Context:
The programme seeks to assist local and regional governmental authorities and communities
along major migration corridors and aims to reduce factors causing instability, conflict, forced
and irregular migration, and address the needs of marginalized groups and host populations.
Under the overall guidance of the Chief of Mission, and the direct supervision of the Senior
Community Stabilization Coordinator, the successful candidate will manage, provide advice and
ensure the implementation of the stabilization programme in the Agadez region, in line with IOM
Niger’s strategy and IOM global guidance.

Core Functions / Responsibilities:
1. Manage the Community Stabilization (CS) projects in the Agadez region: ensure timely and
quality implementation of all project activities in line with results matrices, including preparing
narrative, progress and other reports, the development/implementation of SOPs, and the
provision of close administrative and budgetary backstopping in compliance with all IOM’s
instructions and policies.
2. Ensure timely support by other relevant units in the mission, including Finance, Logistics and
Procurement, Programme Support Unit (PSU), Monitoring and Evaluation (M&E) and Migration
data and Research (MDR), among others, for the smooth management and implementation of
project activities.
3. In coordination with the CS senior coordinator, supervise other project officers overseeing CS
activities in the field, with particular attention to community mobilization and consultations, grant
management, and information management.
4. Provide advice to project partners, programme staff and implementing partners and liaise with
IOM sub-offices in the Agadez region to assess community engagement activities. Contribute to
the development of a strategic approach to community mobilization and engagement ensuring
the inclusion and contributions of women and youths.
5. Coordinate and liaise with IOM’s Regional Office in Dakar to ensure compliance with
regionally funded CS projects, such as those by the European Union Trust Fund.
6. Develop and maintain relationships with key stakeholders and partners in Niamey and
Agadez region, including government officials, private sector, civil society, UN and I/NGOs
working on community stabilization programs in Niger.
7. Establish mechanisms for and ensure the proper monitoring, recording and documentation of
all activities in line with IOM policies and procedures, and donor requirements and agreements.
8. Coordinate with the Media and Communications unit to ensure the visibility of the programme
results, with a focus on ownership of local partners.
9. Undertake duty travel to provide advice and support to project staff, local authorities and
implementing partners for project development and implementation management, project
performance assessment, and the resolution of implementation challenges and problems.
10. Ensure the integration of cross-cutting issues such as gender and the inclusion of vulnerable
groups in CS programme and project activities.
11. Assess beneficiary feedback and lessons learned from activities implemented in different
communities, and revise and adjust strategies and action plans.
12. Identify new project opportunities, describe and justify project possibilities consistent with
approved programmes and ongoing activities, prepare project and funding proposals, and follow
up on donor negotiations and resource mobilization efforts.
13. Perform such other related duties as may be assigned.
Required Qualifications and Experience:
Education
• Master’s degree in Political or Social Science, Business Administration, International Relations
or a related field from an accredited academic institution with five years of relevant professional

experience; or
• University degree in the above fields with seven years of relevant professional experience.
Experience
• Work experience in community engagement, local development, or capacity building related
activities in a conflict and post-conflict context and stabilization, social cohesion, peace building
processes;
• Experience in project management and implementation, preferably in migration and/or other
displacement situations;
• Experience in liaising with governmental authorities, and with other national and international
institutions;
• Experience in project formulation, monitoring & evaluation and reporting;
• Familiarity with the region an asset.
Skills
• Analytical writing skills for proposal and report writing;
• Very good communication skills;
• Community mobilization’s skills;
• Good interaction with different nationalities.
Languages
IOM’s official languages are English, French, and Spanish.
For this position, fluency in English and French is required (oral and written). Working
knowledge of local language is an advantage.
Proficiency of language(s) required will be specifically evaluated during the selection process,
which may include written and/or oral assessments.

Other:
Internationally recruited professional staff are required to be mobile.
