Background and purpose of the assignment

Purpose of the position
Under the direct guidance and supervision of the Regional Medical Officer, the regional nurse should be appointed to support the medical officers, nurses and staff counsellors in areas of staff health and safety while providing hygiene and safety training, personal first aid training, review of medical and casualty response, assessment of health, safety and environmental issues of WFP staff and offices in the region. The staff nurse will be based in Dakar, Sénégal.

Accountabilities/responsibilities
• Maintain the highest standards of professional ethics, integrity, and medical confidentiality, in line with UN/WFP policies. Remain consistently accessible and approachable to management and staff across the region, actively listening to concerns and offering guidance with empathy and professionalism.
• Ensure a secure and private working environment for the handling of confidential medical information. Exercise absolute discretion when dealing with medical issues, fully adhering to the oath of confidentiality and UN medical-data protection requirements.
• Provide timely and responsive communication, ensuring that all emails, Teams messages, and WhatsApp inquiries are acknowledged within 48 hours. Manage client queries, schedule medical appointments, and respond to requests of a clinical, administrative, or advisory nature.
• Promote the health, safety, and wellbeing of WFP personnel and their dependents across the Regional Bureau and Country Offices, through vaccination programmes, health screenings, travel, health consultations, prevention initiatives, and ergonomic assessments. Support implementation of the Occupational Safety and Health (OSH) Risk Management Framework in close coordination with the OSH Unit in HQ and DHMOSH.

• Develop, implement, and monitor health initiatives including workplace vaccination campaigns, preventive and precancer screenings, wellness activities, and health-education programmes tailored to regional risks (e.g., dengue, malaria, leptospirosis, NCDs, and heat exposure)
• Expand and strengthen Travel Health Services in the region. Provide pre-travel consultations, country-specific advisories, fit-for-travel assessments, and deployment health briefings.
• Lead and coordinate the network of trained Ergonomic Workstation Assessors, ensuring consistent, high-quality ergonomic assessments for WACARO-based colleagues and supporting Country Offices to reduce workplace-related musculoskeletal disorders.
• Ensure consistent, timely, and quality management of medico-administrative cases across WACARO and COs. Provide guidance on L3 D/E medical clearances, review <15-day sick leave cases, and manage documentation related to maternity, sick leave, and medical entitlements.
• Record all clinical, occupational-health, and administrative interventions in Cority, ensuring accuracy, compliance, and traceability in accordance with DHMOSH standards.
• Strengthen early detection and reporting mechanisms for disease outbreaks in the region. Ensure timely alerts, situational monitoring, and coordinated public-health responses to mitigate risks to WFP staff and operations.
• Maintain updated regional travel-health protocols for countries experiencing outbreaks or high- risk events. Collaborate with health partners to provide recommended vaccinations, travel advisories, and first-aid kit updates to staff prior to deployment.
• Monitor regional outbreak intelligence and evaluate the effectiveness of implemented mitigation measures, reporting key findings and recommendations to RMO, CDs, and management.
• Manage incoming medical documentation by reviewing, prioritizing, and routing material to the medical officer with relevant contextual background. Prepare medical and semi-technical correspondence as required.
• Consolidate regional health statistics, including morbidity, mortality, medical evacuations, service-incurred accidents, sick leave trends, compensation claims, and disability cases. Provide regular analytical reports to support risk-based decision-making.
• Implement and coordinate staff health trainings, such as COVID-19 protocols, malaria and vector- borne disease prevention, heat-stress mitigation, First Aid/CPR, and other relevant medical topics based on regional epidemiology.
• Participate in emergency response planning and preparedness, ensuring that emergency operations integrate staff-health and medical risk considerations. Coordinate with Logistics, Security, Admin, and emergency teams to ensure staff protection measures are in place.
• Develop, update, and promote SOPs for staff protection, especially in higher-risk operational settings such as ports, warehouses, food-distribution sites, and environments involving casual laborers, drivers, and cleaners.
• Support assessment and quality review of medical facilities across the western and central African region, including evaluation of service capacity, emergency pathways, specialist availability, and compliance with UN requirements.
• Assess and respond to increases in disease incidents among staff, including cluster illnesses, environmental exposures, occupational risks, and mental-health triggers. Recommend timely mitigation measures to COs and management.
• Identify staff experiencing stress, burnout, or psychological concerns in a confidential manner, and coordinate appropriate support with the Regional Staff Counsellor and UNDSS counsellors.
• Ensure strong collaboration and coordination with the Regional Director (RD), Deputy Regional Director (DRD), Country Directors (CDs), Deputy Country Directors (DCDs), Regional Medical Officer (RMO), Medical Officers, Staff Counsellor, and UNDSS counterparts, ensuring a harmonized and regionally aligned staff-health approach.
• Provide travel health kits to employees and ensure timely replenishment and regional distribution in support of safe staff movement.
• Maintain active presence and engagement in regional wellness platforms, Health Risk Assessments, OSH committees, and inter-agency medical networks to ensure consistent advocacy for staff health and duty of care. Other accountabilities, as required.

Qualifications & experience required
Education
• A tertiary degree in public health nursing or other healthcare qualifications.
• Professional trainer’s certification related to COVID-19 or other infectious Diseases, ACLS, BLS, IFAK and ETB.

Experience
• At least five years of experience in healthcare, UN or NGO deep field experience.
• Have vast experience in outbreak response and emergencies.
• Creation of health initiatives such as vaccination campaign, precancer screening, cardiovascular risk screening.
• Management of a travel clinic.
• Workshop & presentation training of various health programmes.

Knowledge & Skills
• Knowledge of nursing practices and methods gained through relevant technical training and experience.
• Strong clinical assessment skills across primary care, occupational health, travel medicine, infectious diseases, and NCD management.
• Knowledge of vaccination schedules, immunization programs, and mass vaccination planning.
• Occupational Health & Safety Knowledge: Expertise in conducting workplace risk assessments, ergonomic evaluations, and OSH hazard identification.
• Knowledge of referral pathways with the Regional Staff Counsellor and UNDSS
• Counsellor. Skills in providing psychological first aid (PFA) and supporting staff wellbeing initiatives.
• Excellent verbal and written communication, including preparation of medical correspondence, country advisories, and semi-technical narratives.
• Ability to communicate medical risks to non-medical audiences clearly and sensitively.
• Ability to build networks with hospitals, clinics, medevac providers, and local health authorities across West and Central Africa region.
• Awareness of regional health inequities, resource constraints, and environmental challenges.
• Proficiency in: MS Office (Excel for data, PowerPoint for presentations, Word for documentation) and Digital telemedicine tools and secure communication platforms

Languages
• Fluency in French, knowledge in English.
