SUMMARY:
Counterpart International is seeking a Monitoring & Evaluation Officer for its USDA funded McGovern-Dole Food for Education and Local Regional Procurement programs in Senegal. Under the supervision of the Monitoring, Evaluation & Learning Manager, the M&E Officer is responsible for coordinating monitoring, evaluation and reporting activities in the field.
This position is based in Saint Louis and open to local candidates only.
DUTIES AND RESPONSIBILITIES:
Main Duties and Responsibilities
• Maintain the data collection system to monitor and evaluate overall progress on achievement of results for the project in Saint-Louis in accordance with the orientations of USDA
• Work with the various technical units on implementation of the activities to ensure they meet the project’s objectives and indicators.
• Ensure program adherence to monitoring and evaluation (MEAL) plan including indicator data collection, reporting, evaluation and learning requirements. Work with program staff to ensure that site visits include collection of necessary data.
• Provide regular performance information as part of the MEAL for internal and external communications, internal reviews, and reporting.
• Work closely with the MEAL Manager and the Program Manager to review monitoring and impact indicators and project performance and make recommendations for improvement.
• Provide feedback to the Project Manager on project strategies and activities.
• With the support of the Data Analysts, manage and report data through the Kobocollect.
• Ensure quality data collection for the MEAL through sound data collection methodologies and data tabulation/analysis, and by conducting periodic data quality assessments.
• Support staff to address the program learning agenda and integrate program learning by maintaining lessons learned documentation and improving knowledge sharing
• Assist external evaluators in the implementation of independent evaluations of the program.
• Train and prepare program staff to fulfill their reporting roles.
• Provide inputs, information and statistics and support the Program Manager in monthly, quarterly, half-yearly and annual progress reports on all project activities to the MEAL Manager.
• Coordinate monitoring, evaluation and learning activities between the field office and Dakar office.
• Guide and ensure the highest quality of program monitoring, evaluation, reporting and communications.
• Support end-of-program knowledge management and knowledge sharing including contributing to program final report and transferring knowledge to Counterpart HQ.
• Carry out any other task required by the Line Manager.
Qualifications
• Master’s degree in Monitoring & Evaluation, Statistics, Economics, Sociology/Anthropology, International
Development, Project Management or other related field.
• Minimum five (05) years of experience managing M&E for large-scale international development operations, including experience designing and implementing M&E results frameworks; developing MELPs or other performance monitoring plans, Work Plans and Performance Indicators; and monitoring on-going programs for USDA / USAID or other large donor organizations.
• Familiarity with evaluation methods and standards, preference given to USDA / USAID Evaluation Policy
• Strong skills in Microsoft Word, Excel, software of treatment and statistical analysis of data (SPSS, Epinfo, etc.)
and management software of the databases (Access…)
• Proven success in implementing, and operating project M&E systems from project initiation to closeout stages
• Experience in planning and managing surveys
• Experience developing and refining data collection tools
• Ability to facilitate and serve as a project liaison for externally managed evaluations
• Excellent organizational, analytical, oral, and written communications skills.
• Demonstrated supervisory and leadership skills.
• Strong skills to manage relationships with diverse people; ability to work well alone and in a team environment.
• Fluency French and good knowledge in English are required.
