NPI EXPAND Overview
The New Partnerships Initiative (NPI) Expanding Health Partnerships—NPI EXPAND Project— is a five-year, U.S. Agency for International Development (USAID) funded project which aims to support Missions with increasing the availability and utilization of quality health services across all USAID priority health areas.
In line with the Journey to Self-Reliance (J2SR), USAID is committed to expanding its range of implementing partners by investing in new and underutilized local partners (NUPs) and strengthening their capacity to strategize, plan, and implement health sector programs with USAID funds. Enhanced participation of capable local partners to increase demand for and deliver high-quality, high impact health services will enable governments to meet crucial health goals equitably and sustainably. NPI EXPAND will catalyze opportunities to scale up innovative interventions by strengthening the capacity of NUPs with varying levels of capabilities and exposure to USAID.

NPI EXPAND Senegal Activities Overview
The goal of the NPI EXPAND activity in Senegal is to increase access to quality priority products and services including family planning and maternal, neonatal and child health products and services and to increase the commitment of individuals and communities in the management of their health services.
NPI EXPAND will achieve these goals by meeting the following objectives:
1. Strengthen the sustainability and organizational capacity of key NGOs to successfully manage social marketing and health advocacy programs as prime recipients of USAID funding.
2. Increase utilization of priority health products and services including socially marketed contraceptives and FP services, water treatment products and mosquito nets.
3. Increased adoption of innovative health practices, increased adoption of innovative technologies by the health sector, and scaling of underused health innovations.


Position Description
The NPI EXPAND Senegal Country Team Lead (CTL) will be responsible for overseeing all in-country activities and operations for the project. (S)he will be based in an office in Dakar providing direct supervision to the Finance and Operations Manager, the Grants Coordinator, and the Grants and Operations Assistant. Additional staff members may be added at a later date. (S)he will report to the Field Support Director based in Washington, D.C., while also receiving technical guidance from the Country Program Manager, Project Director, MEL Director, Capacity Development Director, West Africa Regional Director, and service delivery specialists.

Duties and Responsibilities
The Country Team Lead will be expected to:
• Provide technical guidance to all in-country activities under the NPI EXPAND project;
• Prepare annual work plans and ensure implementation of same in collaboration with the Country Program Manager, Field Support Director, US-based technical staff, the Capacity Development Director, and the Project Director;
• Liaise with USAID Senegal as needed;
• Prepare monthly, quarterly, semi-annual and annual reports for Palladium home office and USAID;
• Oversee and verify deliverables of any entity or person contracted under this project;
• Provide oversight of the identified civil society organizations supported in the project to ensure effective implementation of project activities and adherence by them to the conditions of their NPI EXPAND subaward;
• Conduct monitoring visits to grantee activity sites as part of the ongoing monitoring efforts of project/grantee activities;
• Ensure documentation of achievement of objectives and collect data for the monitoring and evaluation plan;
• Identify success stories and lessons learned, sharing with home office and partners;
• Ensure verification of achievements of milestones in the subawards to the local resource firms supporting the community organizations;
• Ensure timely and accurate submission of financial reports in coordination with the Finance and Operations Manager;
• Identify, support and track cost share, submitting cost share reports and all supporting documentation on a monthly basis;
• Maintain all activity documentation (documents, emails, workplans and drafts) in appropriate location for spot checks and audits;
• Ensure compliance and consistent implementation with USAID rules and regulations, established project and Palladium policies, procedures and technical guidance, including research review processes, in collaboration with HQ’s Project Delivery team;
• Review all technical deliverables to ensure quality;
• Review and approve relevant financial requests and reports as required including but not limited to: vendor payments, field vouchers and Funds Transfer Requests (FTRs);
• Provide oversight and support the adherence to strong internal financial controls;
• Ensure good staff management practices including on-boarding, performance appraisal and development;
• Perform regular check-ins with direct reports to promote quality performance and provide constructive feedback;
• Contribute to training needs assessment of the team, developing and implementing performance improvement plans and on-the-job-training where appropriate;
• Escalate any performance issues to HQ;
• Organize logistical support and schedules for staff and consultants providing short term technical assistance (STTA) to the program;
• Other duties as assigned.

Period and Location of Performance
Period of performance is one year, with annual renewal based on performance and funding availability. Location for this engagement is Dakar with travel in-country. Some international travel may be required to support other NPI EXPAND activities, attend meetings or participate in conferences or workshops. Only Senegalese nationals currently residing in Senegal will be considered for this position.

Required Qualifications and Experience
• Bachelor’s degree in public health, international development, or related field, Master’s degree in public health preferred;
• Extensive experience managing international health programs/projects, preference for USAID-funded projects;
• Strong experience working in family planning, reproductive health, and/or maternal, newborn and child health;
• Strong experience working with the civil society sector (NGOs, FBOs, CBOs, non-profits, private sector) in Senegal;
• Strong experience working with the Senegalese Ministry of Health and the health delivery system;
• Strong experience supervising international development project staff;
• Strong experience working diplomatically with government and donor officials;
• Excellent communication skills;
• Excellent process facilitation skills;
• Excellent report writing skills;
• Fluency in speaking and writing in French and English;
• Senegalese nationality;
• Proficiency in Microsoft Office tools including Word, Excel and PowerPoint.
