Context / How you can make a difference ?
The NGO is the lead Agency of a larger one for delivering a world where every pregnancy is wanted, every childbirth is safe and every young person’s potential is fulfilled. The NGO’s new strategic plan (2022-2025) focuses on three transformative results: to end preventable maternal deaths; end unmet need for family planning; and end gender-based violence and harmful practices. In a world where fundamental human rights are at risk, we need principled and ethical staff, who embody these international norms and standards, and who will defend them courageously and with full conviction. The NGO is seeking candidates that transform, inspire and deliver high impact and sustained results; we need staff who are transparent, exceptional in how they manage the resources entrusted to them and who commit to deliver excellence in program results.

Mission
Under the leadership of the Resident Representative and the direct supervision of the Deputy Resident Representative, the National Program Coordinator Luxembourg/Canada contributes on a permanent basis to the effective implementation of the activities of the Cooperation Program, particularly in the specific framework of the partnership with the Luxembourg and Canadian Cooperation. This was done in close collaboration with the Office’s Program Officers. Based at the NGO’s office in Dakar, the National Coordinator makes a substantial contribution to the formulation, implementation, coordination, technical and financial monitoring/reporting and evaluation of interventions. He/she contributes to improving the NGO’s field presence by providing program management support, facilitating partnership, coordination and integration of thematic areas at central and decentralized levels. He/she also needs to strengthen synergy, cohesion and complementarity within the program.
The National Program Coordinator is responsible for the effective execution and successful implementation of the Canadian and Luxemburg projects, especially the formulation, implementation, coordination, technical and financial reporting, monitoring and evaluation of related interventions, in compliance with the national policies and program frameworks and the Country Program in Senegal. Reports will be made directly to the Deputy Resident Representative.

Job Purpose
As part of the implementation of the Country Cooperation Program between Senegal and the NGO (2012-2018), two strategic partnerships have been developed, one with Global Affairs Canada, and the other with the Grand Duchy of Luxembourg. The implementation of the programs resulting from these partnerships takes place during the conduct of three successive Country Programs, from 2012 to 2024 (CPD 7, 2012-2018; CPD 8, 2019-2023; CPD – 9, 2024-2027). They are based on the offer of an integrated package of quality services to women, young people, especially adolescent girls in terms of reproductive health/family planning, gender-based violence (GBV), including in humanitarian emergencies. The Partnership with Canada and Luxembourg focuses on interventions that aim to decentralize services in order to improve maternal health and family planning indicators, and to provide adolescents and young people with quality sexual and reproductive health services, including the prevention and management of GBV. Thus, they will make it possible to cover the regions located respectively in the north (Saint-Louis, Matam, Louga), the center (Kaffrine and Fatick) and the south of the country (Kédougou, Tambacounda, Sédhiou, Kolda and Ziguinchor).


Main Responsibilities
Coordination of the implementation of the Canadian and Luxembourg projects in line with the Country Program
• Provide strategic, programmatic and technical support for planning and implementation of interventions to enhance access to and use of an integrated package of quality services for women, youth, especially adolescent girls for maternal morbidity and mortality reduction, particularly in the target regions of Matam, Louga, St. Louis, Kaffrine, Fatick, Kedougou, Tambacounda, Sédhiou, Kolda and Ziguinchor with a special focus on adolescent and youth sexual and reproductive health (AYSRH)
• Coordinate the implementation of national capacity building activities for the efficient delivery of the program
• Ensure the quality of program delivery by integrating lessons learned, policies and best practices, and putting in place appropriate implementation and monitoring systems and mechanisms, in collaboration with the government counterparts, NGOs, and other partners
• Analyze and interpret the political, social and economic environment related to sexual and reproductive health management, in relation to population and development and gender issues, and identify opportunities for the assistance and intervention of the NGO
• Coordinate program delivery by establishing collaborative relationships with Regional Experts stationed in Kolda, Tambacounda, Louga and Kaffrine, the government counterparts and other partners, facilitating the timely and effective delivery of contributions and responding to training needs of partners and program staff
• Monitor the financial execution of the program in accordance with the NGO procedures
• Provide substantial support to the coordination and operations of the CO Reproductive Health Unit Ensure the establishment, support, follow-up, and coordination of the different governance mechanisms of the projects (COPIL, CNT, …)

Improvement of Results-Based Management:
• Strengthening the program monitoring and evaluation framework for an effective and quality information management and sharing system
• Ensure quality and timely quarterly and annual reporting by Regional Experts stationed in Kolda, Tambacounda, Louga and Kaffrine and Implementing Partners
• Prepare the statutory reports to be submitted to the donors and the NGO headquarters
• Organize regular strategic missions and field monitoring visits in the regions
• Document innovations, good practices and capitalize on successful experiences
• Report on projects progress, identify constraints and shortcomings and recommend corrective actions.
Strengthening advocacy, partnership and resource mobilization
• Support the country office’s efforts in mobilizing resources to strengthen RH management, prepare appropriate technical documentation, and participate in donors and other relevant meetings
• Enhance the NGO and the donors’ visibility in the context of the projects by producing evidence on the relevance of the interventions and results achieved; and implementing an effective communication plan
• Lead partners to become better involved in the implementation and communication of the projects
• Identify opportunities for innovation that improve projects management, tools and transaction processing
• Develop new partnerships and strengthen existing ones, including relationships with donors
• Carry out any other duties as may be required by the Country Representative.

Profile requirements
• Advanced university degree in health or relevant social sciences (at least a master’s degree)
• A strong field experience
• At least five years in projects and programs development and management, including experience in results-based
• Management and ability to focus on results and national priorities
• Knowledge of National Health Systems
• Good experience in managing and coordinating partnerships with Government, Civil Society, Private Sector, UN Agencies, donors, bilateral and multilateral partners, etc
• Excellent analytical, synthesis and writing skills
• Excellent capacity to manage the technical and financial formulation, implementation, execution and monitoring-evaluation of integrated development programs / projects
• Proven ability to lead and manage teams to achieve demonstrable and tangible results
• Good interpersonal and communication skills
• Good negotiation, advocacy and resource mobilization skills
• Good command of basic computer software: Word – PowerPoint – Excel
