Hellen Keller International

Hellen Keller is hiring a Regional Vitamin A Supplementation (VAS) Program Officer.

We combat the causes and consequences of blindness, poor health and malnutrition with more than 120 programs in 20 African and Asian countries, as well as in the United States.

Program overview
When delivered twice a year to at least 80% of children aged 6 to 59 months in countries with high under five mortality and high rates of vitamin A deficiency, Vitamin A supplementation (VAS) can contribute to a reduction of U5M by up to 24%.
VAS is delivered to children twice a year through multiple delivery mechanisms. Some countries are organizing mass distribution campaigns where teams of distributors visit every household to give the vitamin A to children. Others have integrated VAS into their facility based delivery systems alongside routine immunization or growth monitoring.
A third group of countries are using a hybrid system between campaigns and facility based delivery.
Finally, some countries are transitioning from one approach to another.
Helen Keller International has been providing support on VAS delivery to Ministries of Health in 13 countries of Sub Saharan Africa for several decades and is currently supporting distribution of more than 30 million VAS capsules per year.

Scope of Position
The position of Regional VAS Program Officer (RVPO) consists in providing technical support to VAS programmes in four out of the following eight countries in which Helen Keller International VAS programmes are being implemented: Burkina Faso, Cameroon, Cote d’Ivoire, Guinea, Mali, Niger, Democratic Republic of Congo and Senegal.
The RVPO will report to Helen Keller International’s Regional VAS Technical Coordinator.
The position requires at least 30% travel within the allocated countries.
The position can be located in one of the 8 countries where VAS programs are implemented.
One travel per semester for coordination meeting in Nairobi is required.

The key objectives of the VAS program are:
• Reach at least 80% coverage of VAS through a combination of bi-annual campaigns and implementation of high-quality and cost-effective Vitamin A supplementation services in targeted countries;
• Develop ownership of VAS within the national health system of targeted countries.

The key objectives of the RVPO position are:
• Provide technical support to VAS teams in country offices to ensure adequate use of resources and quality implementation of VAS activities;
• Provide technical support in the design and implementation on more sustainable strategies for Vitamin A Supplementation;
• Provide support for national and regional coordination.

Specific Responsibilities
For each of the four supported countries, the RVPO will:
• Provide technical support to VAS teams in country offices to ensure adequate use of resources and quality implementation of VAS activities;
• Provide support and guidance to country offices for the design of a Gantt chart and of a national budget;
• Support implementation of 2 campaigns per year as per checklists
• Support implementation of all activities in the field;
• Follow up on activities and provide solutions as they arise;
• Develop a good communication and coordination system between regional office (RO) and the country offices (CO);
• Support the implementation of activities according to the established timeline;
• Provide support to VAS teams in country to design the budget in line with program priorities and target population;
• Participate on the regular monitoring of CO Budgets;
• Support CO teams to reach minimum standards of quality and fulfils the requirements of the VAS grants;
• Support implementation and monitoring and evaluation of programs;
• Participate in annual donor reporting by coordinating data collection from supported countries.
• Identify CO needs for technical support and organise for the provision of this support through all relevant means.
• Provide technical support in the design and implementation on more sustainable strategies for Vitamin A Supplementation
• Support Identification and implementation of new sustainable strategies for VAS adapted to the context of each country;
• Stimulate the design and conduction of pilots at country level
• Provide support for national and regional coordination
• Identify topics to be discussed during regional workshop between supported countries and support organization of 1 regional workshop between the supported countries;
• Whenever in country, ensure coordination with GAVA partners and relevant ministries to promote VAS coordination
• Support coordination within regional offices and between countries and between countries and regional offices.

• Masters level degree in Public Health, Health policy and Planning / Program Management. At least 5 years’ experience in Public Health and public health nutrition area and project management
Experience working with Vitamin A supplementation interventions is a plus. Experience working in an emergency response setting and strategy development and review is desirable
• Skills in capacity building, communication, and knowledge transfer, which are key elements of HKI-supported programs and projects;
• Good knowledge of child health issues, nutrition, immunization and health awareness;
• Excellent writing and communication skills, master basic computer software (MS Word, MS Excel, MS Outlook, PowerPoint), and be comfortable using the Internet;
• Excellent level of French and a good level of English (read, spoken, written)
