JOB DESCRIPTION

ORG. SETTING AND REPORTING
This position is located in the Cameroon-Nigeria Mixed Commission (CNMC). CNMC was established by the United Nations to facilitate the implementation of the 10 October 2002 decision of the International Court of Justice on the Cameroon-Nigeria boundary dispute. The mandate of the Commission includes supporting the demarcation of the land boundary and the delineation of the maritime boundary, facilitating the withdrawal and transfer of authority in the Lake Chad area, along the land boundary and in the Bakassi peninsula, addressing the situation of affected populations and making recommendations on confidence-building measures. This post is located in Dakar with a prolonged stay in the field (average six months) along the border of Cameroon and Nigeria to supervise the pillars construction work along the land boundary.

RESPONSIBILITIES
Under the supervision of the CNMC Program Manager, the incumbent will, within assigned authority, be responsible of the following tasks:

• Coordinates the timely preparation, maintenance and provision of geospatial information and maps in support of the CNMC’s operations; Oversees the collection, processing, evaluation and dissemination of geospatial data; Supervises geospatial/terrain analysis studies and prediction of the effects of terrain, weather and situation on the boarders’ operations; Monitors and ensures quality assurance/quality control (QA/QC) procedures on all products generated and disseminated by the CNMC, including geospatial data and maps.

• Provide support to counterparts in CNMC parties, UN agencies, Non-Governmental Organizations (NGOs) and the host nation on collection and sharing of geospatial data; Undertakes the timely exchange of geospatial information between the CNMC and the Cartographic unit of the Department of Field Support; Undertakes day-to-day geospatial operation matters between the CNMC and the Geospatial Information Section of the UN Global Service Centre (UNGSC).

• Manages the Technical Monitoring Team (TMT) supervising the boundary pillars construction work along the Cameroon-Nigeria Boundary line; Provides technical support to the pillar emplacement project and act as project resident engineer in the field , working with the contractor in resolving all technical problems on the ground. Participates in preparation of final boundary mapping project document

• Develops and conducts geospatial information training and education programs for CNMC staff and/or experts; Participates in mission start-up and other field work as required; Performs other duties as required.

COMPETENCIES
Professionalism: Advanced technical qualifications and broad knowledge of geographic information and its related matters; recognized expertise in the field; ability to integrate knowledge with broader strategic, policy and operational objectives; conceptual and strategic analytical capacity to understand geographic information applications for field operations such as UN peacekeeping operations and mapping in general; Solid knowledge of engineering surveying techniques, site construction management, supervision and certification of works is required. Knowledge and exposure to a vast range of surveying methodologies including competence in the use of the latest survey technologies on the market is expected. A demonstrable ability to work under severe physical conditions without guidance and shows impartiality in discharging the expected duties. Technological Awareness: Keeps abreast of available technology; understands applicability and limitation of technology to the work of the office; actively seeks to apply technology to appropriate tasks; shows willingness to learn new technology. Proficiency in the use of computers and working knowledge of software in particular; ArcGIS, Trimble Business Centre, Autodesk, Trimble Positioning equipment (GNSS), ERDAS Imagine, field navigations, MS Office programs, database.

EDUCATION
Advanced university degree (Master's degree or equivalent) in geospatial information science, Civil Engineering, Geomatics Engineering, or other disciplines that involve geospatial information related programmes. A first-level university degree in combination with an additional two (2) years qualifying experience may be accepted in lieu of the advanced university degree.

WORK EXPERIENCE
A minimum of seven (7) years of progressively responsible professional experience in the field of engineering surveying, geospatial information (e.g. International boundary demarcation survey, geospatial information applications, geospatial database management, geospatial/terrain analysis, geodesy, cartography and image processing, GPS and surveying) or related fields is required. Proficiency in the use of geographic information systems (GIS) and image processing software is required. Proficiency in the use of professional software ARCGIS, Erdas with solid experience knowledge and experience in development of web mapping applications is desirable.

LANGUAGES
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in both English and French languages is required.

ASSESSMENT
Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
