External and Corporate Relations Vice-Presidency (ECR)
The mission of External and Corporate Relations (ECR) is to help deliver financial and political support for the World Bank Group, strengthen the Bank Group’s role as a global thought leader in development by enhancing and safeguarding its reputation, and supporting operational teams to achieve country outcomes. ECR manages corporate communications and global engagement with key stakeholders, including media, civil society, foundations, private sector, donor countries, and international organizations, as well as employee engagement. ECR also manages strategic communications for the World Bank’s Regions and Global Practices and leads the management of reputation risk.

Regional Context
The World Bank Central and West Africa Region, comprised of approximately 1139 staff mostly based in about 22 country offices, is committed to helping African countries to realize their considerable development potential and become more competitive in the global economy by focusing on the following priorities:

• Creating Jobs and Transforming Economies: We are working with countries across Africa to stimulate job creation and economic transformation by leveraging all sources of finance, expertise, and solutions to promote investment.
• Building up the digital economy: We are supporting Africa’s vision to ensure that every African individual, business, and government is connected by 2030.
• Institutions more Efficient and Accountable: Our support is helping governments strengthen public policy processes, manage resources effectively, and reinforce fair and reliable delivery of public services.
• Investing in People: We are at the forefront of helping African countries accelerate human capital gains and empower women by improving their access to education and skills acquisition, sexual and reproductive health services, and employment opportunities.
• Supporting Climate Change Mitigation and Adaption: In the face of increasing climate-related risks, we are working with African countries to advance efforts to adopt renewable energy, climate-smart agriculture, and green infrastructure.
• Addressing the Drivers of Fragility, Conflict, and Violence: Given the cross-border nature of conflicts in Africa, we are employing an approach that simultaneously focuses on the drivers of fragility while also supporting well-targeted regional initiatives to create opportunities for peace and shared prosperity.
• Building Partnerships and Working across the African Continent: We are scaling up our work on regional integration, taking a holistic view of the continent that covers both North and Sub-Saharan Africa.

Country Context
Senegal is one of West Africa’s key economic hubs, strategically located on the Atlantic Ocean at the westernmost point of Africa. It has a population of around 16.7 million people, a quarter of whom are concentrated in Dakar and up to half in other urban areas. The economy currently gains most of its foreign exchange from groundnuts, fisheries, phosphates, tourism, and services. Senegal is also a hub for regional banking, shipping, and transportation. Over 2016-2019, Senegal’s average real Gross Domestic Product (GDP) growth reached 6.1 percent, outperforming the West African Economic and Monetary Union by 0.7 percentage points (p.p.) and the Sub-Saharan Africa average by 3.3 pp. However, the COVID-19 outbreak has halted years of strong economic performance.

The FY20-24 Country Partnership Framework (CPF) for Senegal focuses on three main areas: Building human capital to enhance productivity and ignite the demographic dividend; Boosting competitiveness and job creation through private sector-led growth; Increasing resilience and sustainability in the context of growing risks; and incorporates three cross-cutting themes: Pushing the boundaries of digital use to support Senegal’s leapfrogging; Fostering improved female agency and reducing the gender gap; and mitigating the effects of climate change.
Against this backdrop, the External Communications Africa West and Central (ECRAW) team is seeking to engage an Extended Term Consultant to carry out the duties outlined below.

External Communications Africa West and Central (ECRAW)
ECRAW employs an extended team of professionals in World Bank Headquarters and across country offices, including Senegal, to support the overarching goal of advancing inclusive growth in Western and Central Africa. ECRAW uses the full array of communications tools and methodologies to build awareness and understanding and to mobilize support for development goals. Work programs cover dissemination through traditional and online media, relationship building, analysis of political and project risks, and design of programs to manage those risks. A strategic renewal within ECRAW emphasizes closer alignment with operations in the region, and coordination with the World Bank’s External Affairs network, to ensure its services are critical to regional and corporate priorities, and that they employ state-of-the art communications tools to disseminate information, build understanding, and connect the World Bank to a variety of actors involved in poverty reduction and development.
Recognizing that Africa’s economic and social context is rapidly changing, and that communications technologies have revolutionized the ways that information travels, ECRAW is building a team of dynamic and innovative professionals prepared to use traditional and digital tools, including social media and multi-media production, to shape the debate on development priorities and trade-offs.

Responsibilities:
• Within the regional communications strategy framework and overall objectives, the incumbent will be responsible for:
• Planning, designing, executing, and monitoring and evaluating the impact of sometimes complex communications strategies, activities, and campaigns about the Bank's work in Senegal.
• Contributing to the broader strategy development with regard to the team’s overall work program.
• Determining the types of information and communications activities that are best suited to address issues or problems and identifying relevant information sources.
• Writing and/or overseeing the preparation, production and dissemination of both routine and complex outreach products that promote the strategic and timely flow of information and key messages about the Bank, its policies, and operations to key internal and external audiences.
• Writing and editing communications materials including news releases, op-eds/articles, speeches, talking points, Q&As and other briefing materials, as well as producing multimedia materials for regional and global dissemination through web, broadcast and other outlets.
• Monitoring and analyzing current events and press opinion with a view to risk management.
• Advising the Unit Manager and other relevant Bank staff and clients on trends, news developments, or changing/unexpected circumstances that may impact the Bank and its work and helping to determine appropriate strategic responses to address them.
• Planning, coordinating, scheduling and logistics, often across multiple teams, for press briefings, major conferences, and seminars, public or broadcast appearances, and other communications-related activities sponsored by the Bank. May assign work and provide guidance to others charged with developing various communications products for specific campaigns.
• Providing communications support and advice to the region, including developing a communication strategy for the team, coordinating events, managing flagship launches and identifying outreach opportunities.

Selection Criteria

• Thorough knowledge of and practical experience in full range of communications approaches, tools and methodologies essential to planning, executing, and monitoring communications strategies – e.g., campaign management, media operations, social marketing, opinion research, audience outreach, message targeting, and so on. Ability to plan and successfully implement a comprehensive communications program in support of defined objectives.
• In-depth knowledge of Senegal social, political and development issues with strong current knowledge of key constituencies, their operations, policies, practices and priorities, particularly as they relate to and work with the Bank.
• Well established network of contacts in both media (global and regional) and among other key constituencies in the region.
• Good understanding of the Bank, its policies and operations; up-to-date knowledge of current development topics and issues in the region, and ability to identify communications-related risks and opportunities in an international environment.
• Proven planning and organizational skills. Strong conceptual and research/analytical skills, with the ability to think strategically and rapidly analyze and integrate diverse information from varied sources into conclusions and recommendations.
• Exceptional ability to write and edit in both English and French for a wide range of communication products as well as for the web, with experience conveying complex ideas in a clear, direct and lively, (non-academic) style.
• Effective interpersonal skills; proven experience in working as both a leader and a member of team.
• Demonstrated political awareness and ability to diplomatically handle sensitive situations with target audiences and to otherwise cultivate effective, productive client relationships/partnerships and ability to work effectively with internal/external partners in a multicultural environment.
• Minimum Years of Relevant Experience: MA degree and a minimum of 5 years' relevant experience in one or more professional disciplines, or a bachelor's and 10 years of experience.
• Excellent oral and written communication and presentational skills. Spoken and written fluency required in English and French.
