Overview of position
CTG is looking to hire for multiple positions stated below for our upcoming projects with our clients in country, the different TOR's for these roles are stated below.
Role objectives
1. Mental Health And Psycho-Social Support

General description of duties:
Under the overall supervision of the requesting UN agency’s CO Representative/OIC, the
incumbent is tasked with providing psycho-social services to the affected population, as well as the UN agency’s personnel involved in relief operations.
The incumbent will assist in the
coordination of response within the requesting UN agency and with external agencies such as UN, international NGOs, local NGOs and CBOs.

Major duties and responsibilities:
• Contribute to the development and/or introduction of new approaches, methods and practices in project management and evaluation for addressing psychosocial needs of the affected populations.
• Review the existing psychosocial programs being implemented to support affected populations and advise the UN agency’s CO office on designing appropriate programmes.
• Identify strengths, weaknesses and gaps in the implementation of programmes through a systematic review involving key partners. Ensure the review includes affected and vulnerable groups.
• Provide support to NGOs participating in relief operations.
• Participate in coordination meetings to identify gaps and address psycho social needs of the affected populations.
• Liaise with the youth networks and women’s groups and other community based organizations.
• Participate in inter-sectoral collaboration with other programme colleagues.
• Participating to Mental Health coordination meetings
• Undertake field visits to monitor programmes, and if considered appropriate, conduct missions to offer services to the office colleagues and/or on psychosocial programme interventions being planned.
• Carry out and conduct psycho-social and mental health rapid needs and in-depth assessment of the affected population and to the requesting UN agency and other UN personnel
• Provide technical advice and assistance to partners in the planning, implementation, monitoring and evaluation of programme/project(s).
• Review the capacity of implementing organizations (UN agencies, Government Ministries, International organizations, National organizations, Community based organizations and other relevant players).

Qualifications/Experience/Skills:
• The incumbent must have demonstrable qualifications and experience in the following areas
• Advanced University degree in social sciences with specialized training in psychology or other related fields.
• At least five years’ experience in psychosocial programming and coordination at national and international level. Understanding of humanitarian paradigms relevant to Haiti and the sub-region.
• Experience of or familiarity in a humanitarian setting a major asset.
• Excellent interpersonal communication, negotiation and diplomatic skills.
• Able to communicate and work closely with a wide variety of people including senior officials within a multicultural environment.
• Experience in training and coordination of training activities.
• Experience in project management abroad is an asset.
• Ability to coordinate various key stakeholders working in humanitarian settings, i.e. coordination skills is quite important.
• Ability to manage information related to psychosocial and mental health.
• Ability to mobilize resources for psychosocial support and mental health.
• Ability to provide counseling to UN personnel.

2. Reproductive Health (RH)/HIV&AIDS Programming

General description of duties:
• Under the overall supervision of the UN agency’s CO Representative/OIC, and under the
framework of the Minimum Initial Services Package (MISP) and the IASC Guidelines on HIV in emergency settings, the incumbent helps promote reproductive health and integration of
HIV/AIDS programming and RH services in crises and post crisis situations. The incumbent also facilitates the procurement and delivery of emergency medical supplies and equipment, orients on RH/HIV&AIDS related issues and assists in establishing partnerships with other humanitarian stakeholders, NGOs, donors and government counterparts. When the situation stabilizes, the incumbent guides on the establishment of comprehensive RH and HIV services.
Programme Development and Implementation
• Adapt rapid needs assessment tools.
• Conduct rapid field assessment of the RH/HIV needs of the emergency-affected population and implement the MISP (Minimum Initial Service Package) and other services offered to women and men of reproductive age, including adolescents.
• Oversee (with the logistics or procurement officer if he/she is in CO) the rational procurement of emergency RH kits and other commodities (including dignity kits) and monitor their distribution and utilization by the end-point user.
• Initiate and coordinate training sessions on reproductive health in emergencies (for health care providers, community services officers, security personnel, refugee/IDP population, host population, etc.)
• Orient the requesting UN agency’s CO personnel, Implementing Partners, and both regional and national authorities in planning and implementing RH/HIV and AIDS programmes.
• Explore opportunities and entry points for UN agency’sto design RH/HIV interventions for specific at-risk/vulnerable groups affected by a crisis, e.g.: uniformed personnel (army, police and peace keepers), sex workers, ex-combatants, women associated with armed forces, displaced, persons with disabilities, etc.
• Assist in developing/adapting protocols for selected areas in programme coordination (such as syndromic case management of sexually transmitted infections (STIs), referral for emergency obstetric care, medical response to survivors of sexual violence, counselling and family planning services, etc.)
• Assist in designing initiatives targeting needs of adolescents related to RH/HIV and AIDS.

Partnership:
• Ensure that RH needs are addressed within the Health cluster (if cluster approach is applied in the emergency context) and within OCHA Situation Reports.
• Maintain working relationships and share relevant information with the UN Joint Team on HIV and other partners working in the area of RH/HIV&AIDS.
• In close collaboration with the UN Agencies and other partners, assist the CO in preparing for reintegration of IDPs/returnees.
• Liaise with UN Agencies and other actors to provide RH services and commodities (i.e. male and female condoms under the existing UN partnership) for IDP, refugee populations.
• Establish linkages between existing RH and GBV programmes and ensure integration of HIV prevention aspects.

Monitoring and Evaluation:
• Monitor RH/HIV&AIDS assistance provided by the UN agency through implementing partners to crisis affected populations, in particular IDPs/returnees, and ensure adequate RH/HIV&AIDS requirements are being met.
• Conduct monitoring visits, if requested.
• Maintain a database on RH commodities and supplies dignity kits and share information with coordinating agencies and MoH as needed.
• Prepare regular progress reports and document lessons learned and challenges and share with the UN agency’s regional offices, UN agency’s Humanitarian Response Branch, SROs, and other units as may be necessary.

Qualifications/Experience/Skills:
• The incumbent must have demonstrable qualifications and experience in the following areas
• Advanced university degree in medicine, Public Health, or relevant Social Sciences.
• Relevant experience on RH/HIV&AIDS program development and management and preferably in an emergency context (eg: implementation of the MISP).
• Field experience in complex emergencies, including humanitarian emergency response.
• Ability to develop and coordinate RH/HIV&AIDS and /programs that target refugees, IDPs/returnees and their host communities.
Project reporting

These roles report to their immediate supervisors.
