Overview
The Clinton Health Access Initiative, Inc. (CHAI) is a global health organization committed to saving lives and reducing the burden of disease in low-and middle-income countries, while strengthening the capabilities of governments and the private sector in those countries to create and sustain high-quality health systems that can succeed without our assistance.
CHAI’s global malaria program provides direct technical and operational support to countries around the globe to strengthen their malaria programs and reduce the burden of this preventable, treatable disease. We support governments to scale up effective interventions for prevention, diagnosis, treatment, and surveillance, with the goals of sustainably reducing the number of malaria-related illnesses and deaths worldwide in the short-term and accelerating progress towards malaria elimination in the long term.
As part of this work, CHAI has been supporting national malaria programs in Burkina Faso, Benin, and the Democratic Republic of the Congo (DRC) to identify the bottlenecks and potential solutions in surveillance systems to improve data-driven decision-making at all levels of the system. Technology plays a key role in achieving these objectives. Building strong information systems can substantially reduce the time taken to collect and access data, improve data quality, and reduce redundancies in parallel data collection systems. Availability of higher quality information enables programs to target and tailor their programs and use resources more effectively.
CHAI’s malaria and NTDs program applies digital tools and systems to support effective decision-making through streamlining data collection and reporting, integrating data sources, and generating automated analyses, visualizations, and presentation of data in simple and actionable forms.

Overview of Role:
CHAI is seeking a highly motivated individual to work as a Health Informatics Associate (West Africa region) and play a critical role in helping governmental programs improve how they collect, analyze, and use data to accelerate efforts towards malaria and NTDs elimination.
They will work with CHAI staff to build in-country capacity at the CHAI and government levels on the application of information technology for data collection, management, analysis, and use.
This will include strategic and operational support on the thoughtful design, creation, modification, and maintenance of potentially complex and diverse surveillance platforms; leading training sessions related to the deployment and use of technology solutions; and helping staff use and troubleshoot health information technology solutions on an ongoing basis with the end goal of improving data quality, access and use. They will support scoping activities and assessments to identify surveillance gaps that can be addressed through the application of new or existing tools/approaches and inform how they can strengthen activities to accelerate progress towards country strategies.
The Associate will focus on Burkina Faso, Benin, and DRC and work closely with other CHAI technical teams focused on malaria and NTDs.
The Associate will also work closely with external institutions including technology companies, academic partners, the WHO, and government technical bodies working on malaria and NTDs.
A successful candidate will need to work with team members across CHAI’s Global, Regional and Country Malaria and NTDs team and will therefore need to possess strong communication, organizational, and management skills as well as be able to work independently and to drive implementation and have deep personal commitment to producing results.
This position will be ideally based in Dakar, Senegal with flexibility across other countries within West Africa based on country leadership approvals. This position will report to the Health Informatics Senior Technical Advisor, Africa.

Responsibilities
In the near term the Associate will:
• Work with CHAI teams, the Senegal Malaria Program and Department of Information Systems to support the end-to-end planning, design, development, roll-out and monitoring and evaluation of a DHIS2-based malaria data repository in order to streamline data collection, reporting processes, integration, and use for decision-making by government stakeholders
• Work with CHAI teams, and the Senegal Ministry of Health in the design, development, roll-out and governance processes surrounding Master Facility List management and geo-spatial data management more broadly that is facilitated by a technology platform
• Drive the utilization and improvement of existing routine information systems in Senegal and DRC to increase data use through refining and developing new user-friendly and action-oriented dashboards and other outputs
• Scope the current information systems landscape and identify potential opportunities for improvements and integrations in malaria surveillance, NTDs, and campaigns digitization in Benin and Democratic Republic of Congo
• Across countries and projects, the Associate will have the following responsibilities:

Scoping (15%)
• Lead scoping activities on health technology solutions to further malaria and NTDs control and elimination, public health campaign digitization, and geo-spatial data management including the mapping of existing digital health systems, information flows, infrastructure, stakeholders and partner projects in select countries.
• Support the development of country-specific health information strategies based on scoping activities
• Establish and cultivate relationships with other CHAI teams and in-country partners working on technology, data, and/or surveillance work, to inform CHAI activities, guide country strategies, and collaborate with stakeholders to achieve program objectives
• Advise on strategies for collecting, reporting, storing, cleaning, and analyzing data, and for producing accessible automated data outputs for routine decision-making in the form of dashboards, reports and bulletins that speak to key data needs

Requirements Gathering and System Design (20%)
• Elaborate and document coherent, context-appropriate, and technology-appropriate requirements in partnership with Ministry of Health programs and regional CHAI staff pertaining to malaria, NTDs, public health campaigns, and geo-spatial data management technology solutions, including system architecture, digital form designs, analytical outputs, user roles, systems integrations, and usability (particularly DHIS2-appropriate specifications, and systems integration/interoperability requirements)
• Play a translational role in communicating technical approaches, user requirements and software/hardware specifications to non-technical staff within CHAI management and ministries of health

Technology Project Management (20%)
• Select, liaise with, and manage sub-contractors (software developers) to build and configure applications and integrations (particularly with DHIS2) according to the defined requirements and timelines
• Create and manage project plans with regional and country teams, including project management processes and communication mechanisms to progressively design, develop, and test systems and mobile tools
• Manage ongoing tracking and prioritization of software development activities. Proactively manage changes in project scope, identify potential challenges and roadblocks, and develop contingency plans
• Test developer outputs and provide regular feedback on bugs and functionally to ensure solutions are being developed according to specifications

Technology Implementation and Training (20%)
• Develop system roll-out plans and support system installation and device set-up ahead of implementation
• Assist with capacity building for government staff by developing manuals, SOPs, training materials; help train global, country and program staff in the use of information technology
• Help cultivate a culture of data-use within malaria programs by monitoring and strengthening the quality of data inputs, refining analytical outputs, and developing context-appropriate strategies to strengthen the usage and analysis of data by the malaria program
• Work actively and closely with CHAI teams and government stakeholders to design and implement M&E plans to routinely assess the performance of digital solutions, as part of broader program M&E plans

Technical Support (20%)
• Assist in the configuration of data collection, management, reporting, and analysis tools as needed (both mobile and web-based)
• Configure, update, and thoroughly test DHIS2 set ups, including updates to organization units, data elements, indicators, data collection forms, and dashboards based on requirements and feedback from end users
• Provide ad-hoc support to malaria teams, particularly with data management and visualization

Knowledge Management (5%)
• Manage and develop resources, guidelines, and other material to provide guidance to and share lessons across teams

Qualifications
Technical Skills

• Bachelor’s degree in relevant field (information systems, computer science). Master’s degree preferred
• Fluency in French and English
• At least three years’ working experience as a business analyst, product manager, technical project manager, or in a similar role working closely with stakeholders to define and deliver business requirements for technology initiatives.
• Proven experience in planning, designing and implementing technology-based solutions across the full software delivery lifecycle with stakeholders and users, preferably for disease surveillance
• Experience providing clear guidance and recommendations to non-technical stakeholders on context-appropriate technology solutions, processes, and operational considerations; ability to communicate technical concepts to non-technical users
• Understanding of disease surveillance (including surveillance platforms) with knowledge of global health issues; DHIS2 knowledge strongly preferred
• Familiarity with emerging technologies for data collection and reporting; comfort with developing basic data collection forms and reports such as ODK strongly preferred
• Familiarity with emerging technologies for web or mobile application development for data visualization and analysis
• Experience in data management (including managing databases) and data analysis
• High levels of proficiency in Access, Microsoft Word, Excel, PowerPoint

• Exceptional written, oral, and interpersonal skills
• Ability and willingness to travel approximately 30-50% of the year across West Africa, including to countries with high security risks

Advantages
