Overview
Counterpart International is currently seeking multiple Technical Specialists for the anticipated USAID Ocean and Coastal Activity in Senegal. The long term objective of the USAID Senegal Oceans and Coastal Activity is to sustainably manage the small pelagic fisheries to support healthy ecosystems, equitable economic opportunities, improved food security, and increased resilience for the people of Senegal, especially women and youth. These positions will be either long-term technical assistance (full-time) appointments or short-term technical assistance (time-bound) consultancies. Senegalese nationals are strongly encouraged to apply.
Responsibilities
The Technical Specialists will play a pivotal role providing technical support or leadership to specific program components and program deliverables. Technical Specialists may provide technical guidance and support to program staff, CSO partners and beneficiaries, and support the development of technical deliverables.
• We are seeking for Technical Specialists who have proven experience and knowledge in any of the following technical areas:
• Fish sector regulation, policy and advocacy.
• Sustainable fishery co-management and governance.
• Restoring coastal and marine habitats (e.g., mangroves, seagrasses, estuaries, etc.).
• Developing geographic information systems to map resources and monitor resource use over time.
• Research and generating data sets on coastal and marine habitats (e.g., stock assessments).
• Coastal and marine value chains (e.g., fish, mollusk, aquaculture) .
• Post-catch processing and marketing.
• Cold chain innovation.
• Senegalese private sector engagement, corporate social responsibility, and investment.
• Access to tailored finance services and capital.
• Creating diverse, profitable and sustainable livelihoods for women and youth.
Qualifications
• Bachelor’s degree in the relevant fields.?Advanced degree preferred.
• Minimum 8 years’ experience working in the given technical area. Demonstrated familiarity with the concepts, methods, and tools related to work in the given area.
• Experience working and supporting USAID projects in Senegal and West Africa.
• Demonstrated experience in working effectively with the social, political, economic and cultural context of Senegal and/or West Africa.
• Expertise in cross-sectoral programs relating to fishery, agriculture and food security, is preferred
• Ability to adapt to a changing and adverse environment with experience in incorporating strategic business intelligence.
• Ability to work in a cross-cultural context and among different populations including in rural areas.
• Aptitude for working with teams, sharing information and collaborating for a common goal.
• Demonstrated experience conducting assessments and providing technical assistance.
• Demonstrated experience in working effectively with senior government representatives at the local, municipal, and national level, private sector actors, USAID representatives, donors, and other stakeholders.
• Demonstrated ability to meet deadlines and deliver quality outputs.
• Experience with adaptive management approaches preferred.
• Excellent oral and written communication skills in English and French required.
