Associate Director, Health Financing
Overview
The Clinton Health Access Initiative, Inc. (CHAI) is a global health organization committed to saving lives and reducing the burden of disease in low-and middle-income countries, while strengthening the capabilities of governments and the private sector in those countries to create and sustain high-quality health systems that can succeed without our assistance.
CHAI’s health financing program is working with countries across Sub-Saharan Africa and Asia to support Ministries of Health, Finance and government insurers to substantially and sustainably improve access to essential health services for their populations, towards the goal of universal health coverage. Health financing is often insufficient and overly reliant on donors and individuals paying out of pocket at facilities. Low income countries in Africa and South East Asia see over half of the global disease burden, are home to 40% of the global population and account for only 3% of health spending. Donor contributions for health have plateaued, and in many countries are likely to decline in the coming years. Domestic resources for health are increasing, but the rate of growth in government spending dedicated to health fluctuates and is often insufficient to meet population needs. Resources that are made available may not be spent efficiently. Healthcare providers face stock-outs, ration services among patients and charge informal or formal user fees; a deterrent for patients, and particularly the poor, to seek care. Even when patients can afford these fees and funds are available, primary health care systems are often fragmented and weak. This situation has been exacerbated with the onset of COVID-19 and ensuing economic crisis which is putting pressure on resources at a time when more health spending is needed.
CHAI’s health financing strategy supports governments to address these challenges by supporting priority setting and benefits package design, investment in upgrading health systems to deliver an optimized package of services and strengthening or improving domestic financing through public financial management and health financing reforms such as health insurance. At the request of governments, our strategy for health financing is expanding to include work in health systems and management, with a focus on building primary health care systems towards the goal of UHC. This work builds on CHAI’s experience in SRMNCH, health financing and workforce.
At CHAI, staff members work closely with government partners, often with permanent desks in government offices at national and sub-national levels, to support evidence-based decision making and design systems to ensure those resources go as far as possible so that providers can deliver quality care that patients can afford and access. The global health financing team works closely with health financing advisors based in Sub-Saharan Africa and Asia.
This position has flexibility to be based in a CHAI program country, pending CHAI country leadership approval. Travel is anticipated to be approximately 15% in this position.
Based on experience, the hiring team can also consider applicants at the Senior Program Manager level, which would be discussed during the interview process.
Responsibilities:
CHAI is seeking an Associate Director with relevant experience in health financing and primary health care systems, to lead work across strategy, management and operations of CHAI’s health financing program and emerging primary health care strategy. This person will work across countries in Sub-Saharan Africa and Asia.
This is a challenging, fast-paced and rewarding position. They will report to CHAI’s Director for Health Financing and play a leadership role as part of a global health financing team responsible for building out new areas of work for CHAI in response to government requests. They will work with CHAI teams and governments to develop plans and proposals, engage donors and mobilize resources, and operationalize plans and conduct monitoring and evaluation. They will be responsible for documenting and sharing learnings with CHAI teams, governments and partners, to accelerate progress across countries.
Key responsibilities include the following:
Support the strategy and growth of the health financing portfolio and primary health care portfolio. This includes working closely with CHAI country and global leadership to shape, write and communicate strategies.
End to end project management. This includes working with CHAI country offices that receive requests from government leadership for support. He or she will conduct proposal development, secure funding, work with country offices to recruit and staff-up, drive implementation, and support monitoring and reporting.
Donor engagement and resource mobilization, securing the next phase of existing grants and new grants. Work will entail donor landscaping, relationship management with donors and partners, and development of successful proposals.
Manage grants for a growing portfolio that spans 12 countries across Africa and Asia. Provide strategic input and advice on work plans and budgets, working with each country office; Write and present narrative and financial reports for donors.
Collaboratively design theories of change and results frameworks and execute a cross-country monitoring of work and process evaluation.
Represent and communicate CHAI’s work both within CHAI and to external partners, funders and governments.
Disseminate learnings including through organization of global summits, sessions at conferences, monthly calls, and development of case studies and toolkits. Support uptake of tools and approaches across countries. Engage and build relationships with partners working in similar areas.
Oversee operations, HR and finance support across the portfolio including in budgeting and reporting, managing support staff.
Engage in program and technical content, developing thought leadership in key areas and supporting cross-country work.
Stay abreast of the evolving health financing landscape, monitoring key trends in the field, and support learning within the global health financing team and across CHAI.
This role requires taking initiative to identify new opportunities and take on other responsibilities as needed and as requested by manager.
Qualifications
Advanced degree and 10 years of experience including experience in the health sector in low and middle income countries.
Program management experience, working end to end from strategy development to proposal development, through implementation, monitoring and evaluation and reporting, as well as program budgeting and operations.
Ability to write persuasively using evidence and to explain complex concepts to a variety of audiences including donors and partners as well as senior government officials.
Strong facilitator and oral communicator able to explain complex concepts to a variety of audiences.
Ability to handle multiple tasks simultaneously and quickly adapt to changing priorities.
Entrepreneurial attitude, ability to self-motivate and propose new initiatives.
Full proficiency of Microsoft Word, Excel and PowerPoint.
Strong interpersonal skills and proven ability to build relationships in a multicultural environment.
English language fluency required, French preferred.
