Organizational Context
The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian organization, with a network of 191-member National Societies. The overall aim of IFRC is “to inspire, encourage, facilitate, and promote at all times all forms of humanitarian activities by National Societies with a view to preventing and alleviating human suffering and thereby contributing to the maintenance and promotion of human dignity and peace in the world.” IFRC works to meet the needs and improve the lives of vulnerable people before, during and after disasters, health emergencies and other crises.
IFRC is part of the International Red Cross and Red Crescent Movement (Movement), together with its member National Societies and the International Committee of the Red Cross (ICRC). The work of IFRC is guided by the following fundamental principles: humanity, impartiality, neutrality, independence, voluntary service, unity, and universality.
The IFRC is led by its Secretary General, and has its Headquarters in Geneva, Switzerland. The Headquarters are organized into four main Divisions: (i) National Society Development and Coordination, (ii) Humanitarian Diplomacy and Digitalization, (iii) Legal, Governance Support and Accountability and (iv) People and Strategy.
IFRC has five regional offices in Africa, Asia Pacific, Middle East and North Africa, Europe, and the Americas. IFRC also has country cluster delegation and country delegations throughout the world. Together, the Geneva Headquarters and the field structure (regional, cluster and country) comprise the IFRC Secretariat.
The role of the IFRC Country Cluster Delegation in Dakar is to ensure that IFRC Secretariat services are provided efficiently to the member National Societies of Senegal, Mauritania, Cape Verde, and The Gambia. This includes membership services, diplomacy and advocacy, coordination and support to emergency response and long-term programming.
Addressing the humanitarian needs of migrants and displaced people—people on the move—is part of this mandate and one of five global strategic priorities for the IFRC, as reflected in Strategy 2030. The IFRC has a long-standing commitment and experience in providing humanitarian assistance and protection to people in need, including during crises that involve population movements both within countries and across borders. IFRC’s approach to supporting people on the move prioritizes the most in need and the most vulnerable, regardless of who they are, what they believe in, or their status under legal and policy categories. This is aligned with IFRC’s fundamental principles of humanity, impartiality, neutrality, and independence.
IFRC is seeking to strengthen its migration and displacement programs in the Sahel region, particularly in Senegal and Mauritania. This position involves collaboration with National Red Cross Societies, the European Union, governments, and other stakeholders to ensure the dignity, security, and well-being of migrants and displaced persons. This position will support the design and implantation of a comprehensive operational framework aligned with IFRC’s strategic objectives and available funding.
Job Purpose
Reporting to the IFRC Head of Delegation, and with a technical line to the Regional Migration and Displacement Coordinator, the Migration Programme Delegate will be responsible for overseeing, coordinating, and ensuring the effective implementation of the European Union (EU) programme and the Partenariat Opérationnel Conjoint (POC) programme in Mauritania and Senegal. The Delegate will play a critical role in strengthening programmatic coherence, fostering partnerships, and aligning activities with IFRC’s humanitarian principles, strategies, and policies.
In this capacity, the Delegate will:
• Provide strategic leadership in managing the EU and POC programs, ensuring their successful implementation in line with IFRC’s Route-Based Programme and regional emergency operations.
• Enhance coordination efforts by working closely with the EU, POC, National Societies of Senegal and Mauritania, humanitarian organizations, and institutional actors to facilitate effective collaboration and information sharing.
• Offer technical support and capacity building to National Societies, strengthening their ability to respond to migration and displacement challenges effectively.
• Lead monitoring, evaluation, and reporting processes to ensure accountability, impact assessment, and continuous improvement of program interventions.
• Advocate for resource mobilization by engaging donors, partners, and key stakeholders to secure funding and sustain program activities.
• Promote cross-border cooperation and interagency collaboration, ensuring that migration and displacement responses are well-coordinated, sustainable, and impactful.
• Furthermore, the Delegate will play a key role in reinforcing IFRC’s regional migration strategy, ensuring that interventions address emerging humanitarian needs while contributing to humanitarian assistance, resilience and protection for migrants and displaced populations. By strengthening IFRC’s collective capacity and fostering a network-driven approach, the Migration Program Delegate will help advance sustainable solutions to migration and displacement challenges in Senegal and Mauritania.
Job Duties and Responsibilities
The Delegate Migration Programme role will work closely with key local, regional, and global stakeholders to ensure the successful implementation and coordination of the two programs in Senegal and Mauritania. This includes engaging in regular consultation and strategic coordination with relevant managers and technical leads within the IFRC Regional Office and the Country Cluster Delegation in Dakar. The Migration Programme Delegate will foster strong partnerships with local and national actors, as well as regional and international organizations, ensuring alignment with both IFRC’s humanitarian strategies and the specific needs of the target populations in Mauritania and Senegal.
In addition, the Delegate will collaborate with various technical teams across the IFRC network, providing expertise and guidance on migration and displacement issues while ensuring that best practices and innovative solutions are integrated into program activities. This collaborative approach will support the effective delivery of programs, promote cross-functional learning, and enhance the overall impact of migration and displacement interventions.
The Delegate’s specific duties are:
Coordination and Operational Management
• Ensure the effective implementation of operational activities related to the reception and assistance of migrants in referral centers.
• Coordinate interactions between IFRC, the Mauritanian Red Crescent (CRM), Senegalese RC (CRS), local authorities, IOM, UNHCR, and other humanitarian partners.
• Monitor commitments and operational outcomes with center supervisors and field volunteers.
• Establish monitoring and reporting mechanisms to ensure transparency and effectiveness of interventions.
Capacity Building and Management
• Oversee recruitments at country level, training, and supervision of field teams, including center supervisors and volunteers.
• Develop and implement management protocols and tools to enhance the humanitarian response.
• Strengthen CRM and CRS’s capacity and activities in the transit centers in the Senegal and Mauritania and providing humanitarian assistance to migrants.
Budget Monitoring and Reporting
• Ensure rigorous financial management of funds allocated to operations, in collaboration with the CRM and CRS Administrative Coordinator and financial partners.
• Prepare regular reports on activity progress and operational needs for donors and partners.
• Track performance indicators and propose strategic adjustments as necessary.
Advocacy and Humanitarian Diplomacy
• Represent IFRC in coordination meetings with EU, POC, local institutions, UN agencies, and partner NGOs.
• Participate in strategic discussions on migration management in the Sahel region and define appropriate humanitarian policies.
• Ensure that interventions comply with humanitarian principles and international commitments.
Education
Required
Relevant university degree in political or social sciences, international law, international relations, human rights or equivalent
Preferred
Advanced (master’s level) degree in political or social sciences, international law, international relations, human rights or equivalent
Experience
Required
• 5 years of experience working on migration and displacement issues
• Good knowledge and relevant work experience in the regional context
• Experience coordinating projects or activities on migration and displacement
• Experience in project management cycle (proposal writing, log frames, financial management, monitoring, reporting, evaluation)
