Title: Climate and Health Financing Expert
Duration: 6 months

Background
The African Population and Health Research Center (APHRC) is a premier research-to-policy institution, generating evidence, strengthening research and related capacity in the African research and development ecosystem, and engaging policy to inform action on health and development. The Center is Africa-based and African-led, with its headquarters in Nairobi, Kenya, and a West Africa Regional Office (WARO), in Dakar, Senegal. APHRC seeks to drive change by developing strong African research leadership and promoting evidence informed decision-making (EIDM) across sub-Saharan Africa.
The WARO seeks to recruit a consultant to support the climate and health financing project in Senegal. The consultant will lead the development of an inclusive analytical framework for mapping climate and health financing opportunities and access mechanisms based on the conceptual definitions and perspectives from the following: WHO Operational Framework for Building Climate Resilient and Low Carbon Health Systems; COP28 Guiding Principles on Financing Climate and Health Solutions; IPCC AR6, Development Banks’ Joint Roadmap for Climate-Health Finance and Action; Green Climate Fund’s Health and Wellbeing Sectoral Guide among others.
The consultant will ensure that all project financing solutions are equitable, gender responsive. Working closely with APHRC’s project lead and team (e.g. public finance and policy analyst, MEL team), and key ministries actors, particularly ministry of health, finance, and environment, the expert will also analyze health-financing flows and gender disparities, integrate gender-responsive budgeting (GRB) into national climate-health plans, and embed equity metrics and cost-benefice analysis into investment cases that will be submitted to domestic and international funders.
1. Objectives
• Support the effective implementation of the Climate and Health Financing Project in Senegal.
2. Scope of Work / Key Activities
• Develop an analytical framework to map climate and health financing opportunities across funder types and access mechanisms.
• Analyze policies and institutional frameworks to understand the climate-health financing landscape.
• Co-develop a capacity-building handbook and co-facilitate training for government and non-government actors in Senegal to integrate climate-health into planning, budgeting, and resource mobilization.
• Explore cross-sectoral co-financing models to enhance resilience and sustainability.
• Ensure that all project financing solutions are equitable, gender responsive.
• Analyze health-financing flows and gender disparities, integrate gender-responsive budgeting (GRB) into national climate-health plans
• Conduct cost–benefit analyses with gender and equity considerations for priority adaptation actions for concept notes and proposals to be submitted to donors such GCF,Adaptation Fund, or bilateral.
• Support development of policy briefs and op-eds.
• Perform other tasks as assigned by the project lead.
3. Timeline
The consultancy assignment will be carried out over a six-month period, in alignment with the project schedule for the endline evaluation.
4. Level of Effort and Duration
The consultancy requires a full-time commitment (100%) for the duration of the contract. The assignment period is six months, during which the consultant is expected to dedicate sufficient time to achieve targets, meet quality standards, and comply with deadlines set by the project team.
5. Required Skills and experience
- Minimum master’s degree in health economics, health financing, climate finance or other related disciplines.
- Experience working on climate change and familiarity with climate-change adaptation financing and multilateral fund requirements (e.g. Green Climate Fund (GCF), Adaptation Fund (AF), Global Environment Facility (GEF) etc.).
- Demonstrated expertise in conducting gender-responsive budgeting and cost-benefit.
- Strong quantitative and ability to translate data into policy messages.
- Excellent written and spoken French; professional English for technical reporting.
