Position Summary
The National Finance Officer (NFO), based in Senegal, is responsible for overseeing the financial management, compliance, and accounting functions of IFDC’s programs in Senegal, Niger, and Togo, and supporting regional financial operations. The NFO ensures strict adherence to IFDC and donor financial policies, manages budgeting and forecasting processes, and supports payroll, audits, and reporting across multiple country offices. This role also contributes to proposal budgeting, business development efforts, and financial oversight of both national and regional project implementation. The NFO provides supervision, training, and support to project accountants in each country and serves as a key liaison for financial matters between regional operations and IFDC Headquarters.
Responsibilities
Financial Management & Compliance
• Ensure compliance with IFDC’s accounting and financial policies in all four assigned countries;
• Maintain accurate, real-time financial records for all transactions across country offices;
• Oversee authorization and documentation of expenditures, ensuring completeness and compliance with both internal policies and donor regulations;
• Ensure alignment with local tax, VAT, and legal financial regulations, while managing donor-specific requirements;
• Monitor bank operations and financial controls to detect and prevent discrepancies or fraud;
• Consolidate and submit timely monthly fund requests for each country office;
• Ensure proper financial reporting for regional and country-level projects in accordance with donor expectations.
Payroll & Employee Financial Services
• Oversee payroll processing for country offices, ensuring compliance with legal obligations (e.g., income tax, VAT, social insurance);
• Ensure that all employees’ financial entitlements are processed accurately and on time.
Accounting System Oversight (NetSuite)
• Support and train country-level accountants in NetSuite functionality, including monthly closing procedures;
• Ensure submission of complete accounting data to HQ by the 3rd working day and respond to feedback to finalize closure by the 5th day;
• Supervise staff timesheet submissions and enforce end-of-month closure timelines;
• Ensure all employee transactions are submitted via NetSuite before processing.
Training & Capacity Buildi
• Coach and support project and country accountants in financial procedures, compliance, and systems use;
• Conduct financial onboarding for new staff, focusing on NetSuite and IFDC processes;
• Review and validate financial reports from implementing partners and subgrantees;
• Act as the regional finance point-of-contact for communication between the four country teams and HQ.
Budgeting & Forecasting
• Assist Country Directors and Program Leads in preparing and monitoring realistic budgets;
• Lead or support budget planning and forecasting aligned with donor and IFDC internal guidelines;
• Support the preparation and management of operational budgets for each country office.
Business Development Support
• Provide cost estimates and financial analysis during proposal development processes;
• Contribute to opportunity tracking and donor compliance analysis, ensuring financial components meet proposal standards;
Audit & Financial Reporting
• Coordinate and support financial audits across the four countries, ensuring readiness and compliance;
• Provide financial reports and insights to Regional Finance Officer and Country Directors as needed.
Leadership & Strategic Coordination
• Advise and support Country Directors, Project Leads, and Project Accountants in strategic financial planning and execution;
• Maintain ongoing communication with each country leadership team to align financial operations with programmatic goals;
• Be responsive and proactive in addressing financial issues, including through virtual engagement across borders.
Requirements
• Bachelor degree in Finance, Accounting, Business Administration, or a related field;
• At least 7–10 years of experience in financial management, preferably in an international or regional NGO context;
• Accounting certification (CPA, ACCA, or equivalent) strongly preferred;
• Master’s degree in finance or related field is an advantage;
• In-depth understanding of financial regulations, donor compliance, and international accounting practices;
• Proficiency in accounting software (NetSuite preferred) and strong Excel/financial modeling skills;
• Excellent analytical, reporting, and problem-solving skills;
• Strong command of French (required); working proficiency in English is highly desirable.

Reporting and Work Relationships
The National Finance Officer reports to the Regional Finance Officer/Financial Compliance Manager, with a matrix reporting line to the Country Directors of Senegal, Niger, Togo, and Côte d’Ivoire. The NFO will work closely with project leaders, accountants, and HQ teams, providing strategic oversight of all financial and accounting functions across the region.
Location
This is a national recruitment with a duty station at the IFDC office based in any of the four countries, with regular travel (up to 30–40%) to Niger, Togo, and Senegal, as well as occasional travel to other IFDC country offices or HQ as required.

Salary Clause
The salary grade for this position is BG 10 with a monthly salary of XOF 2 952 228.
