Terms of Reference
General Background

Project 21 (P21) is a UNHCR and DRC co-facilitated regional protection monitoring initiative designed to strengthen evidence-based protection responses across West and Central Africa. The inter-agency initiative mobilizes humanitarian partners to collect and analyze protection data in displacement-affected contexts, through standardized tools and collaborative data collection. P21 represents a strategic initiative that relies heavily on evidence-based decision-making to achieve its objectives. The complexity of humanitarian, peacebuilding and development challenges addressed under P21 requires accurate, timely, and actionable insights drawn from large and diverse datasets.
P21 seeks to hire an experienced professional with a solid background in protection and proven analytical skills. This individual will collaborate closely with a skilled data team and a network of international, national and local partners to strengthen analytical capabilities and support joint analysis at both regional and national levels in the countries covered by P21.

Purpose and Scope of Assignment

The Protection Analyst will work closely with the Project Coordinator and the P21 regional team to provide technical expertise across all phases of the Humanitarian Program Cycle (HPC) and the Development programming Cycle. This includes delivering qualitative and contextual analysis of protection risks, trends, and capacity gaps affecting displaced populations and other persons of concern, ensuring evidence-based recommendations for programming, advocacy, and policy development. The role also involves monitoring protection developments, identifying emerging risks, and providing actionable insights to inform protection strategies and interventions.


Key responsibilities include:
• Support partner coordination, donor reporting, presentations, and contribute to the strategic development and institutionalization of P21.
• Map key events, moments, milestones for which P21 data and analyses should be used every year to inform humanitarian, development and peacebuilding programming, by establishing a calendar for countries covered by P21 and the regional level.
• Lead the design and implementation of capacity-building initiatives on protection analysis and reporting for national and regional team members, and, when appropriate, deliver training to partners.
• Support the coordination of analyses at the country level (incl. through national Protection Cluster analytical platforms) to produce Protection Analysis Updates (PAUs) and national Protection Clusters’ contributions to country level inter-agency programming documents such as Humanitarian Needs and Requirements Plans (HNRPs), while contributing to the integration of P21 data and analyses within country analysis ecosystems.
• Contribute to the contextualization and ownership of inter-agency protection analysis guidelines to the benefit of national Protection Clusters, including but not limited to the Protection Analysis Framework (PAF).
• Monitor protection developments, identify emerging risks and trends, and provide actionable insights to guide protection strategies and interventions.

Core Functions
Data Analysis
• Assisting in the strategic, targeted use of Project 21 analysis and the formulation of evidence-based protection advocacy and actionable policy recommendations.
Supporting the contextualization of Project 21 data analysis, linking it to secondary sources and the political, security, peacebuilding and development dimensions of the Sahel crisis.
• Implement structured protection analysis strategies aligned with project objectives and P21 methodologies both at the national and regional levels.
• Collaborate with the team to apply appropriate analytical methods to protection data, generating actionable insights that strengthen understanding of the protection environment and inform evidence-based decision-making.
• Ensure analyses are conducted per Terms of Reference (ToRs), reviewed by the P21 regional team, and that final products meet partner requirements.
• Ensure that analyses follow a mixed-method approach, combining qualitative and quantitative data to produce protection narratives reflecting contextual specificities, in line with the P21 regional conceptual framework.

Report Writing
• Contribute to the writing of concise reports summarizing research findings, methodologies, and recommendations for the protection community.
Support the development and revision of reports and project proposals;

Stakeholder Engagement
• Gather requirements from key stakeholders from the Humanitarian, Development, Peacebuilding and Diplomatic sectors.
• In collaboration with relevant members of the team, perform audience segmentation, to facilitate more personalized and effective communication.
• Provide technical inputs to country, regional, and unit strategy development and project proposals.
• Organize and support workshops and meetings with stakeholders at key HPC milestones to facilitate joint analysis.

Capacity Building
• Identify capacity gaps and work closely with partners to enhance their analytical skills and enable deeper joint interpretative analysis at both regional and national levels.
develop training materials and resources on protection monitoring and data analysis.

Monitoring and Progress Controls
(Clear description of measurable outputs, milestones, key performance indicators and/or reporting requirements which will enable performance monitoring)
• Number and quality of analytical reports and advocacy papers produced,
• Pre and post-training assessments demonstrating measurable improvement in analytical capacity among partners and Project 21 staff.
• Documented instances of Project 21 analysis being referenced or integrated into advocacy campaigns, policy briefs, and programmatic decision-making.
• Systematic collection and analysis of regular feedback from partners and team members on the effectiveness and inclusivity of joint analysis processes, including action points and follow-up on recommendations.
• Tracking the participation rate and engagement levels in stakeholder workshops and capacity-building sessions as indicators of effective knowledge transfer and collaboration.
• Monitoring the dissemination and utilization of training materials and resources developed for protection monitoring and data analysis, including user feedback and adaptation rates.

Qualifications and Experience

University Degree in Laws, Politics, International Relations, Journalism, or a similar field, or equivalent professional qualification.


Work Experience
(List number of years and area of required work experience. Clearly distinguish between required experience and experience which could be an asset.)

• At least 5 years’ experience as an analyst, protection specialist, policy advisor, or in similar roles, preferably in humanitarian and/or development settings.
• Previous professional experience and proven expertise in West and Central Africa region ( Central Sahel, Bassin of Lake Chad, coastal countries)
• Experience working in an international NGO is an asset.
• Experience working within protection or protection monitoring context would be an added advantage
• Knowledge of GBV, child protection, housing, land and properties, mine action and other Protection Cluster’s Areas of Responsibilities’ works and analytical specificities
• Experience in formulating actionable policy recommendations to foster the implementation of durable solutions

Key Competencies

• Experienced in interagency humanitarian coordination.
• Proficient in English and French writing.

• Collaborates effectively with partners to improve analysis and conduct joint interpretation.
• Delivers capacity building and training for large groups.
