.
Context:
Under the overall supervision of the Chief of Mission (COM) and the direct supervision of the
Resources Management Officer (RMO), and in collaboration with relevant units at Headquarters
and the Administrative Centres; the successful candidate will be responsible and accountable
for coordinating, implementing and supporting the human resources and administrative
functions of the Mission and its sub-offices.
Core Functions / Responsibilities:
1. Review and monitor the Human Resources Management function in the CO, in accordance
with the Organization’s policies, procedures and practices and in light of project activities; Assist
the RMO in maintaining appropriate internal controls and effective administrative procedures in
the application of IOM’s Human Resources policies, rules and regulations.
2. Coordinate the recruitment process in close coordination with the RMO; provide support to
the mission in fulfilling the appropriate staff vacancy needs and ensuring relevant recruitment
procedures are effectively and swiftly applied and selected new staff are sufficiently briefed and
able to assume functions at the mission in a timely fashion.
3. Assist with the recruitment and administration of sub-contracted personnel and determining
the applicability of entitlements.
Maintain an effective working relationship with the Personnel
Service Provider and monitor the quality of its services.
4. Supervise the maintenance of personnel files and attendance records of international and
national staff and sub-contracted personnel in the mission.
5. Provide verbal and written explanations to line managers on the recruitment processes for
locally recruited personnel, staffing and other personnel issues, including leave entitlements and
planning.
As required, support recruitment of international personnel.
6. Maintain and update the Mission’s Human Resources database in IOM’s SAP system
(PRISM HR), to ensure information is accurate and up to date.
7. Evaluate the mission’s staff training and development needs and suggest possible
improvement areas in collaboration with HRM/Staff Development and Learning (SDL). Ensure
timely and regular implementation of the Mission’s Staff Evaluation System (SES) in line with
the organization’s deadlines.
8. Monitor the contractual situation and the administration of entitlements of local staff including
step increase, family allowances as well as requests for promotions, recruitment and
separations.
9. Prepare the monthly payroll for national staff and ensure its accuracy and timeliness before
submitting to the RMO for review and validation.
10. Ensure regular updating of the Mission’s organigram/staffing table and contact lists,
including those of sub-offices.
11. Coordinate with Regional Office (RO), Panama Administrative Centre (PAC), Manila
Administrative Center (MAC) and Headquarters (HQ) on issues related to the benefits and
entitlements of International and national staff.
12. Assist the RMO in the preparation of administrative reports as well as reports pertaining to
the personnel administration of international and national staff.
13. Report regularly on the progress of HR activities and inform the RMO and Chief of Missionof problems, suggesting resolution or improvements as needed.
14. Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education
• Master’s degree in Human Resources, Public Administration or Business Administration or a related field from an accredited academic institution with two years of relevant professional experience;
• University degree in the above fields with four years of relevant professional experience.
Experience
• Experience in Administration and Human Resources Management;
• International HR experience in other mission/other countries is an added advantage.
Skills
• Familiarity with UN common system or similar system;
• Knowledge of staff rules and regulation, staff entitlements and benefits recruitment and
selection practices and training programme;
• Ability to prepare clear and concise reports and coordinate human resources and
administrative activities;
• High level of computer literacy, Good knowledge of MS Office specifically Excel, Knowledge of SAP a distinct advantage;
• Effectively applies technical Human Resources best practices to the requirements of IOM to facilitate the achievement of strategic objectives;
• Effectively applies knowledge of relevant Human Resources theories and practices, and
recognizes their application within existing IOM Processes;
• Delivers Human Resources solution customized to the need of IOM.
Languages
IOM’s official languages are English, French, and Spanish.
For this position, fluency in English and French is required (oral and written). Working
knowledge of Spanish is an advantage.
Proficiency of language(s) required will be specifically evaluated during the selection process,
which may include written and/or oral assessments.
