Project Overview and Role:
CATALYZE is a $250 million five to eight-year program, designed to catalyze $2 billion in private capital, especially to underfinanced social sectors (such as education) and higher risk markets around the globe, complemented by a cross-cutting inclusion of gender-lens investing.?CATALYZE will provide services to many missions and bureaus that “buy in” to tap the CATALYZE investment and pay-for-results project management expertise.?Our aim is for investors to explore and identify commercially viable opportunities and approaches to creating jobs, developing sustainable social services, tightening, and rationalizing supply chains, and advancing inclusive growth.
Through the Sahel Platform buy-in activity (“the Platform”), the CATALYZE Project has been mobilized to improve the flow and reach of financing to smallholder farmers in several key value chains in Burkina Faso and Niger. By focusing on priority geographies but enabling linkages and support to stakeholders across these countries, the project will support improved products and services offered by financial institutions, prepare smallholder producers and other stakeholders to better receive and manage financing, and work across the value chain to identify and mobilize new sources of financing for farmers. Across all initiatives, there will be a cross-cutting focus on women and youth, as well as a focus on ensuring that disparate ethnic groups and regions equitably benefit from the interventions.
The Grants and Procurement Manager, Niger will be responsible for managing all aspects of the acquisition of goods and services for the project from requisition to disposition. S/he will also support the Director of Finance and Administration in overseeing the grants program under the Sahel Platform activity. They will ensure that all grants and procurements are implemented in compliance with USAID and Palladium rules, regulations, and procedures.
Primary Duties and Responsibilities:

General
- Coordinate with relevant staff to ensure process standardization and compliance with Palladium policies and procedures, including the Subcontracts & Procurement Manager and Grants Manager for CATALYZE.
- Work with the Palladium Contracts & Compliance (C&C) team through the CATALYZE Grants Manager and Subcontract and Procurement Manager to keep the staff informed of any changes and/or updates to the relevant regulations.
- Participate actively in weekly meetings to assess compliance with terms and conditions of awards and assume leadership in ensuring that deficiencies in compliance are corrected.
- Contribute to the project’s financial forecasts by closely tracking subcontractor invoicing projections and grant expenditure projections.
- Serve as liaison between project staff and contract awardees and grant recipients and refer any disputes or technical issues to the Director of Finance & Administration, Sahel Platform.
- Maintain audit-ready grant and procurement files and facilitate external audits as required.

Procurement Management
- Provide team with guidance on and interpretation of USAID regulations as they relate to the procurement life cycle.
- Accept and process requisition requests from CATALYZE staff for the procurement of goods and services.
- Work closely with CATALYZE: Sahel Platform Activity Management Unit to develop Requests for Proposals (RFPs) and Requests for Quotations (RFQs) as appropriate.
- Maintain a contact list of possible bidders and suppliers of commonly required goods and services.
- Coordinate with CATALYZE team to post solicitations as needed to websites and newspapers.
- Conduct a cost/price analysis of bidders’ cost proposals.
- Negotiate terms and conditions and draft subcontracts and purchase orders of varying complexity, including but not limited to commercial item subcontracts, consultant agreements, and umbrella contracts (Blanket Purchase Agreements and Indefinite Delivery Indefinite Quantity).
- Prepare monitoring plans, conduct monitoring in collaboration with project and finance staff, and document monitoring results, including performance, compliance with terms and conditions, and budget management.
- Track all project assets in project registry, periodically assess condition, and dispose of assets per USAID regulations and Palladium policies and procedures, with review and verification by the Director of Finance and Administration.
- Monitor business risks including but not limited to tracking funding delays, execution of subcontracts, expired authorizations, delayed payments and advances to subcontractors and vendors.

Grants Management
- Provide staff with guidance on and interpretation of USAID regulations, terms, and conditions as they relate to the grants’ life cycle and administration of grants.
- In accordance with Palladium’s modified, USAID-approved GUC manual, develop and execute all aspects of the GUC process.
- Facilitate the evaluation of grant proposals by organizing the evaluation committee, preparing the necessary scoring sheets and negotiation memo and ensure that required grant documentation is maintained and complete for each grant activity.
- Conduct reviews of grant application budgets, including due diligence, and continue monitoring for compliance during grant implementation.
- Draft grant agreements in compliance with applicable Palladium policies and procedures and USAID conditions for review and approval by the Director of Finance and Administration.
- Monitor completion of grant milestones and report issues hampering the smooth implementation of grants to the Director of Finance & Administration, Sahel Platform.
- Manages “Pay for Results (P4R)” payments against grant milestones.
- Monitor grant activity (pre and post award) and update grant trackers.
- Resolve in a timely manner internal and external issues/problems related to grants administration.
- Conduct training and capacity building, as needed, for grantees and those unfamiliar with USAID funding.
- Support, in coordination with the CATALYZE technical team, the design, development, implementation and program monitoring and evaluation of grant making and grant management policies, procedures, and practices and in the development of terms of reference for grant activity.
- Ensure proper application of ERF tools/forms for all investments.

Relationships
- Reports to the Director of Finance and Administration, Sahel Buy-In
- Works closely with Data Collection & Reporting Analyst, FF Manager, and FI Advisor to administer, track, and manage all P4R subcontracts by establishing and monitoring a Unified Pipeline and Sub-Award Management Database. Coordinates with the Grants & Procurement Manager, Burkina Faso.

Required Qualifications:

- A bachelor’s degree in relevant field; Business Administration or other related field is preferred relevant to the position requirements.
- At least 6 years of work experience in Grants/Contracts/Procurement on large-scale, donor-funded projects, preferable on a USAID-funded project.
- Track record in developing large budgets.
- Knowledge of and compliance to Federal Acquisition Regulations, USAID Acquisition Regulations, 22 CFR 22, and various types of Grants (ADS 303).
- Experience working with local organizations and implementing partners.
- Relevant computer software skills and familiarity with standard applications in MS Office.
- Proven ability to work closely with technical staff to develop subcontract and grant solicitations.
- Excellent skills in Microsoft Office, particularly advanced Excel.
- Excellent English language communication skills and fluency in French
- Familiarity with the inclusive finance, blended finance, and impact investing field a plus.
