Job Description
At the request of President Macky Sall, the Institute’s work in Senegal builds on the strategy articulated in the Plan Sénégal Émergent (PSE) as it adapts to the impact of the Covid 19 crisis. We are building on early work focusing on promoting investment into job creating economic sectors and projects to adapt to the new realities and challenges brought about by the pandemic. A particular focus of TBI’s partnership with the Government of Senegal is advancing ‘emergence’ through digital transformation in line with the strategy « Sénégal Numérique 2025 »
Currently our work supports Presidential priority initiatives in the Ministries of Economy, Planning and Cooperation, Ministry of Health and Social Action, Ministry of Digital Economy and Telecommunications as well as related agencies. One of the key features of all our work is support to strengthen government delivery systems.
This role will therefore support all our workstreams, working with TBI colleagues and their counterparts in Ministries to advise on and build delivery systems in government and related Agencies or Institutions. This ranges for advice on institutional structures, organisational charts and HR profiles as well as procedures and digital tools for tracking and advancing the delivery of specific priority projects. Currently TBI teams are supporting projects in eHealth, agro processing, digital policy, and manufacturing in the health sector. The Delivery Advisor/Associate will support all these workstreams and bolster TBI advisory teams and their counterparts in these areas. The role holder will also scope and explore other potential ‘delivery’ support and be part of TBI’s community of Delivery experts working across the continent (‘Delivery Practice’).
Key Responsibilities
Key responsibilities for the role include:
• Plan, prioritize and manage work streams from start to finish, including timelines, content, and deliverables in liaison with the different project teams
• Identify and structure initiatives with each team, agreeing with counterparts clear deliverables
• Areas of support and deliverables may include: advice on organisational structures (e.g. organigram), profiles and HR considerations, procedures and processes, tools and methodologies to build and operate delivery units or simply to improve delivery capabilities within existing institutions of government or agencies
• Demonstrate comparable examples of delivery practice from other countries to draw lessons and promote the best appraoch
• Provide training in TBI tools and methodologies (The ‘P’s, digital delivery dashboard..)
• As requested, trouble shoot and proactively identify risks and issues affecting task or work stream delivery, and promptly communicate upward with solution options
• Present ideas and respond to queries clearly and concisely in internal team meetings and with external stakeholders
• Support completion of high-quality written documents and/or presentations
• Articulate findings and presentations using various tools, i.e., PowerPoint, Excel etc
• Provide regular reports and updates on activities and achievements
Person Specification
We are looking for outstanding individuals with a proven track record of delivery in the public or private sectors. The successful candidate will thrive in an environment where the importance of personal initiative coupled with teamwork is critical. Above all they will build effective relationships, win trust, and help shape and influence change in government.
With a good knowledge of project management or delivery systems especially in government settings, they will have a grounding in strategy consulting, project management and public policy.
Desired qualifications and competencies include:
Experience
• Bachelor’s or Master’s degree (preferred areas of study: Business, Economics, Engineering, Marketing, Law, Communications) or equivalent practical experience
• Excellent analytical, problem-solving, and ‘people’ skills
• Strong willingness to learn, and ability to be a real team player
• Ability to thrive in a fast-moving, entrepreneurial environment, with an emphasis on high- performance, results and accountability
• In addition, we place high value on relevant personal qualities such as resourcefulness; tenacity; independence; self-confident; and integrity
• The working language is French and fluency in English is required with excellent oral and written communication skills
• 8-10 years of work experience in the public, private or non-governmental sectors, inclufor example in project management, business management, and consulting
• Extensive conceptual and methodological skills and in applying qualitative and quantitative research methods
• Experience in the development and implementation of project management and/or matrix frameworks
Competencies and skills
• Excellent in building and managing effective relationships, including the ability to navigate a complex political environment. Experience working in Africa is desirable
• Ability in influencing, coaching and delivering change through others
• Strong analytical, problem-solving, strategic planning and decision-making capabilities
• A creative and entrepreneurial approach to overcoming barriers and making change happen, and the ability to cope in an emotionally demanding environment
