Organizational context
Climate change multiplies existing threats to food security, hunger and malnutrition. Even more in the West Africa region where the risk of hunger and child malnutrition are higher, it makes natural disasters more frequent and intense (mainly droughts but also floods), land and water scarcer and more difficult to access, and increases in agricultural productivity even harder to achieve. WFP has been supporting the governments and the communities in finding solutions to climate change and strengthen resilience of the most affected.


Job purpose
The Programme Policy Officer (Climate Advisor) will play a key role in supporting Country Offices in the RBD region on climate resilience for food and nutrition security. S/he will directly support Country Offices providing technical backstopping for the operationalization of the RBD climate road map S/he will provide strategic, design and implementation support of WFP’s food security-related climate change and climate risk management project portfolios. S/he will support the integration of climate in the Integrated Resilience Programme and other initiatives in the RBD region. S/he will work in close coordination with the Country Office relevant teams, the PRO-C and PRO-RF teams as well as external partners working on climate change and relevant resilience programming in the region. S/he will work with governments to develop and implement climate change and resilience strategies (including support to access climate finance).



Key accountabilities (not all-inclusive)
• Translate WFP-wide programme policy into Regional/Country level practices, programme guidance and implementation, to ensure a clear and strong connection between HQ, RB, and field operations.
• Provide advice and support to Country Offices for an integrated climate resilient food systems approach and in developing partnerships with donors and various stakeholders in the area of climate change adaptation and climate risk management including joint initiatives.
• Support COs in documenting good practices and lessons learned from the RBD region’s food security-related climate change adaptation and climate risk management projects.
• Design knowledge sharing events for COs to share information and experience on project and programme implementation related to Adaptation Fund, Green Climate Fund, etc.
• Provide technical advice or mobilise technical expertise, on a wide range of programme and policy issues including assessment and analysis, the choice of objectives, project activities, the deployment and testing of innovative approaches and the development of strategies to support government efforts to reduce hunger and malnutrition.
• Assist senior stakeholders of governments with technical expertise for the planning, formulation and implementation of strategy and policy development in Climate Change related fields.
• Develop operational partnerships and maintain established strategic partnerships to identify opportunities for collaborative approaches and initiatives that improve assistance packages and support advocacy work.
• Enhance WFP’s leadership status in different forums on subjects related to climate change and other related issues through direct participation, briefings, information products and other materials.
• Manage or oversee operational research and evidence building on issues relevant to climate change.
• Manage or oversee preparation and dissemination of timely analytical and critical reports, publications, and a variety of information products or proposals for internal or external use.
• Advocate for resource with key focus on Climate Finance
• Advice and support the development of functional training in areas of climate/disaster risk financing to enhance the capacity of WFP staff and partner to design and deliver effective programmes.
• Lead, motivate and develop a substantive team to enable high performance.
• Ensure the best use of assigned financial resources for achievement of set objectives within a significant budget.
• Take responsibility for an equitable and inclusive workplace which incorporates all dimensions of the WFP diversity and inclusion framework.
• Strategic Support: Provide support to the COs in integrated resilience building approach and designing 2G CSPs (2nd Generation Country Strategic Plans) to integrate climate resilient food systems approach.
• Other as required.


Standard minimum qualifications
Education
Advanced University degree (Master Equivalent) in one or more of the following disciplines: Economics, Environmental studies, Agriculture and Food Security, Development studies or related area with special focus on Climate Change or First University Degree with additional years of related work experience and/or trainings/courses.


Experience
• At least 8 years of progressively responsible professional experience in food security analysis, policy and/or, climate change adaptation, disaster risk reduction, risk financing or related area.
• Previous experience working specifically in climate and knowledge of climate finance procedures and guidelines with the UNFCCC
• Green Climate Fund & Adaptation Fund are required.
• Experience in project management as well as writing project documents, country reports and publications.
• Proven experience building partnerships with international organizations, governments, and the private sector in developing countries for incubation of new projects and programs.
• Familiarity with donor priorities, IFIs, multilateral funds is required.
• Prior experience in Western Africa region is desirable.


Language
• Fluency (level C) in English language.
• Intermediate knowledge (level B) of French language.

Terms and conditions
• This is an International Professional position and is open to all nationalities.
• Mobility is and continues to be, a core contractual requirement in WFP. The selected candidate will be employed on a fixed term as well as a rotational contract with a probationary period of one year.
• WFP offers an attractive compensation and benefits package in line with ICSC standards (http://icsc.un.org) including basic salary, post adjustment, relocation entitlement, visa, travel and shipment allowances, 30 days’ annual leave, home leave, an education grant for dependent children, a pension plan, and medical insurance.
• The selected candidate will be required to relocate to Dakar, Senegal to take up this assignment.
