JOB DESCRIPTION

Women’s Economic Empowerment is one of the four strategic areas of UN Women’s Strategic Plan 2022-2025. UN Women’s programmatic work to support women’s economic empowerment in West and Central Africa is centered around the following pillars:
• Gender and Green economy transition, including women’s access to climate resilient agricultural value chains;
• Promoting and strengthening women entrepreneurship, including through gender responsive procurement reform;
• Enhancing women’s income security and social protection, including through unpaid care reform;
• Economic policies for a gender responsive post-COVID19 recovery.
the Junior Professional Officer (JPO) Programme provides young talented professionals pursuing a career in development with the opportunity to gain hands-on experience in multilateral technical cooperation and international development within a UN agency.

Content and methodology of supervision
Establishment of a Work Plan: During the first month of the assignment, the Junior Professional Officer (JPO) will work jointly with the direct supervisor to finalize an agreed upon work plan. The final work plan will be discussed and mutually agreed to by the JPO and supervisor.

The Performance Management and Development (PMD) tool will serve as a primary platform to evaluate of the JPO’s performance.

Learning and Training components
On completion of the assignment, the JPO will be able to:
• manage a programme
• strengthening of competencies skills set
• do targeted research, analyse data and policy documents
• write donor reports and programme documents
• prepare knowledge products and resource mobilization tools
• acquire advanced knowledge on the policies and programmes on women economic empowerment and be able to liaise with a range of stakeholders of the private sector.

The JPO training programme includes the following learning elements
• Participation in a UN Women Induction Course in New York or remotely if applicable.
• UN Women mandatory online training courses.
• Access to online training and learning resources of the Learning Management System to develop management skills as well as knowledge in specific technical areas in line with the individual learning plan developed annually with the supervisor.
• The JPO position includes a Duty travel and training allowance (DTTA) of $4000 per year which may be used for learning activities related to the assignment and career development.

Duties and Responsibilities
Reporting to the Regional Advisor for Women’ Economic Empowerment, and in close consultation with the UN Women Program Specialists, the Policy Analyst will work with the overall aim to support UN Women Economic Empowerment and donor commitments.

Contribute technically to the development, implementation and management of the programme:
• Perform periodic reporting to Donors and Regional Management team on programs progress and designated region achievements
• Assist with resource mobilization efforts, including preparing supporting documents (concept notes, presentations, etc.), donor intelligence framework and ensure follow-up with donors
• Actively prepare and participate in meetings/discussion with subject matter experts, working level staff and other stakeholders
• Support members of the Regional Office women’s economic empowerment team in management of research, policy and operational projects in West and Central Africa

Provide substantive technical support in policy analysis, research, and development:
• Provide support to the Regional Advisor for Women’ Economic Empowerment in research to inform project formulation in different areas of women’s economic empowerment including green economy transition, social protection, support to women entrepreneurship, etc.;
• Conduct research on subject matters, sectors and countries in the region

Contribute to the development and management of Knowledge:
• Contribute to knowledge generation and management in different areas of women’s economic empowerment in the West and Central Africa region
• Provide editorial assistance by preparing briefing materials, research for all background papers and drafting concept notes and correspondence, as appropriate

Competencies
• Excellent drafting skills with the ability to edit/clear reports and program documents;
• Strong analytical, critical-thinking and problem-solving skills: identifying data sources, mining data, interpreting, visualizing and using data for the purpose of problem solving and generation of evidence
• Strong inter-personal skills, communicate effectively with staff at all level of the organization;
• Ability to handle multiple tasks while working with a sense of urgency to meet deadlines;
• Versatile and ability to work in a multicultural, global and fast-paced environment while maintaining strong internal client service orientation.

Required Skills and Experience

Education:
• Master degree or equivalent in gender analysis of development, economics, international relations, sociology or other similar subject.
• A project/programme management certification would be an added advantage

Experience:

• Minimal 2 years to maximal 4 years relevant working experience in programme/project management.
• Experience in international development and outreach work is a considerable asset.
• Working experience within the UN system should not exceed 50% of the relevant working experience including UNV, (paid) UN internship and UN consultancy.
• All paid work experience since obtaining Bachelor’s degree will/can be considered.

Languages:
• Fluency in English is required
• Knowledge of French is a strong asset
• Knowledge of the other UN official working language is an asset.
