Job description
Under the supervision of the Deputy Political Chief, the incumbent provides protocol, resource management, and administrative support to the busy, bilingual Political Section. The incumbent will manage the use of multiple and diverse funding streams and ensure their compliance with all relevant Embassy and USG guidelines and regulations and local laws. S/he will be a highly organized, computer-literate, multi-tasker able to organize and deliver on the funding, administrative, translation, and protocol-related activities of the seven-person core section.
The incumbent facilitates the drafting and delivery of diplomatic notes and biographic information to accompany briefing materials and navigates protocol for securing meetings, organizing events, receptions, and correspondence with high-level political figures and government officials and develops and maintains a database of important contacts for the section. The incumbent will also help manage POL-related grants and funding opportunities, representational funds, travel arrangements, procurement, and support the administrative and logistical needs of the section. The incumbent will assist Control Officers within the section to organize and manage visiting delegations and Washington officials’ visits to Senegal.
S/he should be able to communicate, draft correspondence, and solicit information in English and French and translate between English and French. The incumbent should also be able to write summary pieces of news and articles in English or French, assist with gathering information and coordinating between offices for congressionally mandated reports, assist with Leahy vetting, and coordinate visa referrals and priority appointment requests. S/he will provide backstop support to the POL Section’s USDH Office Management Specialist (OMS). The incumbent will maintain contact with experts on Senegalese politics and gather information from them.
Job requirements
• A minimum three years of experience working in office management, protocol, or as an information or political assistant.
• Good knowledge of host government administrative and protocol procedures; knowledge of the political culture and institutions in Senegal.
• A Bachelor’s degree in Political Science, Law, Business Administration/Management, Communications, or Humanities is required.
• English: Level III (Good working knowledge;) written/spoken/read, including the ability to translate is required.
• French: Level IV (Fluent) written/spoken/read, including the ability to translate is required.
• Wolof: Level III ( Good working Knowledge) written/spoken/read is required.
Skills and Abilities:
Excellent organizational skills; Must be able to exercise sound judgment and analytic skills; Technical and Computer skills, Must be able to communicate effectively at all levels, and feel comfortable calling Senegalese Government offices to set up high-level meetings for visiting VIPs; Strong management skills required, including the ability to develop and oversee grants and project budgets, conclude agreements with partner institutions, and manage grant fulfillment. Basic knowledge of Senegal’s political, economic, and social structure, institutions, historic development, foreign relations, and key political and military figures, along with a sound knowledge of U.S. foreign policy objectives vis-a-vis Senegal.
Evaluations:
