About Tostan
Tostan is a 501(c)(3) non-profit organization based in Dakar, Senegal, currently operating in five West African countries. At the strategic level, the organization is committed to continuing to develop its core competency of empowering education, and to document and scale the sustainable impact it creates on a range of issues. Tostan’s flagship model, the three-year Community Capacity Building Programme (CCBP), has already reached thousands of communities in West and East Africa since 1991. Results in governance, education, health, economic empowerment and the environment are currently being monitored, and Tostan is particularly proud to have played an important role in the large-scale empowerment of women and girls and in community abandonment of harmful practices such as female genital mutilation and child marriage. Purpose of the consultation
The Proposal, Reports & Concept Note Writer plays a key role in advancing Tostan’s mission by leading the development of high-quality donor-facing content, including proposals, reports, and concept notes. This role is both strategic and execution-oriented: it requires strong writing and analytical skills, donor intelligence, and the ability to translate technical programmatic information into compelling narratives that align with donor priorities.
Reporting to the Chief Partnerships Officer, He/She will produce proposals and reports that proactively engage donors, and showcase the impact of Tostan’s work across sectors. He/She will work in close collaboration with Resource Mobilization (both Philanthropy and Institutional Partnerships), Programs, Finance, Communication, and Monitoring & Evaluation teams.
Role & Responsibilities
Proposal & Concept Note Writing
• Draft, edit, and finalize concept notes and full proposals in English and/or French for institutional, philanthropic, and private funders.
• Respond to open RFPs and proactively craft strategic proposals aligned with Tostan’s priority areas (e.g., gender, youth, governance, economic empowerment)
• Translate programmatic strategies, MERL results, and thought leadership into compelling funding cases.
Donor Reporting
• Review and finalize timely, accurate, and engaging narrative reports for donors in coordination with the GPS (Grants & Projects Management Team)
• Ensure reporting reflects both quantitative impact and qualitative storytelling Contribute to working groups to advance the way Tostan addresses key thematic issues from a donor perspective e.g. climate change, gender, safeguarding etc.
Research & Donor Intelligence
• Track relevant donor trends and funding priorities.
• Map and recommend new funding opportunities and partnerships.
• Liaise with the Resource Development Team to refine targeting strategies and tailor messaging.
Coordination & Collaboration
• Coordinate proposal timelines and internal review processes, ensuring adherence to deadlines and alignment across teams.
• Contribute to cross-functional working groups on thematic donor strategies. Support internal systems and knowledge management for fundraising content (e.g., Salesforce, Google drive)
Content, Quality Control & Knowledge Management
• Ensure deliverables consistency with Tostan’s voice, branding, and communications strategy.
• Proofread and edit documents to maintain high editorial standards.
• Maintain a database of content, stories, and reusable templates to streamline proposal production.
• Expected results during and at the end of the consultation
• Submission of high-quality grant proposals and funding requests aligned with Tostan’s mission and strategic priorities.
• Identification and assessment of relevant funding opportunities.
• Regular updates to databases and monitoring of proposal deadlines. Effective coordination among all teams involved in the proposal development and submission process.
Consultation terms
• 8 hours of work per day for a maximum of 10 days per month.
• Payment of fees will be made after receipt of the Consultant’s invoice and approval by the Chief Partnerships Officer.
• Payment of fees will be made by bank transfer no later than 10 working days after receipt of the invoice.
• Start Date: July 1, 2025
• End Date: December 31, 2025
