SFL implement a six-year program in Senegal, The Gambia, and Guinea-Bissau with the aim of developing and enhancing the value chain linkages needed to support an integrated regional cashew network. The proposed program will address these linkages in four components: (1) market infrastructure, (2) financial services, (3) market access and connections, and (4) good agricultural practices. The "Connecting Infrastructure, Finance, and Cashew Farms" program will create sustainable commercial infrastructure, improve access to financial services, organize and train smallholder farmers to increase their production and negotiation capacity, and strengthen the capacity of local processors to add value to cashews in the West African cashew-producing zone.

POSITION SUMMARY

SFL is seeking an experienced professional for the position of Human Resources Manager & Office Management Officer, based in Ziguinchor, Casamance (Senegal). This individual will address the significant hiring needs for the LIFFT-Cashew and PRM projects. They will ensure that's HR contracts comply with Senegalese legislation. He/she will also be responsible for general office administration, such as receiving visitors and visits, hotel and flight bookings, and
possibly handling minor financial transactions.

ROLES AND RESPONSIBILITIES

Tasks:

In close consultation with the Project Chief Director, the Human Resources Manager & Office Management Officer:

- Manages human resources operations by recruiting, selecting, training, coaching, and disciplining staff;
- Designs clear and transparent systems for employee evaluation, compensation, recognition, and retention;
- Develops organizational strategies by identifying and researching human resources issues; providing information, analyses, and recommendations for organizational reflection and strategic direction, setting human resources objectives in line with organizational goals;
- Supports management by providing HR advice, guidance, and decisions, considering management concerns regarding precedent setting, intercultural standards, etc.;
- Documents and effectively communicates HR policies, procedures, and protocols to all team members;
- Identifies appropriate HR systems to facilitate contractual obligations (renewals, terminations, new contracts, etc.), CV submissions, accounting/payroll, employee time tracking, and compilation of HR data;
- Ensures compliance with national, district, and local legal requirements by studying existing and new legislation, anticipating legislation, enforcing requirements, advising management on necessary actions;
- Enhances internal alignment of Shelter For Life policies across all countries, considering the requirements of the United States, Senegal, etc.;
- Guides management and employee actions by researching, developing, writing, and updating policies, procedures, methods, and guidelines; communicates and upholds organizational values;
- Ensures a high level of staff security, well-being, and health by implementing personnel support programs and systems;
- Enhances the reputation of departments and organizations by establishing high standards for all HR-related operations.

Administration:

- Makes travel reservations and arrangements for visitors; manages rent and utility payments or office repairs; Tracks emails or correspondence if necessary;
- Improves office management systems and processes;
- Prepares logistics for newcomers and visitors; manages logistics for meetings and training sessions.

Qualifications and Job Skills / Profile Required:

Key elements include:


- Master's degree or equivalent in human resources management or a related field;
- At least 5 years of professional experience in the field of human resources management;
- Strong experience in hiring, training, and retaining employees, as well as terminating when necessary;
- Excellent experience in identifying personnel and systems gaps and implementing creative solutions;
- Excellent experience and knowledge of HR systems, staff time accounting software, CV submission software, accounting/payroll software, as well as additional tools for managing personnel files, contracts, etc.;
- Demonstrated commitment to measurable, evidence-based HR products, services, and activities;
- Excellent knowledge of Senegalese labor law and taxation and legal employer obligations;
- Experience in negotiation tactics, union management, and conflict resolution;
- Demonstrates a high degree of confidentiality in interpersonal interactions;
- Excellent written and spoken French; good knowledge of English;
- Very good written and oral communication skills.
