OVERVIEW OF THE FUNCTIONS OF THE POST
Under the overall authority of the Assistant Director General for Education, the functional authority of the Director of the UNESCO Multi-sectoral Regional Office in Dakar and the Head of Education sector, and the direct supervision of the Regional Health and Education Adviser, the incumbent will be responsible and accountable for supporting the monitoring and evaluation of UNESCO Regional Education for Health and Wellbeing portfolio in West and Central Africa (WCA). The Monitoring and Evaluation Officer (Education for Health and Wellbeing) will provide technical expertise for the effective monitoring, and evaluation of education programmes for health and well-being, including in response to school-related gender-based violence, early and unintended pregnancies and HIV.

Specifically, he/she will be responsible for:

Ensure that UNESCO EHW programmes in WCA are monitored, data collected, and results are reported against set indicators as per results frameworks, with a focus on quality and impact.
Provide technical support to project countries as needed to strengthen the monitoring and evaluation of national EHW programmes.
Analyse data needs and coordinate operational research activities in EHW.
Based on need, undertake, or organise visits to the field to support implementation of M&E systems, to identify where adaptations might be needed, and to facilitate or support external supervision and evaluation missions.
Develop terms of reference for evaluations or refine criteria and evaluation structure for the effective and timely evaluation of EHW project impact and sustainability.
Monitor the follow-up of evaluation recommendations.
Contribute to the organisation and facilitation of events or sessions presenting programme results and data produced through operational research.
Long Description
Development of work plans, reporting, and resource mobilisation

Contribute to the preparation of annual work plans.
Coordinate the development of quality M&E reports on UNESCO related projects, both at the regional and country level.
Collate, consolidate, and prepare internal and external reports ensuring that they submitted on time as requested by UNESCO and project donors, and support communication of project results.
Develop or strengthen tools and systems to collect and present M&E data to facilitate reporting and learning.
Extract and document lessons learnt, share knowledge, and disseminate good practices, and formulate recommendations to improve overall programme planning, implementation, and evaluation of UNESCO’s activities in the WCA region.
Contribute to resource mobilization efforts or other tasks as required, for example by contributing to the preparation of proposals.

REQUIRED QUALIFICATIONS
Education

Advanced university degree (master’s or equivalent) in any of the following fields: Education, Health, Demography, Development Studies, Economic Science, Social Sciences, Statistics, or other related studies.


Work Experience

A minimum of four (4) years of professional experience in the field of research, monitoring, and evaluation in the education or health sector, of which preferably two (2) years acquired at international level.
Experience in developing and using indicators, data collection tools, M&E plans in education or sexual and reproductive health.
Experience writing routine reports for internal audiences and to meet donor requirements.
Experience conducting or coordinating multi-country evaluations.
Experience with delivering training on M&E and building the capacity of national actors to monitor health or education programmes.


Skills/Competencies

Proficiency with M&E systems, plans, tools, indicators, methods and approaches.
Excellent analytical skills and capacity to work with quantitative and qualitative data.
High level written and oral communications skills.
Must be a result-oriented team player.
Ability to communicate effectively (verbally and written) in cross cultural, politically sensitive environment and present complex ideas to a non-specialist audience.
Partnership building skills and capacity to work in cooperation with governments and technical and financial partners.


Languages

Excellent knowledge of English (written and oral) and good knowledge of French.
DESIRABLE QUALIFICATIONS
Education

Post-graduate training in monitoring and evaluation.


Work Experience

At least two years of experience working in sub-Saharan Africa or with entities based in sub-Saharan Africa.
Experience in manipulating and analysing large datasets from population-based surveys to extract relevant information.
Experience in results-based programme management.
Familiarity with EMIS and other national data systems.
Experience in the UN system.
Experience in developing dashboards and/or data visualisation.


Languages

Good knowledge of Portuguese or other UNESCO official languages.
BENEFITS AND ENTITLEMENTS
UNESCO’s salaries consist of a basic salary and other benefits which may include if applicable: 30 days annual leave, family allowance, medical insurance, pension plan etc.

The approximate annual starting salary for this post is 90, 538 US $.
