World Food Programme hiring Cash Based Transfers (CBT) Assurance Officer, NOA.
In this role, the CBT Assurance Officer will provide direct support to COs to meet the corporate assurance controls and develop Assurance Action Plans. The CBT Assurance Officer will also help guide COs on the corporate systems and tools they can use to meet the assurance controls. To monitor the region’s progress to meeting the assurance thresholds the Officer will maintain a series of regional Assurance and Reconciliation dashboards. The CBT Assurance Officer will also be expected to support on other data analysis needs such as data cleaning and deduplication.
Responsibility :
Under the overall direction and guidance of the Regional CBT Programme Policy Officer, and in line with WFP corporate strategy, guidance materials and standards for CBT, the CBT Assurance Officer, will have the following main responsibilities:
Support COs in meeting the corporate assurance controls and drafting assurance action plans.
Oversee the quarterly Regional Assurance and Reconciliation Dashboards and ensure timely follow-up.
Work jointly with the RBD CBT and DAS teams following the regional SoPs for CBT and In-Kind Digitization to support COs in identifying the systems and tools they will leverage to ensure their CBT assurance in in line with corporate requirements.
When COs identify to use the HQ Cash Services, work jointly with the HQ based DAT team to onboard Country Offices (CO) onto the DAT platform for automated reconciliation. This will include helping to perform data mapping and training staff in COs.
Serve as the main regional focal point with the DAT team in HQ.
Act as the first line of support for all COs in the region for the DAT platform helping with any questions, resolving simple issues, and escalating issues when needed to HQ.
Establish and maintain other regional CBT dashboards as requested.
When needed, support in performing data cleaning and deduplication.
Support on the annual ACR processes of ensuring reconciliation between WINGS and COMET.
Support in the creation of data visualisations and other outputs for regional cash reporting.
Other duties, as required.
Deliverables :
Maintain the RBD Assurance and Reconciliation Dashboards.
Support COs on meeting the key assurance control and provide guidance in the drafting of CO Assurance Action Plans.
Train CO staff on how to utilize the DAT platform.
Maintain the RBD Assurance Dashboard.
Perform data cleaning and deduplication when needed.
Support regional cash reporting
Job requirements
Education: Bachelor of Science in Information Technology, Computer Science or related field.
Experience: 1 year or more of relevant progressive work experience in database management and data analysis. Proven experience in managing relational databases with upwards of 1 million rows of data.
Knowledge & Skills:
Database management and analysis. Proven experience with relational databases and query authoring with SQL/PostgreSQL. Experience using visualization tools (Tableau, Qlikview, etc) and setting up dashboards. Familiarity with python, Pandas, Jupyter notebooks, ETL tools, data warehousing (AWS), and business intelligence concepts is desirable. Experience and/or familiarity in the humanitarian or financial services sector is desirable. Mature judgement and experience working in a multicultural environment.
Languages: Fluency (level C) in both French and English.
