Under UNICEF West and Central Africa's (WCA) Regional Office Management Plan (ROMP) 2022-2025, and in alignment to the Sustainable Development Goals, robust data and evidence generation are among the core accelerating strategies to achieve Key Results for Children. Specifically, WCA regional office, under the coordination of the ICT4D team, is implementing a multi-sectoral, multi-country initiative called “Reach the Unreached” to deploy innovative solutions based on frontier data technologies and actionable GIS and data visualization products and generate GIS and Business Intelligence assets (e.g., maps and dashboards) supporting datasets that can be used to identify and serve unreached children in key countries of West and Central Africa. This consultancy is designed with the purpose of strategically supporting the RO “Reach the Unreached” cross-sectoral team to meet urgent demands on data visualization technologies (with a focus on Business Intelligence technologies like PowerBI) and contributing to the definition and solution of programmatic problem statements. Furthermore, the incumbent, through the design, production, review, and development of new, rigorous, data visualization products, will work towards facilitating an easier and more collaborative approach to multi-sectoral programming and contributing to the RO common agenda.

How can you make a difference?

The consultant will assume technical expertise and operational responsibilities including the following:

Data visualization support to the Planning, Monitoring, Data and Research team, including the CRC Knowledge Bank and other interactive products.
Maintenance and support of the regional dashboards, including the KRC dashboard.
Support cross KRC collaboration on Data across programme sections.
Health Data and PowerBI support for new and existing initiatives such as “Reach the Unreached” (KRC 1 and 7) among others.
Provide specialized data analytics and visualization support to deploy, pilot, and scale an Early Warning System for DRC. This integrated preparedness and response system is composed of a Community Engagement System, a Community Mobility System and a Community Knowledge System.

Quality Assurance on analytics and data visualization best practices to ensure effectiveness of the maps and dashboards created as part of the initiative.

Data Visualization support to COs for the Reach the Unreached initiative in Nigeria and Cameroon
Provision of specific data visualization expertise to participating offices to assure usability of maps and dashboards
Deliverable 3

Data Visualization support to COs for the Reach the Unreached initiative in Chad and Côte d'Ivoire
Provision of specific data visualization expertise to participating offices to assure usability of maps and dashboards
Deliverable 4

Data Visualization support to COs for the Reach the Unreached initiative in Mali and Guinea
Provision of specific data visualization expertise to participating offices to assure usability of maps and dashboards
Deliverable 5

Data visualization support to the Planning, Monitoring, Data and Research (PMDR) team
Provide specialized Data Visualization support to the PMDR team, including finalization and maintenance of the CRC Knowledge Bank, and other interactive dashboards that will be required

Maintenance and support of new and existing dashboards
Provide technical assistance to KRC Leads and RO teams in case of issues on access, maintenance, and updates of the KRC Dashboard, the CRC Dashboard, and other interactive products

Knowledge management and documentation of new and existing dashboards
Develop new end-user guides for new dashboards. Update existing end-user guides for existing dashboards
Deliverable 8

Provision of PowerBI and Data Visualization support to RO and COs on new and existing dashboards
Provide specialized Data Visualization support to RO sections and CO teams, including on the design, implementation, and maintenance of PowerBI products. Support cross-sectoral teams in the RO with analysis and visualization of key datasets
Deliverable 9

Data Support for an Early Warning System for DRC
Human-Centered Design of the data visualization products to ensure effectiveness of the system.
Provision of specific data visualization expertise to support, co-design and assure quality of automated data pipelines and dashboards
To qualify as an advocate for every child you will have…

Bachelor's degree in computer science with a major in web applications development
Have no immediate relatives (e.g. father, mother, brother, sister) working in any UNICEF office; and
Have no other relatives in the line of authority which the consultant will report to.
Demonstrable hands-on experience designing, maintaining, automating, embedding, and documenting dashboards using the state-of-the-art data visualization technologies (e.g., PowerBI, Tableau).
Demonstrable advanced skills in PowerBI specifically (including coding in DAX).
Experience in advising teams and business owners in Data Visualization best practices.
Fluency in English or French is required

Costs for each deliverable and total all-inclusive (lump sum) fees for the whole assignment

At the time the contract is awarded, the selected candidate must have in place current health insurance coverage.
Payment of professional fees will be based on submission of agreed satisfactory deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
