The Opportunity
Abt Associates seeks a qualified Senior Gender, Social Inclusion, and Positive Youth Development Advisor for the expected five-year USAID-funded Scaling Up Investment in Weather and Climate Information Services in Senegal Activity (WCIS 2). The purpose of the five-year activity is to enhance resilience, productivity, and nutritional outcomes in fishing and agriculture systems (i.e., farming, livestock, pastoralism) through expanding the use of Weather and Climate Information Services (WCIS) and early warning systems for flood control and drought forecast in the face of increased climate uncertainty and weather hazards.

Objective 1: Facilitate the Development of Public-Private Partnerships to Improve the Quality and Effectiveness of Weather and Climate Information Services.
Objective 2: Scale Up Public and Private Investment in the Development and Dissemination of WCIS.
Objective 3: Increase Target Populations’ Knowledge of the Uses and Benefits of Weather and Climate Information and Improve Demand for Services.
Objective 4: Expand WCIS for Use in the Public Health and Water Resource Management Sectors.
Work is expected to begin in early 2024. The position is contingent on the contract being awarded to Abt Associates. This position is based Senegal and will report to the Chief of Party (COP).

Core Responsibilities
-Work with key stakeholders and team members on the design and implementation of the project’s overall Gender, Social Inclusion, and -Positive Youth Development approaches, drafting annual work plans, and implementing an integrated set of activities to achieve project goals to include and empower disadvantaged and vulnerable groups into climate finance plans and actions.
-Collaborate with women, youth, and other marginalized groups and the project’s MEL team to propose relevant indicators and collect, analyze, and report on data measuring progress towards project goals and milestones.
-Ensure that the activities and results are implemented in a timely manner within the approved budget.
-Promote the importance of Gender, Social Inclusion, and Positive Youth Development activities and considerations to the project team, and among partners and stakeholders.
-In collaboration with key stakeholders and project team members, lead the design and implementation of Gender, Social Inclusion, and -Positive Youth Development trainings for project staff, partners, stakeholders, and target beneficiaries, as needed.

What We Value
-An advanced degree in gender and youth development studies, international development, finance, business administration, environmental science, or similar field.
-At least 10 years of professional experience in gender and/or youth development, climate financing, clean energy, adaptation and resilience, or nature-based solutions required.
-Experience working in Senegal identifying opportunities and barriers related to engaging women, youth, and other marginalized populations in climate adaptation.
-Ability to handle multiple tasks efficiently and independently.
-Strong analytical and interpersonal skills.
-Ability to work collaboratively and effectively with colleagues from a diverse set of partners in both public and private sectors.
-Proven written and oral presentation skills in English and French.
