ABOUT WFP

The World Food Programme (WFP) is the world's largest humanitarian agency fighting hunger worldwide. We are currently seeking for a Junior Professional Officer (JPO) to fill the position of Junior Gender Officer based in the Regional Bureau for Western Africa (RBD) in Dakar, Senegal.

CONTEXT AND BACKGROUND:

The RBD region is one of the largest in terms of geographical coverage, with 19 country offices covered in West and Central Africa. Most of the region’s countries are characterized by low human development, startling global hunger index scores, widespread poverty, pervasive forms of malnutrition, and high fertility rates. Limited access to basic services and inequalities in access to services and opportunities – particularly for women and the rural poor – are characteristic of the RBD region. The region is also afflicted by devastatingly high rates of child mortality, and low levels of education. The Region presents degraded Sahelian lands, vulnerability to climate change and depends on rain-fed agriculture combined with specific challenges regarding the socio-cultural norms, economic and political context that have a direct impact on equal access to food security and nutrition.

Despite existing national and international legal frameworks and agreements meant to reduce gender-based inequalities, entrenched harmful cultural norms, and customary and religious practices often contribute to create a wedge between discourse and practice.

Limited access to basic services and inequalities in access to services and opportunities – particularly for women and the rural habitants – are characteristic of the RBD region. The region is also afflicted by devastatingly high rates of child mortality, and low levels of education. With degraded Sahelian lands, the region remains vulnerable to climate change and depends on rain-fed agriculture. The Region also presents specific challenges regarding the socio-cultural norms, economic and political context that have a direct impact on food security and nutrition.

The new WFP's Gender Policy put emphasis on the need for evidence-based programming while strengthening capacity of staff and partners to equip them with relevant skills and knowledge to implement gender transformative programmes. In the long term, the policy seeks to positively transform harmful social norms through the implementation of Food assistance programmes that consider equal access to and control over food security and nutrition, address the root causes of gender inequality?and promote economic empowerment of women and girls.?

GENERAL INFORMATION
Title of Post: JPO Gender Officer

Duration of assignment: Two years

The position is located in a Regional Bureau that covers 19 Country Offices of West and Central Africa. The Bureau is leading the regional positioning of WFP and supporting the Country Offices in three main areas: Strategic direction and guidance, technical support and Management oversight.

Note: The position is advertised through WFP’s Junior Professional Officer (JPO) programme sponsored by the Government of Canada and is for?CANADIAN NATIONALS ONLY.

DUTIES AND RESPONSIBILITIES
- Under the direct supervision of the Regional Gender Advisor, the JPO will perform the following responsibilities:
- Support the roll-out of Gender capacity strengthening initiative and organize workshops for Regional Bureau, Country Offices staff and cooperating partners on WFP Gender toolkit to strengthen gender mainstreaming
- Support integrated work with programme units at regional level for coordinated action and mainstreaming of Gender in regional initiative
- Liaise with Country Offices (CO) Gender Officers/focal points and support development and implementation of Gender action plans
- Support implementation of corporate gender mainstreaming tools, such as the Gender Transformation Programme, Gender and Age Marker, and the Gender Results Network
- Contribute to analyses / desk reviews, including compiling good gender equality / transformative practices in humanitarian and development contexts
- Support monitoring and evaluation function to generate Gender related content to support programme formulation
- Ensure follow-up and implementation of any other recommendations from audit, evaluation and other reviews related to gender with the aim of strengthening gender transformation, documenting lessons learned and best practices
- Provide contributions to reports, publications, and other information products, including liaising with WFP country offices and HQ (Head Quarters) entities
- Contribute to the Gender awareness raising by contributing to development of communication materials contributing to Gender Equality and Women’s Empowerment
- Identify opportunities for Gender Equality and Women’s Empowerment advocacy and suggest modalities of engagement
- Contribute to gender equality and food security-related campaigns, including International Women’s Day, the 16 Days of Activism to End Gender-Based Violence and other key annual events

And complete other assigned tasks.

EXPECTED OUTCOMES

Upon completion of the two-year assignment, it is expected that the JPO will have made a substantive contribution to implementation of the Gender Policy and Regional Gender Strategy and support establish mechanisms at country office level to operate gender transformation through gender responsive programmes, monitoring and reporting mechanisms. At the end of the assignment, the JPO is expected to have produced the following outcomes:
- Training organized for Gender focal persons, partners, and other colleagues in operations
- Gender Analyses developed in selected countries and CO focal persons trained on the process
- Best practices on gender transformation in gender mainstreaming in food and nutrition and related areas documented and disseminated
- CO Gender action plans developed and implemented
- Evaluation recommendations related to Gender implemented

ESSENTIAL QUALIFICATIONS & EXPERIENCE
- Advanced university degree in one of the following disciplines: social sciences, gender, international development, international relations, human rights, political science, or another related field
- 2 years of progressively responsible relevant professional and practical experience in gender equality and women’s empowerment programming / operations
- Gender-related knowledge and skills, including knowledge of current thinking and development in the field of gender equality in humanitarian and development contexts
- Knowledge and understanding of key issues of gender equality and gender-based violence and the interlinkages with Food security
- Knowledge of effective advocacy and communication tools and techniques for advancing gender equality
- Solid analytical skills, including gender analysis
- Fluency (Level C) in English and working knowledge of French
- Proficiency in Windows, MS Office (Word, Excel, PowerPoint, Outlook)
- Experience in monitoring, database and information management will be an asset
- Writing skills (reports, guidance and training materials etc.)
- Ability to work within multicultural team, to travel to various countries

DESIRABLE REQUIREMENTS:
- To perform the wide range of tasks and excel in this position, the ideal candidate would also possess:
- Exposure to the international arena either by direct work for an international institution/organization; or, if working for a national entity, by way of interacting with international stakeholders, Intermediate level of Portuguese or one of the following official languages: Spanish, Arabic, Chinese, Russian
- As WFP’s international professionals are required to serve in different locations around the world during their career (including in hardship duty stations), willingness to be mobile would maximize opportunities for long-term retention into the Organization.

SUPERVISION

The JPO will work under the direct supervision of the Regional Gender Advisor. Upon arrival, s/he will be given a full briefing on the Gender programmes in the region, resources available, introduced to the regional bureau functional teams, HQ and country offices relevant colleagues. S/he will have a discussion with his/her supervisor about the unit workplan and priorities. The JPO will take up more responsibilities as required and her/his performance will be monitored periodically, and full support guidance and coaching will be supported to her/him to achieve intended outcomes. Professional development and access to required resources to deliver on her/his plan will be provided.

TRAINING COMPONENTS

The JPO’s capacity and skills will be strengthened through the resources and documentation that will be made available to her/him, including the use of the WFP Gender toolkit learning platform which offers specific guidance on gender mainstreaming in various programme areas and applicable both in WFP and other development programme contexts. WFP also offers exposure to variety of experiences on Gender mainstreaming though the Global brown bag lunch sessions and access to online Gender community. He/she will also access a wide range of training on topics related to design, planning, implementation, and monitoring & evaluation of WFP programmes in general.

As part of joint actions between Gender unit and other RBD programmes, s/he may benefit from face to face or remote trainings on various programme topics including nutrition, resilience programming, cash-based transfer, social protection, gender, monitoring and evaluation, etc.

The JPO learning will be also structured and will take place through participation in WFP and other workshops and training events and will be guided towards relevant WFP available policy documents and guidelines, as well as through mentoring and coaching and on-the-job training.

Given that this position is in a regional bureau, the JPO will have the opportunity to travel country offices in the region and get exposed to field and project implementation realities and how the programmes are being delivered. The JPO will be exposed and involved on strategic initiatives and in the development of key regional documents and reports and in the regional networks where RBD Gender unit is involved.

LEARNING ELEMENTS
At the end of the two-year assignment, the JPO should have obtained:
- Sound understanding of organizational gender mainstreaming in the programme cycle
- Good understanding of WFP project cycle phases and how Country Strategy Plans are being designed and related project/budget revisions and annual reporting
- Good general understanding of WFP’s overall operations and activities in humanitarian and development contexts. - - S/he will become familiar with WFP interventions (Social Protection, CBT, school feeding, nutrition, M&E, etc.) -
- Good skills in programme coordination, planning, monitoring, as well as on how gender in integrated in food security and nutrition policies and programmes
- Good skills and improved capacities in both quantitative and qualitative data analysis and reporting
- Familiarity with WFP results framework and monitoring systems and tools
- Exposure to the field in the West and Central Africa context
