Background
Speak Up Africa is an African-led, Senegalese-based organization dedicated to building an Africa where growth and sustainable development are driven by Africa’s own citizens.
We convene, enable and advocate. Focusing on strategic communications and advocacy, we are dedicated to supporting African leaders and citizens to take an active role in identifying and developing solutions to tackle the challenges facing our continent — including malaria, NTDs, immunization, sanitation, gender equality and global health research and development. From our strategic base in Dakar, Senegal, our team of dedicated, nimble, industrious, and bilingual experts, partners with African leaders and change-makers to put in place the right policies and secure sufficient resources to achieve our sustainable development goals and the African Union’s Agenda 2063.
Roles and Responsibilities
The Monitoring & Evaluation (M&E) Officer will lead the design and implementation of the monitoring, evaluation, and learning components of the Sustaining Action for Gender Equality (SAGE) portfolio.
The primary objective of the SAGE initiative is to advance gender equality by embedding gender mainstreaming within Speak Up Africa and accelerating sectoral outcomes. The initiative seeks to institutionalize gender-responsive approaches and resourcing within Speak Up Africa’s organizational practices and programs, while strengthening the capacity of civil society organizations and government actors in Senegal and Benin to deliver gender-integrated programming.
By generating high-quality, gender-disaggregated evidence and applying robust M&E practices including a gender-sensitive Theory of Change and framework the M&E Officer will play a critical role in tracking progress, informing strategic decisions, and fostering a culture of accountability and learning. The position will ensure that the outcomes of SAGE are measurable, visible, and translated into sustainable impact.
More specifically, the M&E Officer will:
Program implementation (80%)
M&E System and Tools Development
• Develop and operationalize the project’s Theory of Change with clear pathways to gender equality outcomes.
• Design and implement a robust Monitoring, Evaluation, Accountability and Learning (MEAL) framework tailored to the SAGE objectives.
• Create and validate gender-sensitive indicators and related tools (logframes, indicator reference sheets, etc.).
• Establish tools and methodologies for collecting quantitative and qualitative gender-disaggregated data.
Data Collection, Analysis & Management
• Manage Speak Up Africa online data management system
• Manage routine data collection, verification, and cleaning processes.
• Analyze gender-related performance data and generate insights for internal and external stakeholders.
• Ensure data quality standards are met through internal checks and regular audits.
Capacity Strengthening
• Conduct training and coaching sessions for staff and partners on gender-responsive M&E.
• Develop manuals and practical guidance to support M&E implementation.
• Provide ongoing technical assistance on M&E best practices.
Reporting & Learning (20%)
- Produce quarterly reports highlighting current progress, achievements, potential bottlenecks to be shared with Speak Up Africa and donor.
- Produce visual dashboards and gender-focused learning briefs.
- Produce draft knowledge products, case studies, and success stories showcasing results.
- Contribute to donor and partner reporting processes.
- Support the development of external-facing annual reports.
- Facilitate reflection and learning sessions with teams and partners.
- Support the integration of M&E evidence into programmatic decision-making.
- Adapt the Theory of Change and M&E tools based on feedback and evaluation findings.
- Produce a yearly publication on Speak Up Africa’s impact with clear findings and recommendations.
Required Profile
- A master’s degree in M&E, gender studies, social sciences, public health, international development,
or similar fields is required.
- 3–5 years of experience in M&E for development/gender-focused projects.
- Strong understanding of gender indicators and M&E frameworks.
Proficiency in data analysis tools (Excel, SPSS, Power BI, etc).
- Strong communication skills and experience working in multidisciplinary and multilingual teams.
- Willingness and ability to travel (up to 30%).
- Strong organizational, synthesis and reporting skills.
- Demonstrated ability to build and maintain partnerships with diverse stakeholders.
- Perfect command of English and French mandatory.
- The drive and initiative necessary to take ideas forward to fruition in a coalition setting.
- Excellent project management and administrative skills and a high level of organization.
- Ability to work as a collegiate member of a small team, and with minimal supervision.
