Human Appeal has seven International Field Offices across the globe.

Main Job Purpose
The Senior Finance Coordinator is the lead finance professional in Senegal, responsible for delivering statutory accounts, compliance, audit management, project accounting, donor finance, and treasury oversight.
The role demands a technically strong and hands-on leader who ensures financial integrity but also acts as a strategic business partner providing analysis, insight, and challenge to enable effective decision-making, efficient resource use, and long-term sustainability.
This position plays a central role in aligning programme delivery with financial stewardship, ensuring all operations comply with Senegal statutory requirements, donor rules, and organisational standards.

Key Outcomes:
• Statutory accounts prepared and filed accurately under Senegalese SYSCOHADA/OHADA standards.
• Annual audits completed on time with no major findings, and robust action plans for improvements.
• Monthly close delivered within deadlines, with reconciled accounts and clear management commentary.
• Budgets and forecasts developed in partnership with programme teams, reflecting realistic delivery plans.
• Donor compliance achieved across all grants, with accurate reports and cost recovery maximised.
• Cash flow and payroll managed with zero delays, penalties, or liquidity risks.
• Finance seen as a trusted advisor to the Country Director, budget holders, and HQ.

Core Responsibilities
Statutory Accounting & Audit
• Lead end-to-end statutory accounts preparation and submission in Senegalese formats. With External Auditors
• Own the external audit cycle: planning, deliverables, walkthroughs, management letter, and follow-up.
• Ensure compliance with Senegal tax, legal, and regulatory frameworks.
Project & Donor Accounting
• Partner with programme staff to track project budgets, expenditure, and forecasts.
• Prepare donor financial reports with supporting documentation, ensuring compliance with donor regulations (e.g., FCDO, ECHO, USAID, UN).
• Monitor restricted/unrestricted income, apply fair cost allocations, and safeguard eligible expenditure.
Financial Reporting & Analysis
• Deliver accurate management accounts, trial balances, and variance analyses.
• Provide meaningful insight, trend analysis, and scenario planning for senior leadership.
• Advise on risks and opportunities, ensuring programmes are financially viable and sustainable.

Treasury, Cash & Payroll
• Manage bank accounts, cash flow forecasting, liquidity, and FX exposure.
• Oversee payroll processes and ensure on-time tax/social security payments.
• Safeguard petty cash and ensure adherence to internal control policies.
Budgeting, Forecasting & Business
• Lead annual budget and reforecast processes, ensuring strategic alignment.
• Partner with budget holders to improve financial literacy, ownership, and accountability.
• Challenge assumptions constructively, ensuring resources are used effectively.
• Support grant proposal development with accurate financial inputs.
Controls, Risk & Governance
• Strengthen internal control systems, segregation of duties, and fraud prevention measures.
• Maintain a finance risk register and ensure timely mitigation of issues.
• Ensure organisational policies are implemented and adapted to local requirements.
Leadership & Representation
• Supervise and develop finance staff, building a culture of accountability and service.
• Train and support non-finance colleagues in budgeting and compliance.
• Represent finance with auditors, banks, authorities, donors, and partners
• Review the first draft of the monthly payroll and Obtain a copy of the payroll mutations documents to reflect accurate payroll information in relevant reports

Job Requirements
Education
• Bachelor’s degree in Accounting, Finance, Economics, or a related field (required).
• Master’s degree in Finance, Accounting, or Business Administration (desirable).
• Professional certification highly desirable: ACCA, CPA, CIMA, or a recognised regional equivalent such as DSCG, DESCOGEF, or OHADA/SYSCOHADA qualification.

Experience
• 7–10 years of finance experience, including 3–5 years in a senior position.
• Must have led statutory accounts under OHADA/SYSCOHADA, dealt with external auditors, and ensured local compliance.
• Experience in the application of the Uniform Act relating to the Accounting System for Not-for-Profit Entities (SYCEBNL) is a must for the candidate as this is part of the SYSCOHADA.
• Donor finance exposure (USAID, EU, UN, FCDO) is non-negotiable.
• Proven experience with Senegal statutory reporting formats and compliance.
• Strong record of managing external audits and closing findings successfully.
• Extensive experience in project accounting and donor finance in large NGOs/charities.
• Demonstrated ability to act as a business partner, providing analysis and strategic advice to leadership.

Skills
• Advanced analytical skills with ability to turn numbers into decisions.
• ERP proficiency (Business Central, QuickBooks, or equivalent).
• Fluent in French and English, with clear and concise communication skills.
• Integrity, resilience, and ability to influence, coach, and challenge constructively.
• Strong technical finance and statutory knowledge

Languages
• French: essential (for statutory/audit work in Senegal).
• English: highly desirable/essential (for HQ and donor reporting).
