Primary Responsibilities
• Manage technical personnel and oversee all technical activities on the project to improve the reading skills of Senegalese students in kindergarten and the early grades of public primary schools, as well as expand the capacity of the Government of Senegal to deliver and sustain literacy outcomes.
• Ensure that all technical activities conform to the terms and conditions of project requirements, including cost, schedule, and quality parameters.
• Lead the coordination of program activities among a diverse group of stakeholders and beneficiaries including the Ministry of Education (MOE), Regional Education Offices, school officials, civil society, and other activity partners.
• Ensure internal integration of project technical activities by leading the technical aspect of the annual work planning process, implementing the annual workplan, ensuring close integration of technical activities with monitoring, evaluation, and learning efforts, and cost-effective operational management.
• Prepare reports and other technical deliverables as needed to show the progression of all technical activities.
• Engage effectively with the DCOP-Operations and operations/administration team to support collaboration between technical and operational project components.
• Provide leadership and oversight to all technical staff members throughout every region.
• Develop and implement practices to ensure a high level of staff morale and retention.
• Serve as the stand-in Chief of Party in his/her absence.
Required Skills and Qualifications
• Master’s degree with 12 years of experience or a bachelor’s degree with 15 years of experience.
• A degree focused on curriculum, early childhood development, or early grade reading is preferred.
• At least 10 years of experience in relevant management, supervisory, and/or technical experience working on large donor-funded education projects (with at least 8 years in a management/leadership position) in Sub-Saharan Africa.
• Prior experience working on USAID-funded projects and a strong knowledge of USAID rules and regulations.
• Demonstrated experience in one or more of the following: project design, policy dialogue, strategic implementation, education reform, or national-level quality improvement.
• Politically savvy with the ability to interact with numerous government institutions and senior-level officials at various administrative levels, as well as community leaders.
• Demonstrated ability to manage diverse teams to deliver impact within agreed timelines.
• Demonstrated experience and knowledge of capacity development and professional development is preferred.
• Excellent communication skills and ability (verbal and written) in French and English.
• Strong interpersonal skills and ability.
