Job Description

Background
The Central and West Africa Regional Office (CWARO) located in Dakar, Senegal, supports and provides oversight to NRC’s country programmes in Burkina Faso, Cameroon, the Central African Republic, the Democratic Republic of Congo, Mali, Niger, and Nigeria.
All countries are experiencing a deterioration of the security situation, increasing humanitarian needs and displacements due to conflict.
NRC’s programmes and advocacy support families affected by conflict in the shelter, food security and livelihoods, education, water and sanitation, camp management, and legal assistance sectors. NRC has over 1,300 employees working on the NRC regional response.
The Regional Programme Support Unit supports with strategic programme development and resource mobilisation, oversight and focal point for multi-country and regional grants, the development of capacity in the project cycle management and cross-cutting themes, working collaboratively with the Regional Support Unit, Regional Risk & Compliance Unit, Regional Advocacy, and the global Programme Development and Support Section in HO, and with Heads of Programme and Grants teams in Country Offices.
The Regional Programme Support Unit also takes the lead regionally on other specialist areas as assigned.

Role and responsibilities
1. Adherence to NRC policies, guidance, and procedures and consideration of NRC global and regional strategies when executing functions related to this role;
2. Support overview and maintenance of all multi country grants, donor requirements, rules and regulations, and internal and external deadlines;
3. Support the development of donor applications and reports, as well as ensuring donor compliance and quality control;
4. Contribute to the development and revision of funding proposals, budgets, and donor reports;
5. Contribute to continuously improve internal grant management systems (e.g. CYCLES);
6. Facilitate information sharing related to programme learning and advocacy work between the country offices with multi country grants;
7. Contribute to PCM procedures and usage of the NRC PCM framework in the Country Office, including inclusion of cross-cutting programme elements and M&E structures throughout all stages of the PCM;
8. Promote the rights of IDPs/returnees in line with NRC’s advocacy strategy.
9. Coordinate Consortia Coordination Units (CCUs) where relevant, e.g. Central Sahel Regional MYRP
10. Convene coordination meetings with grantees including grant opening, review and closing meetings
11. Compilation of work plans (annual or quarterly)
12. Build positive working relationships with other teams in the Country Office to coordinate and support development of high quality multi country proposals using relevant NRC Grant Management tools and guidance (Go/ No-go checklist, proposal development calendar, procurement plan, internal budgeting tools);
13. Coordinate the review of relevant donor contracts with Risk & Compliance teams, flag any points that might challenge NRC’s procedures, and support contract negotiations;
14. Together with the Grants Managers/Coordinators of the country offices, summarize in writing, key reporting and compliance requirements (compliance checklist) including potential issues for Grant Opening Meetings;
15. Coordinate the finalisation of donor reports ensuring consistency between narrative and financial reports and that they meet quality standards;
16. Highlight critical financial issues such as under/over spends to finance and Budget Holders, and follow up in writing when discussed verbally;
17. Be familiar with NRC organizational and donor compliance requirements, and ensure high quality grant management through meeting of KPIs and deadlines;
18. Support and advise programme colleagues with queries related to donor compliance;
19. Visit Regional and/or field offices to support with capacity building of staff and partners and monitoring purposes;

Qualifications
• At least 4 years of relevant experience in a related field;
• Experience of donor relations and grants management (e.g. with institutional humanitarian and development donors), preferably in consortia
• Strong analytical skills, both in terms of project monitoring and financial data
• Experience working in complex/ insecure environments and with displaced populations;
• Good understanding of donor rules and regulations;
• Proven experience in report and proposal development, and working with multiple donors;
• Good personal organisational skills, including time management, and ability to meet deadlines and work under pressure;
• Staff capacity-building experience;
• Willingness to travel to field offices and work in difficult environment according to travel requirements
• Good communication and interpersonal skills;
• Strong organisational and team working skills;
• Good cultural awareness and sensitivity;
• Ability to work under pressure, independently and with limited supervision;
• Excellent written and oral communication skills in English and French;

What we Offer
12 months of full-time contract
Grade: 8 in NRC's grade structure
Senegalese national terms and conditions apply.
Duty station: Dakar, Senegal with 40% travel to the field
Start Date: June 2021
