Africa is a continent on the move, with a young population and a growing market of nearly 1.2bn people. We are committed to making the Africa regional teams into leading innovation hubs. Yet, these vast opportunities are tempered by persistent gaps in education, health, and skills, which have Africa only reaching forty percent of its estimated potential. Moreover, the COVID-19 crisis, conflict, food insecurity, population growth, and the disruptive forces of climate change threaten to curtail or even reverse the progress that has been made over the past decades.

The Human Development (HD) Africa East and West Regions
Human development is at the core of the World Bank’s strategy to improve people’s lives and support sustainable development. The Bank’s Human Development activities span education, health, nutrition and population, social protection, and labor. In recent years, the World Bank has been stepping up its support to African countries to empower girls and women and improve their access to quality sexual and reproductive, maternal and child health services, so as to enable girls and women to attain their full potential as citizens. Investing in girls and women empowerment is an essential and accepted strategy to accelerate Africa’s demographic transition and expand its human capital. It is also critical in the context of the COVID-19 pandemic. The current crisis is exacerbating existing gender inequalities, including through increased child marriages, interrupted education, teenage pregnancies, and disrupted access to family planning and sexual and reproductive health. The World Bank’s approach is multisectoral and is built on “4 E’s”: Empowering girls and women through Education, Employment, Enhanced access to sexual and reproductive healthcare, and an overall Enabling environment conducive to girls and women’s social and economic autonomy.


The Bank intends to scale up and increase the impact of its support to country units and clients by recruiting 13 girls and women’s empowerment fellows specialists to provide technical assistance closer to its clients in Africa. These specialists, hired at both young specialists and mid-career levels and to be based in different duty stations, will be part of a community of practice that fosters technical learning and exchanges, knowledge building and networking. This community will be supported by the WB’s Africa Human Development Women and Girls Empowerment Task Team, its Africa Gender Innovation Lab, the Global Financing Facility (GFF), and WB project teams, notably from the flagship Sahel Women Empowerment and Demographic Dividend (SWEDD) project.


This vacancy announcement is for a AFR Girls and Women Empowerment (M&E) Senior Fellow Specialist based in Dakar (or alternatively in Lomé or Abidjan) who will cover Girls and Women Empowerment activities as described below in several countries in the region. She/he will report the Health, Nutrition and Population Program Manager for AFR East/West, HAWH2.


SCOPE OF WORK

The Senior Girls and Women Empowerment (GWE) Fellow – M&E Specialist will:
M&E System Audit and Review
• Undertake consultations with technical partners (UNFPA in particular), the Project Coordination Units (PCUs), government teams, implementing agencies and other stakeholders involved in the implementation of selected WB projects with a multisectoral focus on WGE, especially the SWEDD project. The objective of the consultations is to review and report on the existing M&E systems, tools and activities (data collections) planned for the projects, identify improvements areas, and make recommendations for addressing gaps in the systems.
• Develop detailed and enhanced M&E plans, based on the results of consultations, to support the PCUs and the government teams in the development of monitoring systems and tools that ensure the continuous monitoring of the key project interventions outcomes, including indicators from the projects’ results framework.
• Lead the harmonization of M&E tools across the countries part of regional projects, including the SWEDD project. The objective of this task is to produce the much-needed evidence on the efficacy and cost-effectiveness of GWE interventions in the Africa region.
• In coordination with the other GWE fellowsspecialists, provide/facilitate need-based technical assistance to further enhance the SWEDD’s M&E Systems by doing the following:
o Review and update all data collection tools and procedures based on experiences of project team on what works or does not work. This may include survey tools and methodologies for pre-intervention baseline assessments as well as project targeting methodologies.
o Support project teams in designing and implementing surveys and M&E data collection, including questionnaire development, training teams members responsible for M&E data collection, data collection and transcription, etc.
o Ensure that the M&E databases are up to date and ensure data quality control.
o Support project teams in conducting data analysis and generating monthly, quarterly semi-annual and annual analysis reports as needed. This includes generating analysis reports to disseminate results of the projects as needed for the Ministries supervising the project activities, the World Bank, etc.
o Conduct continuous assessments of the adequacy of the M&E systems, tools and activities given project objectives, identify gaps and make recommendations for addressing these gaps.
o Facilitate learning sessions for project teams after implementation has started as needed. The main objectives of these learning sessions are to strengthen the understanding of the importance of M&E within projects, build the capacity of project teams for project monitoring; and facilitate peer learning of best practices.
• Contribute to advisory services and analytics with a focus on GWE to increase the evidence base both globally and nationally and provide technical assistance to project teams.
• Undertake other tasks as assigned / deemed necessary in discussion with the Health, Nutrition and Population Practice Manager for HAWH2.

Selection Criteria
• Masters, equivalent or higher degree in in relevant discipline, e.g. Economics, Statistics, Demography, Sociology or related Social Sciences.
• Minimum of 8 years’ experience in working in designing, managing and implementing M&E systems, (quantitative) data collection, analysis and reporting.
• Thorough knowledge of M&E principles, methods, and approaches.
• Detailed understanding of project cycle management processes.
• Experience developing results frameworks, indicators, and M&E plans.
• Experience designing and implementing surveys and developing qualitative and quantitative data collection tools with Kobo, Survey CTO, Survey Monkey or relevant mobile data collection platforms.
• Strong measurement, analytical, planning and organizational skills.
• Professional MS Office skills and experience in conducting statistical analysis of data, including use of statistical software such as Stata is preferred but not required. Familiarity with qualitative research methodologies and tools is a plus.
• Excellent understanding of international development issues, and WB strategic priorities, in particular in relation to SRHR, adolescent health, family planning and gender equality in health in Africa.
• Experience working in the Africa region on SRHR-related issues is necessary. Experience working with WB operations and/or with the GFF process is considered a plus.
• Experience in delivering training and capacity development for a range of stakeholders
• Willingness to travel frequently to other countries to engage with clients and partners in the field.
• Ability to foster collaboration within and between multi-cultural teams.
• Strong written and oral communication skills in both English and French required.
• Aptitude to navigate cultural sensitivities and demonstrated experience in engaging tactfully on sensitive topics as SRHR.
