Background
The Gender, Climate Change and Nutrition Integration (GCAN) Initiative, with support from USAID, works with USAID headquarters, field missions, and partners to enhance understanding of the linkages between climate, gender, and nutrition for increased resilience, women’s empowerment and improved nutrition.
A new study in Senegal will 1) assess the potential for goat production and the value chains for goats and goat products to support women’s empowerment, climate resilience and improved nutrition in relation to other animal source foods, and 2) identify entry points for further strengthening these three outcomes along the entire value chain while minimizing environmental, health, and social inequalities.
The study will, in particular, identify opportunities for women along the goat value chain in order to strengthen the nutrition outcomes, given that women play an important role in sourcing food for household consumption and making decisions about child feeding.
Moreover, it is important to understand the actual and potential role of women in the production, processing, and marketing of goats and goat products to ensure that women also participate in and benefit from the goat value chain.
Important questions relate to understanding women’s roles in producing goat products (including milk and meat) and the opportunities and barriers for women to participate in and benefit from other stages of the value chain such as marketing milk and meat products.
The aim of this paper is to identify entry and exit points for increasing net nutrition, women’s empowerment, and climate resilience along the goat value chains in Senegal.

Methods
This study will review documents and analyze existing data and literature on consumption of livestock products, including goat products, climate risks to nutrition through the value chains for key animal source foods, and gender roles in livestock production and consumption choices.
Based on this formative research, the consultant will assess the potential for improvements along the goat value chain to increase climate resilience, improve nutrition and contribute to women’s empowerment in Senegal.
With the information obtained from the literature and existing data sources the study will map the gendered Senegalese goat value chain and identify the role of goats for climate resilience, women’s empowerment and nutrition.
The second activity includes implementation of a series of qualitative Focus Group Discussions with men and women farmers that own goats as well as goat herders hired to manage goat herds. Including both goat owners and herders will ensure that issues related to sustainable pastureland management will be considered in addition to other issues related to production, input supply chains, and output markets.
Key Informant Interviews (KIIs) will also be carried out with other actors involved in the goat value chain, including vendors and consumers in urban and peri-urban areas, to examine issues related to gender, health and nutrition risks that arise during the storage, processing, marketing/retail and consumption nodes of the value chain. Additional KIIs will be conducted with representatives of the Ministry of Agriculture, extension services, goat breeders, health agencies, financial institutions and other funding sources, and other key stakeholders. All of these data collection efforts will shed light on the constraints and opportunities to improve the nutrition, women’s empowerment, and climate resilience along the goat value chain. Focus groups and interviews will explore alternative options (practices and investments) to strengthen the goat value chain, such as good veterinary care practices and investments, changes in feeding and grazing practices, production and marketing information platforms and investments, food handling and safety practices, consumer awareness, and training of extension agents and other experts on goats.
The focus groups and interviews will be audio-recorded and transcribed verbatim. The interview transcripts will subsequently be open-coded and organized into key themes.
Several sites representing the diversity of the configuration of the goat sector will be selected to carry out this research.
First, FGDs with producers and herders would be carried out in a purposefully selected livestock producing area based on suggestions by the USAID Mission and other experts. One possibility would be the pastoral area close to Dahra given its proximity to the largest cattle market in the country and its agroecological conditions and exposure to climate risks.
Second a mixed crop-livestock area would be selected to understand the role of goat production in this agricultural system through FGDs. One option would be the groundnut producing area around Fatick, Niakhar, an area exposed to increasing frequency of drought, declining rainfall and livestock production is becoming more important for rural livelihoods and NGOs have intervened in the area to improve the goat value chain (milk and cheese production) for women.
Third, KIIs will be carried out with policymakers and other stakeholders in Dakar. Interviews with traders, vendors, and consumers in urban and peri-urban areas would also be conducted to understand gender, food safety and health risks in later stages of the value chain. These interviews could take place in and around Dakar and/or in regional markets located near the pastoral and mixed crop-livestock areas where FGDs are conducted.

Proposed Deliverables
• Summary of Senegalese literature on the topic of climate, gender and nutrition in relation to goats.
• A report on Focus Group Discussions (FGDs) and Key Informant Interviews (KIIs) from the qualitative fieldwork
• Recommendations for strengthening the goat value chain in Senegal

Qualifications:
• Fluency in French and English
• A track record of fieldwork in rural areas of Senegal
• Experience with qualitative fieldwork, including KIIs and FGDs
