters across the embassy and with partners of UK staff.
• Manage information including Post Welcome Pack, CLO Teams site, cost of living surveys, input to update and review of Post Report and Fact Sheet and management of the domestic equipment float.
Full Time. CLO and People Officer. Do the above and:
• Lead on human resource questions as they arise, corresponding with senior management, legal advisors and FCDO’s HR hub. Make sure that we apply and communicate fair and consistent performance management processes and standards across the embassy.
• Lead on recruitment. This will involve working with teams across the embassy and the FCDO recruitment hub in Pretoria to make sure applications follow the correct process and are advertised in the right places.
• Be ready to pitch in with ad hoc administrative tasks like processing payments which the embassy needs to make.

• Experience of expatriate or embassy life
• Familiarity with UK culture
• A good knowledge of Dakar, such as places to shop, eat out, socialise and meet new people and an enthusiasm for sharing them
• Experience of working in a customer facing environment or with welfare issues.

Learning and Development Opportunities
The successful applicant will have access to the FCDO’s wide range of learning and development opportunities. We encourage staff to identify training to improve their performance, in consultation with their line-manager.
All CLOs should also attend the CLO course to help them fully meet the demands of the job and the following e-learning: “Preparing to work at an HMG post” and “Induction to the Foreign, Commonwealth and Development Office (FCDO)”
Working patterns
The part-time version of this job is 26.25 house. The full time version is 36.5 hours. The embassy allows staff to work from home up to 40% of their time.
