In recent years, countries in Sub-Saharan Africa have faced complex situations: conflicts and protracted security crisis, climate change and environmental degradation, food and nutrition crises, demographic pressure, increased competition over resources, as well as epidemic risks. All of these are a source of instability for the region and act as a risk multiplier exacerbating pre-existing vulnerabilities. To meet this challenges, IOM with support from the European Union (EU), launched in 2022 the Migrant Protection, Return and Reintegration Programme for Sub-Saharan Africa (MPRR-SSA) in 16 countries across three regions: Burkina Faso, Cameroon, Chad, Côte d’Ivoire, Ethiopia, the Gambia, Ghana, Guinea, Mali, Mauritania, Niger, Nigeria, Senegal, Sierra Leone, Somalia, and Sudan.

The programme aims, through a rights-based approach, to provide protection and assistance along the migratory routes, provide voluntary return to countries of origin and sustainable reintegration support for migrants in Sub-Saharan Africa. Building upon the experience and lessons learned under the EU-IOM Joint Initiative for Migrant Protection and Reintegration and its Individual Measure, the MPRR-SSA programme follows a route-based, protection-centred approach to support migrants in situations of vulnerability along the Atlantic/Western and Central Mediterranean Migration Routes in Sub-Saharan Africa with assistance, including vulnerability assessments, assisted voluntary return, and individual reintegration support. Individual reintegration assistance focuses on providing timely and tailored support to address potential situations of vulnerability and individual needs in the short- to mid-term, along economic, social, and psychosocial dimensions.

These assistances under the programme use varying modalities including, but not limited to, cash-based interventions. Under the overall supervision of the Senior Regional Programme Coordinator (MPRR-SSA) and direct supervision of the Regional Return and reintegration Officer, the successful candidate will assist with the development and delivery of cash-based interventions (CBI) under the Migrant Protection, Return and Reintegration Programme for Sub-Saharan Africa (MPRR-SSA). Specifically, the CBI Officer will support MPRR-SSA Country Offices in , implementing and monitoring CBI.

Responsibilities
1)Support the Regional Return and Reintegration Officer (MPRR-SSA) in integrating CBI into operational plans and strategies to efficiently meet programme objectives.
2) Contribute to the design, revision and dissemination of CBI tools, guidance and workplans, enabling the implementation of efficient and effective CBI in the MPRR – SSA operations and adapting guidance to local needs.
3) Contribute to the development of standard operating procedures for CBI, for the MPRR-SSA programme, and adapt country specific CBI SOPs as necessary, considering the local context including market and financial infrastructure availability assessments, planning and budgeting, technical choices, legal and regulatory aspects, implementation modalities, coordination and monitoring. Ensure programme staff involved in the planning and management of CBI at the country level are equipped with the needed tools and knowledge for the effective implementation of CBI activities.
4) Liaise with relevant colleagues in Headquarters and Regional Offices and ensure compliance with IOM’s policies and procedures for CBI.
5) Support Country Offices in conducting market and financial infrastructure availability assessments, planning and budgeting, technical choices, legal and regulatory aspects to select the most adequate modality as well as situation analysis, needs and risks assessments, targeting and distribution, ensuring quality and efficiency in the design and implementation of CBI.
6) Liaise and coordinate with Country Offices to ensure a coherent and consistent institutional and rights-based approach to CBI. Advise Country Offices as needed on risk management and safeguards for CBI.
7) In close coordination with Finance and Procurement Units, assist in identifying adequate delivery mechanisms and financial service providers (FSP) to ensure efficient and effective implementation of CBI and increased financial inclusion amongst aid recipients. Support the adaption of long-term agreements for CBI and ensure any challenges to the use of existing long-term agreements with financial services providers are addressed.

8) Support in reviewing the use of CBI within MPRR – SSA and identifying context-specific best practices, opportunities and needs as well as solutions to identified challenges to ensure streamlined processes and implementation procedures.
9) Support knowledge management and learning on CBI within MPRR – SSA and prepare periodic and ad hoc reports on IOM’s CBI activities.

10) Contribute to the coordination with relevant Focal points to ensure that protection mainstreaming and streamline cross-cutting issues, such as Gender-Based Violence, Disability Inclusion, Child Protection and Accountability to Affected Populations, including t Complaint and Feedback Mechanisms are taken into consideration in the implementation of CBI activities.
11) Contribute technical inputs to the development and refinement of MEAL tools, surveys, and monitoring frameworks to ensure they adequately capture CBI-specific processes, outcomes, and learning needs. In close coordination with the M&E Officer, contribute to the integration of relevant CBI indicators into data collection tools and post-distribution monitoring approaches, and provide technical guidance on the analysis and interpretation of CBI-related data from Country Offices to inform programme learning, modality selection, and delivery mechanisms.
12) Provide technical guidance and backstopping to Country Offices in their engagement with partners and coordination mechanisms related to Cash-Based Interventions (CBI).
13) Undertake field visits to support project teams as needed.
14) Undertake any CBI thematic related support to the Dakar Regional Office as required.
15) Perform such other duties as may be assigned.


Required Qualifications and Experience
Education
• Master’s degree in economics, Social Sciences, Political Science or a related field from an accredited academic institution with two years of relevant professional experience; or,
• University degree in the above fields with four years of relevant professional experience.


Experience
• International experience in cash programming in humanitarian and non-humanitarian contexts, particularly with cash for livelihood.
• Practical experience in coordinating with colleagues in field missions.
• Experience liaising with governmental authorities, other national and international institutions and NGOs and building effective local partnerships, including with the private sector.
• Experience coordinating activities across locations and reporting.
• Experience in resource management and procurement related to CBI.
• Proven ability to work with vulnerable individuals and integrate a wide range of protection considerations into CBI programming.
• Work experience with Return and Reintegration programming is an advantage.
• Work experience in Sub-Saharan Africa is an advantage.
