Established in 1951, the International Organization for Migration (IOM) is the leading intergovernmental
organization in the field of migration and is dedicated to promoting humane and orderly
migration for the benefit of all. As part of its work in 23 countries in the West and Central Africa
(WCA) region, IOM works closely with various UN agencies under the framework of the Regional UN
Sustainable Development Group (R-UNSDG) and UN Country teams (UNCT). IOM’s role as a member
of UNCTs has taken a greater significance with the adoption of the Global Compact for Migration
(GCM) and the roll-out of the UN Migration Network at the country level. However, there is a need for
IOM to strengthen its capacity at all levels to respond to the increasing demand and expectation visà-
vis its convening role and expertise on migration as part of the broader sustainable development
agenda which the GCM is rooted on. Given its strong partnership with governments and in-depth
understanding of the migration dynamics and governance landscape in WCA, IOM is constantly looked
up to for its expertise by partners in the region. As an active member of UNCTs, IOM has the leverage
to make contributions for the effective integration of different aspects of migration into the
development process of UN Sustainable Development Cooperation Frameworks (UNSDCF).

IOM has a diversified portfolio when it comes to programmatic interventions in WCA.
With several regional projects being implemented on issues such as labour mobility and free
movement of persons, voluntary return and reintegration, youth empowerment and livelihood
creation, migration and environment, the contribution to various SDG targets is done in the most
direct way. However, considering that results are not yet captured through the lens of the SDGs, it is
often difficult to demonstrate and provide documented evidence on the extent and scope of this
contribution. As part of this project, a regional assessment will be conducted to identify some of the
key regional programs and highlight how they have contributed to the SDGs, making sure IOMs
contributions are well captured and taken into account in the Agenda 2030.

The ‘Migration and SDGs in West and Central Africa Report’ is expected to:
• Highlight the linkages between migration and the various SDG targets through practical
examples drawn from programs implemented in the region.
• Identify best practices and propose recommendations that could be used to improve a better
alignment of future programs to the SDGs.
• Underline the positive collaboration between IOM and other UN agencies under the
framework of the selected programs covered by the report (as and when relevant).
Under the overall supervision of the Sr. Regional Policy and Liaison Officer and the direct supervision
of the Sr. Regional Labour and Human Development
Specialist, the consultant will undertake the
following tasks:
1. Set selection criteria and identify the most relevant regional programs implemented in West
and Central Africa since 2016.
2. Analyse how and to which extent the selected programs contributed to the achievement of
relevant SDGs, using qualitative and quantitative data represented in narrative format and
infographics from the design phase to the final evaluation phase of the projects.
3. Write a report in English (of at least 50 pages) on the contribution of IOM programming to the
Agenda 2030 in West and Central Africa.
4. Ensure that delivery on as many SDG targets as possible is analysed and highlighted in the

In order to accomplish these tasks, IOM Regional Office in Dakar will provide the consultant with key
documents on migration and the SDGs and other project related documents.

Required Qualifications and Experience:
• University degree in a relevant field is required.
• At least 7 years’ experience in the development sector.
• Demonstrated knowledge on the 2030 Development Agenda and understanding of the UN
• Good understanding of migration issues.
• Practical experience in designing and drafting reports of publishable quality.
• Strong writing and analytical skills and exceptional ability in research methods.
• Strong interpersonal and communications skills.

Fluency in English and French required.
