The opportunity
Reporting to the Country Program Coordinator, the role will be responsible for developing strategies, policies and engagements that promote regional integration for the Foundation’s programs in WAEMU. This role leads all aspects of planning and execution of activities related to Cluster Integration work, to promote agriculture across the value chain, including agricultural production, processing, trade, policies, finance, investment, and resilience in the WAEMU Cluster. The incumbent focuses on addressing agricultural issues that are best solved through regional engagements including building common infrastructure that supports the overcoming of barriers that impede the flow of goods, services, capital, people and ideas.

Ways you can contribute
• Develop Integration strategies aimed at strengthening cluster: market systems and access, policy and regulatory environment, technologies and their scaling, and resilience
• Lead the implementation and monitoring of the cluster Integration strategy in close collaboration with internal and external stakeholders.
• Identify and collate data and information on WAEMU Integration programs and processes to inform the cluster team strategy development and implementation. Information includes but not limited to trade, customs, standards, industry, investment, fiscal monetary and competition.
• Identify Country Integration opportunities at strategic, operational and policy levels, and develop viable and innovative technical solutions to address them.
• Cultivate strategic relationships with cluster external stakeholders and contribute to building engagements in line with Senegal country strategy and priorities.
• Design, modify and implement national and cluster integration policies, laws and regulations to address opportunities and achieve better outcomes.
• Lead cluster Integration policy dialogue and advocacy work and build associated work programs.
• Analyze issues related to integration policy, recommend, and advise on technical discussions so that necessary reforms are advocated for and implemented.
• Lead the preparation of the cluster integration papers, coordinating and providing expert support to Country Leads as required.
• Provide recommendations on a broad range of cluster integration policy and implementation issues to further the Foundation’s interests and policy.
• Provide Integration advisory services and technical assistance to strengthen capacity, inform plans, projects, and action plans.
• Share external cluster knowledge that support Country strategy and programs.
• Lead the mainstreaming of Integration into country programs and projects, ensuring that they effectively embed cross-cutting cluster dimensions and priorities.
• Coordinate training and other capacity building activities to build understanding and encourage information sharing.
• Support Country Leads in the preparation of program Integration briefing material and reports.
• Assess the WAEMU Cluster capacity and capabilities to identify opportunities to benefit from cluster integration initiatives e.g., trade.
• Initiate, build, nurture, and strengthen strategic partnerships and coalitions with cluster communities (public and private sectors), Government Officials, Africa-wide organizations, international institutions, and other relevant partners on matters of Integration.
• Interface with cluster communities and share learnings with Country Leads to ensure that programs are effectively designed.
• Plan and execute networking events that bring relevant stakeholders together to advance the Integration agenda.

Who you are
• Master’s degree or its equivalent in Business Administration, Finance, Economics, Public Policy, Banking a law degree is required.
• Minimum 7 years of relevant professional experience in international development projects, in the fields of production, trade, trade facilitation, investment attraction/promotion.
• Experience implementing French West Africa regional/cluster market systems approaches and private sector driven development principles.
• Experienced at building partnerships with broad range, diverse stakeholders and deliver results that meet short and long-term needs.
• Experience working with French West Africa regional/cluster institutions and players that influence Integration matters e.g. multilateral development banks, ECOWAS…
• Experience with regional/cluster Integration policy formulation, negotiation and implementation.
• Experience in Integration technical design and implementation of French West Africa regional/cluster trade and investment fora.
• Demonstrated ability to present and win support for ideas.
• Solid knowledge of socio-economic, development and business environment issues in French West Africa.
• Knowledge in one or more of the following topic areas: trade & investment climate, related policy & regulations, competition industries, policy, and issues, MSMEs, entrepreneurship including digital entrepreneurship, and financial sector issues.
• Proven capacity to engage in and influence policy discussions at regional/cluster level on private sector development, investment, and competitiveness issues.
• Understanding of WAEMU trade regulations, policy, institutional and political context
• A strategic mind-set and the capacity to steer the cluster’s agenda, coordinating with cluster communities in the design and delivery of the integration activities.
• Capable of analyzing actions multiple stakeholder perspectives, and translating strategic thinking into compelling action plans.
• Strong interpersonal skills; demonstrated ability to present and win support for ideas.
• Ability to search for and produce innovative and creative approaches to activities to enhance strategy and its delivery.
• Ability to create an environment for sharing and communicating knowledge internally in-country and externally.
• Mature professional with demonstrated ability to work across boundaries and work in a culturally diverse environment.
• Bilingual English and French oral and written language skills preferred. Ability to speak a local language preferred.
• Flexible, adaptable, and able to execute a range of job duties and changing priorities.
• Possess excellent verbal, written, and presentation skills with the ability to articulate information to a variety of constituents across cultures.
• Possess professional maturity, sensitivity with different cultures, and impeccable integrity that exemplify the Foundation’s values.
