Overall Job Purpose
manage the projects by developing clear, logical and workable plans. Plan jobs, manpower, materials, review and understand execution work packs and schedule for offshore execution. Manage and supervise contractors, labors for execution of all Mechanical, Piping, Electrical and Instrumentation Offshore jobs including system modification / system upgrade and/or major maintenance. Train and guide Offshore Execution Engineers and Supervisors to properly execute jobs planned.

Core Responsibilities
• Coordinate with all Superintendents and Supervisors for all offshore execution activities
• Liaising with Contractor companies with regard to manpower supply and manpower quality.
• Verify materials, tools and equipment that are purchased or rented fit the purpose and are of correct specifications to be utilized offshore.
• Manage contractor labours, manpower offshore are sufficient for the work scope to be carried out, in view of the facility’s POB plan, whilst not creating POB issues and are sufficient for performing of activities as planned.
• Guide Offshore Supervisors and make sure the Supervisors complied with MODEC HSEQ policies while performing the work.
• Carry out site surveys and carry out measurements, draft sketches for site work and identify MTO for new work scope.
• Liaise with Onshore Project Engineer for effective mobilization plan.
• Liaise with Onshore Project Engineer for scope alignment prior to Vendor Embarkation.
• Plan Offshore Supervisors and contractors’ labours Rotation and ensure Vendors FSR’s mobilization follows as planned.
• Liaise with Personnel Logistics to ensure all Operation Support Team members, including FSRs and contractors’ labours have them transportation and accommodation arranged.
• Liaise with Materials Logistics team to ensure materials are being sent offshore in time to execute the planned works.
• Liaise with Planner to ensure all materials, spare parts and tools arrive in country to allow for planned work to commence or to reschedule the planned jobs.
• Check through work packs prepared by Project Engineers and ensure that all Offshore Execution scope are in correct order, and all materials and manpower allocated for the job is sufficient.
• Receive Punch Items generated from Offshore Operations Team and plan and carry out for remedial action/ repair or modifications.
• Be conversant with Modec MOC system and raise project related MOCs when required
• Be conversant with Modec PTW system and raise and raise the right permits for all offshore scopes including surveys
• HSSE Requirements and Code of Conduct
• HSSE: Act in compliance with the corporate HSSEQ Management System Policy, the MODEC Life Saving Rules, and the policies, guides, process standards and work instructions available in the Integrated Management System (IMS).
• Act to promote the preservation of the environment, the health and occupational safety (personnel and their team), the safety of processes, and the preservation of assets in their scale of responsibility.
• Ethics and Compliance: In compliance with the Code of Business Conduct and Ethics, as well as with MODEC Group Ethics and Compliance Policies and Local Procedures, their respective forms, online and live mandatory trainings: is committed to comply with all applicable laws, regulations and obligations and act in accordance with the highest ethical standards and with MODEC values.
• Emergency Plan: As per indication on the Training Matrix, Emergency Management Guide and Offshore Emergency Management, available in the Integrated Management System (IMS).

• Compressed timelines and critical path control
• Orchestrate multidisciplinary activities within tight shutdown windows; protect the critical path with recovery plans and clear go/no-go gates.
• High-stakes risk management and HSE leadership
• Mitigate SIMOPS and isolation risks; lead toolbox talks and enforce life-saving rules under schedule pressure.
• Complex coordination with diverse stakeholders
• Align operations, maintenance, contractors, and vendors; resolve interface conflicts via daily coordination and clear RASCI ownership.
• Scope stability and change control
• Challenge late scope growth; quantify safety, schedule, and cost impacts; implement disciplined change control with updated lookaheads.
• Resource constraints and logistics
• Balance limited manpower, equipment, and materials; optimize shift patterns and staging; expedite critical spares and access.


Qualifications & Experience
Educational Qualification
Minimum Degree in Mechanical/ Civil / Electrical/ and/ or Equivalent of Professional Certification

Skills
• Supervisory skills, manpower management and schedule planning, work distribution, able to read and understand and comment on technical drawings, and high level of computer literacy.
• Drafting and able to interpret ISO and modelling.
• Generating Schedule with Project Tools, such as Microsoft Projects

Certifications

Trainings: Complies with the Training Matrix and Regulatory and Required by Modec Training Management Procedure, available in the Integrated Management System (IMS).


Relevant Experience
• Minimum 10 years in Supervisory Position, or a Project Engineer Position
• Minimum 10 years’ experience in construction, conversion, and installation for Marine and Offshore works, including equipment installation, and maintenance.
• Minimum 5 years of experience in Operations, in Oil and Gas industries and / or Marine Industries.
• Detailed understanding of management of change system. Preferably the MODEC Management of Change system.
• Understanding P&ID, System drawings and Electrical Single line diagram Understanding MODEC HSEQ management system.

Languages
• Fluent English – Mandatory
