Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.
Context
The Office of Staff Security (OSS) is responsible for providing leadership on safety safety/security policy management and Country Office (CO) operational support to enable safest and most effective implementation and delivery of IOM programmes and activities.
Under the direct managerial supervision1 of the Regional Security Officer, with the administrative supervision2 of the Regional Director, and the overall supervision3 of the Director of the Office of Staff Security in Headquarters, the incumbent will be responsible for actively assisting the IOM Regional Office (RO) for West and Central Africa with implementing appropriate safety and security management procedures that will effectively address issues surrounding staff safety, security and the protection of IOM assets
The incumbent will also be responsible for assisting all IOM Missions within the region when and where necessary.
Core Functions / Responsibilities

Provide specialized support in the implementation of region-specific safety and security plans by remaining conversant with various procedures and policies of UNDSS and IOM security management system, and advising the Regional Security Officer, and Regional Director on safety and security issues in the assigned fields of responsibility.

Support the Regional Security Officer in liaising with other UN agencies and organizations, government counterparts and partner security services, country UN Department of Safety and Security (UNDSS), and other local security stakeholders at the appropriate levels.

Support the Regional Security Officer in ensuring all IOM personnel adhere to the UNDSS Travel Request Information Process (TRIP), the Movement of Personnel (MOP) procedures and the UN security clearance policy. Also assist the Regional Security Officer in ensuring that all IOM personnel have a working knowledge of the UN Security Risk Management Measures (SRMM); Residential Security Measures (RSM), Country Office Security Risk Management (SRM) documents and the UNDSS Security Policy Manual – that includes an understanding of various UNDSS evacuation / emergency and security plans.Acquire comprehensive operational understanding of IOM programmes in the region and country offices and contribute in drafting Security Risk assessments in areas where IOM works or is planning to work with its teams.Assist the Regional Security Officer in monitoring the performance of local security assistants or designated Organization Country Security Focal Points (OCSFP) based in the Regional Office and Country Office, to ensure that the appropriate level of staff safety and security is being delivered and supported.Support the Regional Security Officer in conducting physical security surveys of offices, vehicles and staff residences to ensure compliance to the UN Security Risk Management Measures (SRMM) and Residential Security Measures (RSM), ensuring that the UNSMS gender consideration policy is mainstreamed.Participate in security assessments and evaluations, identify and monitor all security threats/trends that will enable a comprehensive threat/risk analyses to be undertaken, followed by a written report.Efficiently monitor and analyze the local and regional security situation and reports significant events/incidents in a timely manner to the Regional Security Officer using prescribed reporting forms and modalities.Coordinate security information with the Regional Security Analyst that requires threat and risk analysis for potential direct or indirect impact to IOM personnel and operations within the region.Support the Regional Security Officer in developing training materials and coordinating and delivering mission-specific training activities, seminars, briefings, when applicable coordinate staff participation, to ensure that security training is carried out professionally and within IOM and UNDSS training standards.Assist the Regional Security Officer in conducting regular reviews of existing IOM / UN security documents for IOM premises, compounds and field offices within the regions and at Country Office level, with the aim of ensuring that these documents are functional and updated.Update all regional contact lists including Call Sign lists, and ensure overall operability of communications systems, particularly SCAAN, through monitoring, testing, and regular maintenance of regional communications operability. Assist the Regional Security Officer in ensuring that all relevant safety and security information is disseminated in a timely manner to IOM personnel.Support the Regional Security Officer in conducting preliminary enquiries and analysis (when required) in respect to security breaches/incidents in the region, while ensuring strict confidentiality.Responds to complex security queries and suggests appropriate course of action in coordination with the Regional Security Officer.Undergoes radio communications procedure training and maintains a sufficient level of skills in radio communications procedure to support the Regional Security Officer in radio communications procedure training for IOM personnel.Supports the Regional Security Officer in creating and maintaining an updated and organized system for communication documentation and security files.In the absence of the Regional Security Officer, conduct tasks of the Regional Security Officer.Perform other duties as assigned by the Regional Security Officer.

Required Qualifications and Experience
Education

Master’s degree from an accredited academic institution, preferably in the field of Security Management, Social Sciences, Law Disaster Management, International Relations, International Studies, Political Science, or a related field with 2 years of relevant professional experience.

University degree with 4 years of relevant experience.


Experience
• Professional experience in the field of security management is mandatory;
• Experience with the UN Security Management System or Humanitarian security field is an advantage;
• UN Security-related certifications such as Security Certification Programme (SCP), Hostage Incident Management (HIM) Training, Safe and Secure Approaches in Field Environments (SSAFE), Training of Trainers (ToT) is advantageous;
• Experience in planning, and operational execution of security management systems is an advantage;
• Previous experience in dealing with law enforcement agencies is preferable;
• Experience in liaising with security networks and counterparts in theWest and Central Africa is an advantage
• Good political and social knowledge of the country.
• Computer literacy with a high degree of proficiency in commonly used applications such as Word, PowerPoint and Excel is required.

The ability to work in a multi-cultural environment with others with diverse professional backgrounds is required. The ability to handle a heavy workload efficiently with minimal supervision and understanding the importance of close teamwork is highly regarded. In security/emergency services dedication to one’s duty is paramount and flexibility and commitment to these duties in an emergency will be expected and appreciated.

Training in emergency and disaster response is an added advantage.

The readiness to undergo all required security training.


Languages
Fluency in both French and English is required. Working knowledge of Spanish, Portuguese, Wolof and/or Bambara is an advantage.
